∎ ROLE PURPOSE:
∎ Under the direct supervision of the WASH Program Manager (based in Cox`s Bazar) the IPC Officer will be the responsible - at the field level - to plan, develop, and supervise all IPC protocols implementation at Health Care Facilities level in collaboration with HEKS/EPER project team and local authorities. He/she will ensure efficient and timely implementation of this project, in accordance with WHO`s and UNICEF`s WASH FIT approach and sector working group standards and guidelines.

Job Responsibilities:
∎ Program Management:
∎ The Project Officer will be responsible for the management of IPC activities at Health Care Facilities (HCFs) level in Upazila (TBD).
∎ Ensure continuous follow-up and on-site supportive supervision to all HCFs targeted at host community level.
∎ Coordinate with logistics dept. and ensure distribution of essential items to the HCFs in a timely manner.
∎ Provide detailed, accurate and timely weekly reports on activities, IPC challenges and areas that need actions including operational data.
∎ Capacity Strengthening:
∎ Facilitate WASH FIT trainings according to WHO/UNICEF developed manual.
∎ Provide on job training, mentorship and guidance to project based clinical staffs and health sector partners and ensure IPC standards are in practice.
∎ Coordination and Advocacy:
∎ Participate in health sector meetings and other coordination meetings led by UH&FPOs.
∎ Ensure robust and efficient coordination with health sector agencies and WHO area focal persons at field level.
∎ Ensure constant communication with facility-based healthcare staffs i.e. medical doctor, IPC nurse and waste management focal persons to identify potential areas for improvement.
∎ Ensure a steady and active representation of HEKS/EPER at cluster level as well in all the other, significant meetings.
∎ Safety and Security:
∎ Asses and consult other partners to ensure security situation of planned locations is calms; Ensure risk assessment and share any security information with the Program Manager.
∎ Responsible to put in place appropriate security and prevention measured during any distribution and implementation of project activities.
∎ Provide timely incident report to the line manager as needed.
∎ Logistics :
∎ Liaise, as necessary, with the logistics, admin and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.
∎ General:
∎ Deliver high quality results in line with the terms of reference agreed in advance - to do this in a way which maintains the reputation of the Humanitarian Department.
∎ Comply with HEKS/EPER policies and practice with respect to code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
∎ To perform such other responsibilities as agreed with your line management.
∎ Proactively support HEKS commitments to gender equality, child protection and disability sensitivity: i) Implement all work-related activities with a gender, disability and child protection lens, considering the different needs, concerns and ideas of our staff and beneficiaries ii)Ensure the incorporation of gender equity principles in all policies and activities iii) Encourage the participation of all genders in meeting and on committees iv)Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
Additional Requirements:
∎ Professional requirements:
∎ Public health background with at least 5 years of IPC and training facilitation-related working experience in emergency contexts.
∎ Keep strong coordination with other implementing agencies, donors and local governmental authorities at field level.
∎ Budget management and excellent computer skills.
∎ Good knowledge of security management in humanitarian contexts.
∎ Fluent English skills (written and spoken).
∎ Personal requirements:
∎ Willingness to accept regular field missions.
∎ Ability to establish collaborative relationships with staff, beneficiaries and other stakeholders.
