Job Context:
∎ The position holder has overall responsibility to implement Disaster Management and Risk Reduction activities and coordinate with disaster management committees at ward, union and Upazila level.
∎ The purpose of this position is to facilitate disaster management committees to continue developing their disaster management guidelines, including preparedness, risk reduction, disaster response plans and recovery capabilities as well as coordinate with all relevant stakeholders.
∎ Ensure that all disaster management and risk reduction activities are implemented in a timely manner. S/he will need to ensure gender and youth integration and social inclusion in the implementation stages.
∎ Closely coordinate with Nobo Jatra II project staff to ensure integrated approach and coordinate activities during emergencies.
∎ The Project Officer will work with the Upazila team to establish appropriate networking and advocacy for effective collaborative efforts for program sustainability while ensuring community participation.
∎ This position will report to the Project Manager of this project with dotted relations with the HEA Manager -NO. S/he is also accountable to the leaders of World Vision Bangladesh.
Job Responsibilities:
∎ In the event of disasters, work with and provide technical support to facilitate areas of assessments, planning, implementation and coordination with different disaster management committees.
∎ With the support of the Project Manager, develop project detail implementation plans, work plans and procurement plans.
∎ Facilitate technical field based support and capacity building of different structures of disaster management committees and community groups.
∎ Document and ensure monitoring and evaluation activities are implemented according to USAID/BHA standards, including documenting lessons learned and organizing after action reviews for each activity.
∎ Support and coordinate with other sectors of the project and implement set DIP activities accordingly.
∎ Coordination with local actors and government for strengthening collaboration of action implementation.
Additional Requirements:
∎ Age at least 28 years
∎ Both males and females are allowed to apply
∎ Knowledge of disaster management, terms and strategies, standing orders, humanitarian principles, HAP and SPHERE standard, area-based coordination model and nexus strategy in DRR programing.
∎ Training facilitation skills and ability for presenting disaster risk reduction and learning agenda related critical/technical phenomenon in poorly educated village audience.
∎ Have a clear understanding of USAID branding and marking plan and inclusion issues
∎ Demonstrated analytical and problem-solving skills.
∎ Strong oral and written communication skills in English and Bengali
∎ Ability to work in a team and under pressure in adverse situation
∎ Good time management skill and ability to work with minimum supervision.
∎ Basic computer literacy of MS office -Word, Excel, Power Point
∎ Expert in motorcycle driving and have valid driving license
∎ More than 5 years of relevant work experience in the area of disaster management and climate risk reduction in a complex, multi-cultural environment preferably in INGO context.
∎ Candidate previously worked in USAID funded BHA, FtF and RFSA project will get preference
∎ Problem solving, decision making and high skill on presentation and using digital platform for facilitation and reporting
∎ Able to create a working environment where team members have equal rights to listen, speak up and contribute to achieve a common goal of the project
∎ Must live in the project working area and ready to accept the challenges and cope with the changes.
Salary: Tk. 50000 - 60000 (Monthly)
