Educational Requirements:

Job Context:
∎ The Promotion of Market Linkages in Local Community project aims to continue to strengthen and localize fresh food supply chain through the development of a unique value-based market system, by linking WFP-contracted retailers to producers in the Cox`s Bazar district. The hereby proposed project intervention aims to:
∎ Improve dietary diversity amongst the most vulnerable refugee households via direct access to fresh food items including eggs, live fish and chicken.
∎ Improve market linkages between refugees and host communities
∎ The Project Manager - is Responsible for overall project management, day-to-day operation and coordination of field activities including but not limited to - project cycle management, linkage, networking, and communication with FFC Retailers, line departments, other counterparts and donors. S/he will guide and supervise project team, arrange logistics, lay out and execute staff capacity development plans, facilitate visits and project activities briefings of donors, government delegations and other missions, ensure programme and financial report preparation and submission to WFP on time, while ensuring accountability to project and beneficiaries.
∎ S/he will manage and guide the entire team members for achieving objectives of supply of fresh food items to the FFC resulting ensure the dietary diversity of Rohingya refugees and strengthening the Aggregation Center for economic opportunities. Also, will be focal point person with WFP and will be required to attend all the coordination meetings. The PM is responsible for the design of project activities under this project component, but also closely works with project staff, government counterparts, and beneficiaries on the successful implementation of the activities and achievement of desired results for achieving two major objectives i.e. Localization of fresh food supply chain and Capacity strengthening and technical support to local producers and farmers.

Job Responsibilities:
∎ Lead the project team members in project implementation in accordance with the standards and requirements of WV and the donor (WFP) including financial and M & E functions.
∎ Provide necessary guidance to implementing partner in program implementation (Localization of fresh food supply chain i.e. linking producers' groups to FFC/E-voucher outlets.
∎ Support capacity development for Aggregation Centre Management Committees and make them sustainable to provide fresh food items to the FFC/E-voucher outlets through retailers.
∎ Support to conduct regular Market Monitoring both from the wholesale and retail market and also conducted market assessment.
∎ On boarding new Farmers Groups and support to work under/with the ACs, regular transaction monitoring, developing partnership with government and delivery channel to reduce costs for achieving competitive prices, etc.
∎ Coordinate with WFP team and represent BRCR regarding the project implementation, and establish network with local government and any other agencies to promote sustainability and ownership of interventions in implementation.
∎ Represent WVB in district/Upazila level and take overall lead in the coordination of field level activities by project team and capacity building initiatives.
∎ Develop annual program/project implementation plans with budget implementation plans, update quarterly in collaboration with key departments and external stakeholders, and oversee implementation to high standards by scope and timelines.
∎ Ensure update and submission of reports (monthly, quarterly, annual, ending etc.) in line with WVB and WFP's timeline & requirements.
∎ Overall lead the office sitting process, regular meeting, coordination events, internal control and staff safety & security.
∎ Ensure project is operational by technical standards and operational viability.
∎ Develop monthly implementation and budget execution plan and updated accordingly.
∎ Organize monthly/quarterly meetings with key stakeholders.
∎ Provide updates or reports to the Lead - Food Security Sector.
∎ Act as the key person of the project for implementation.
∎ Represent WVB in cooperating partner's meetings.
∎ Rapport built up with CiCs, Upzila administration, Union Parishad, DAE etc.
∎ Develop linkage with private companies.
∎ Communicate properly with suppliers/vendors.
∎ Ensure proper office Administration Management through effective administrative functions.
∎ Coordinate with all internal relevant department and sectors for smooth operation of the project such as administration, human resources, logistics and procurement, safety and security, communications, etc.
∎ Need to do staff management and capacity building jobs.

Additional Requirements:
∎ Age 30 to 40 years
∎ Strong understanding of Aggregation Centres and Producer Group
∎ Skills to develop capacity building tools and knowledge on Farmers Market
∎ Knowledge on WFP program management
∎ Good time management and organizing skills
∎ Proven experience as a team player
∎ Demonstrated collaboration skills
∎ Excellent Computer skills in MS office, and use of gadgets
∎ Minimum 5 years proven experience in project cycle management, budgeting, linkage and networking, staff supervision, team building, livelihoods and market development related projects. 5+ years of experience in managerial positions will be an asset.
∎ The position requires the holder to be able to work effectively and efficiently unsupervised and plan and manage time effectively.
∎ The holder must exercise a strong work ethic and take responsibility for his/her own actions.
