Job Context:
∎ Invitation for Consulting Services on "JICA-GED TCP Capacity Building on Implementation of Bangladesh Delta Plan 2100"
∎ The Japan International Cooperation Agency (JICA), in collaboration with the General Economics Division (GED) of the Ministry of Planning, is currently carrying out the "Project on Capacity Development for the Implementation of Bangladesh Delta Plan 2100" (hereinafter mentioned as "the project") and signed the Record of Discussion on 15th November 2022. The main purpose of the project is to enhance the capacity of the relevant stakeholders of BDP 2100 by series of training programs in Japan therefore to ensure "a safe, Climate Resilience and Prosperous country". Specific purpose of BDP 2100 are ensure safety from flood and climate change related disasters, ensure water security and efficiency of water usages, ensure sustainable and integrated river systems and estuaries management, conserve and preserve wetland and ecosystems and promote their proper use, achieve optional use of lands & water resources and develop effective institutions to implement BDP 2100. BDP 2100 was approved by the Government in September 2018 and seeks to integrate the medium to long term aspirations of Bangladesh to achieve upper-middle income (UMIC) status and.?eliminate extreme poverty by 2030 and be a prosperous country beyond.
∎ It is quite natural that there are some challenges to implementing delta plan and among these challenges capacity building of the implementers who will take the plan in the field is very important. However, financing and the mode of financing in line with the plan have been the major challenge at this moment. In this respect, JICA and GED came to a consensus that the capacity development of relevant stakeholders will be key, and the project will mainly focus on the knowledge enhancement of the relevant officials.
∎ Through the series of discussions with GED it has been identified that the project requires a Staff who will support to JICA Bangladesh office and the Delta Wing in GED in day-to-day activities to implement the project. The consultant (Project Manager) will be deployed based on individual capacity:
∎ The period of contract is 20 months, up to September 2025 with 3 months probationary period.
Additional Requirements:
∎ At least 5 years' professional experiences. Working with Development Partners projects and Delta Related Projects will add advantage.
∎ Profound understanding on Bangladesh Delta and Bangladesh Delta Plan 2100.
∎ Excellent written and oral communication skills in English & Bangla preferably with official English certificates, such as TOEFL, IELTS, and Cambridge English Exam, are preferable.
∎ Sound Knowledge in Accounting and Financial issues including the spread sheet and related software.
∎ Strong analytical, interpersonal, and coordination skills are required.
∎ Competency in Microsoft Office (Word, Excel, PowerPoint) is required.
∎ Experience working in multi-cultural/national teams is desirable.
∎ Experience working with JICA, Planning Commission, and/or International Development Partners is an asset.
