Job Context:
∎ The Project Officer (Advocacy & Communication), based in Project Management Office, Dhaka, shall provide leadership, guidance and implementation management of advocacy and communication related affairs of the Light House managed Shukhi Jibon Project supported by Pathfinder. The position is directly reportable to Project Coordinator, Light House.

∎ The Coordinator will play a key consultative role on issues related to Advocacy; communication, training and material development; assessment/field test, monitoring and supervision of social mobilization and awareness raising campaign at field level including capturing best practices/case studies, content for web pages, newsletters, media articles, press release, information materials for training, workshop, conferences, etc. based on the scope mentioned in Sukhi Jibon project activities of Light House. The Officer will play also the role to establish professional relationships and where appropriate, effectively communicate with the press and prepare press release, features and arrange for the placement of articles and features on Shukhi Jibon activities in national and local media.

∎ Besides, the Officer will dedicate its 30% of the time for awareness raising and social mobilization campaign including providing onsite training, monitoring, supervision, guiding outreach at field level. The Officer will play also the major role related to effectiveness assessment of media-based training program; social media campaign; BCC activities and relevant materials, post training follows up, carrying out the decisions of the advocacy meetings, etc.

∎ The Officer shall exercise extensive independent judgment in planning and carrying out tasks, developing consensus among team, consortium partners, management agencies, representing the consortium lead in critical technical and policy fora, resolving problems and conflicts, and in meeting deadlines. The incumbent will also perform inherently project office functions such as relevant budgeting, developing planning documents, and/or reporting.

Job Responsibilities:
∎ 1. Training
∎ a. Coordinate and lead the management of all training activities of the Shukhi Jibon Project, Light House
∎ b. Coordinate development of annual training and advocacy plan and management of implementation
∎ c. Conduct training need assessment, analyses and modify existing training programs or develop innovative new programs to meet the needs of the project and employees
∎ d. Conduct post training follow up, undertake corrective measures and guide the project
∎ e. Develop/ensure training concept notes, training reports and all necessary documentation as require
∎ f. Assist in the design and development of training modules, training and education materials
∎ g. Develop best practices/case studies, content for web pages, newsletters, media articles, information materials for training, workshop, conferences, etc.
∎ h. Monitor and supervise educational sessions at outreach and worked to build capacity of the youth Bridget and volunteers
∎ i. Arrange on-the-job training for new hires and conduct orientation sessions to familiarize new staff members with correct procedures and processes.
∎ j. Conduct effectiveness assessment of BCC activities and relevant materials, etc.

∎ 2. Advocacy
∎ a. In collaboration with Project Focal and Project Coordinator, Light House, the Project Officer - Advocacy and Communication will review and produce a short, concise but clearly focused advocacy strategy that defines the key advocacy messages, desired policy outcomes and proposed tactics for the Sukhi Jibon project.
∎ b. Plan and coordinate all advocacy initiatives to ensure the program delivers effective evidence-based advocacy to influence policy and implementation.
∎ c. Coordinate the collection, analysis, and dissemination of pertinent information regarding policy issues and practices on community norms in regards to adolescent SRHR issues for communication and advocacy.
∎ d. Facilitating the generation and/or improving program data within the organization as well as information and knowledge system and practices-from generation to consumption - for more effective evidence-based advocacy.
∎ e. Develop best practices/case studies, content for web pages, newsletters, media articles, information materials for training, workshop, conferences, etc.
∎ f. Establish professional relationships and where appropriate, effectively communicate with the press and prepare press release, features and arrange for the placement of articles and features on Sukhi Jibon activities in national and local media.
∎ g. Research and verify information that is to be included in Light House reports, brochures, newsletters or other written material, to write a broad range of communications for both print and electronic channels, taking deadlines and changing priorities into consideration,
∎ h. To review design and proof check publication materials in coordination with the website-Graphic Designer and handling multiple publication series simultaneously both printed and online under tight deadlines.

Additional Requirements:
∎ Age 30 to 45 years

∎ a. Prior Work Experience: Minimum 3 years of progressively responsible job-related professional-level experience in training, advocacy and communication event management. Practical experience of working with CSOs, government and development partners at local, national or regional level.
∎ b. Post Entry Training: Familiarization training in Light House including Pathfinder supported program specific procedures, reporting requirements, and systems, and orientation working from a donor agency and Light House perspective, will be provided. Training to maintain professional capability in the field as appropriate; and, courses, seminars, conferences, and other activities in fields related to the function and needed to maintain and update professional qualifications as they become available, subject to availability of funds.
∎ c. Language Proficiency: Must be able to communicate effectively in both written and spoken English at a professional level. Excellent written and oral communication skills with a fluent writing style and good knowledge and practical use of both English and Bangla.
∎ d. Job Knowledge: The Officer must have a good knowledge of training, advocacy and outreach programming. In addition, the quick learning ability and proactiveness are desired for this position. The Officer must have knowledge and understanding of the organization and roles of the different levels in order to maintain effective communication and coordination.
∎ e. Skills and Abilities: The Officer should have demonstrated the ability to assume management and leadership roles in terms of advocacy, training and outreach. The Officer must be resourceful, have good judgment, and have the ability to work diplomatically with persons from many backgrounds. The work requires a user-level ability to work with computers and common software programs. Ability to work under pressure, to prioritize work, and to meet tight deadlines is required. Must be able to communicate clearly with a wide range of partners.

Salary: Tk. 30000 - 34818 (Monthly)

∎ Equivalent to one month salary will be paid as fringe benefit which paid as monthly prorate basis.
