Job Context

Shapla Mohila Sangstha (SMS) is a non-governmental women’s rights organization working for the advancement of poor, brothel-based women and children, and other excluded groups since 1997. SMS has long-standing experience in child protection, including the care, shelter, protection, and empowerment of trafficked and abused girls and children who have been forced into prostitution.

SMS is implementing a program titled “Enhancing Protection of Child Sex Trafficking Survivors in Bangladesh,” funded by Freedom Fund (FF), USA. This program is being implemented across 3 brothels in 2 districts Faridpur & Mymensingh. The organization is currently seeking a Project Manager (PM) to ensure the effective implementation of field-level activities.

Must have the mentality and commitment to work with highly vulnerable and sensitive communities.

Contract Type: Fixed-term contract up to 30 June 2026 (with the possibility of extension).

Responsible for organizing and implementing all project activities, with frequent field visits.

Objective of the function:

The Project Manager is responsible for providing substantive technical, project, and administrative support in the planning, implementation, monitoring, evaluation, and reporting of the Child Sex Trafficking project in line with defined objectives and quality KPIs. The postholder is expected to lead and support the project team to deliver the project effectively and efficiently. He/she will also be responsible for fostering strong cooperation with national and local stakeholders, relevant networks, and alliances, including but not limited to government agencies, the private sector, like-minded CSOs, and community groups.

Working closely with the project team, the Project Manager will ensure effective and high-quality implementation through work planning, technical support, strategic engagement and advocacy, coordination (both internal and external), and capacity building. The Project Manager is accountable for achieving the project’s goals within the defined timeframe, budget, and quality standards.

Position in the Organization:

The Project Manager – Child Sex Trafficking will work closely with the Senior Management Team and will receive leadership and supervision from the Deputy Executive Director (DED), to whom he/she will report. In close collaboration and consultation with the DED, the Project Manager will be responsible for the rollout, coordination, and oversight of the CST project at the national level, particularly in Faridpur and Mymensingh.

Responsibilities:

Achieving Project Objectives

  • Provide overall management, including effective planning, implementation, monitoring, and reporting of project outcomes.

  • Translate the project plan into a concrete and achievable work plan for smooth project execution.

  • Ensure project implementation according to the approved work plan; guide and supervise the project team, monitor progress in terms of time, budget, and quality, and resolve any conflicts or bottlenecks that arise.

  • Build and strengthen strategic partnerships with key decision-makers, policymakers, civil society organizations, and relevant government ministries and departments at the national level to prevent child sex trafficking.

  • Facilitate dialogue and meetings with Child Welfare Committees, the Directorate of Social Services, the Department of Women and Children Affairs, and other relevant state institutions to combat child trafficking and promote child protection and rehabilitation initiatives.

  • Develop and monitor the implementation of work plans for the CST project.

  • Oversee risk management through maintaining an up-to-date risk register throughout the project cycle to ensure effective identification, assessment, and mitigation of risks.

  • Collaborate with the SMS Finance and Administration teams to develop and execute a procurement plan that ensures timely acquisition of project supplies in line with approved budgets.

  • Work in full compliance with SMS’s policies and codes of conduct, including those related to child protection and safeguarding, confidentiality, safety and security, and ethical practice.

  • Ensure that all project staff and partners adhere to the organization’s child safeguarding policies, procedures, and protocols.

  • Report any incidents or policy violations in accordance with established protocols.

  • Oversee the protection and safeguarding of children in line with SMS’s Child Protection and Safeguarding policies.

Project Monitoring, Evaluation, and Learning & Donor Reporting

  • Work in close collaboration with the Deputy Executive Director (DED) to monitor and report on project progress in Faridpur and Mymensingh.

  • Prepare monthly, quarterly, and annual project progress and financial reports in accordance with SMS and Freedom Fund reporting guidelines.

  • Ensure value for money in all project expenditures and maintain full financial compliance with SMS’s Financial Policy and Freedom Fund requirements.

  • Provide regular updates on project implementation to the Senior Management Team.

  • Monitor and safeguard the meaningful participation and engagement of children in the implementation and management of the project.

  • Provide technical input for CST analyses, strategies, and solutions, and contribute to the development, dissemination, and adoption of CST-related knowledge products, capacity development tools, and advocacy and information materials.

  • Identify opportunities to improve work methods and operational procedures for enhanced project performance.

  • Support SMS in preparing and sharing communication materials such as news items, case stories, documentaries, and photographs for marketing and visibility purposes.

  • The Project Manager will be responsible for preparing all required donor reports, such as impact data reports, narrative reports, media reports, and advocacy reports, in accordance with donor requirements

  • Work with the Deputy Executive Director to consolidate, document, and disseminate best practices, success stories, and case studies from the project.

  • Actively contribute to the continuous process of quality improvement in service delivery within the relevant policy areas.

Collaboration, Networking, and Representation

  • Organize multi-stakeholder consultations, roundtables, meetings, workshops, and follow-up initiatives with government and non-government actors on various project-related issues.

  • Identify and monitor relevant social developments and emerging issues, translating them into opportunities for the organization and future project development.

  • Evaluate completed projects and, where necessary, propose improvements for future implementation.

  • Maintain strong networking with the CSO’s relationships and represent the organization in both internal and external forums.

  • Promote and facilitate collaborative processes with internal and external stakeholders to enhance the effectiveness of project activities.

  • Maintain regular communication with stakeholders and partners to assess whether project outcomes align with expectations.

  • Represent SMS at relevant stakeholder events, meetings, seminars, and online platforms as required.

Program Development

  • Support the Deputy Executive Director (DED) in identifying new project development opportunities in Bangladesh.

  • Represent SMS in key forums to enhance the organization’s visibility and credibility among donors and other external stakeholders, ensuring that SMS continues to be recognized as an expert organization in its thematic areas.

  • Develop and share project ideas for further refinement into concept notes and full project proposals.

  • Perform any other duties relevant to the country program as assigned by the line manager, within reasonable expectations of the position.

Advocacy

  • Facilitate or support national-level advocacy initiatives focused on the prevention of child sex trafficking.

  • Develop and supervise the implementation of strategic advocacy plans and activities in alignment with project objectives.

  • Utilize knowledge and insights into the political and legal environment to guide and strengthen the project’s advocacy efforts aimed at preventing child sex trafficking.
