∎ JOB DESCRIPTION: ASSISTANCE FOR SOCIAL ORGANIZATION AND DEVELOPMENT (ASOD)
∎ ASOD is a reputed non-government national organization in Bangladesh working since 1985 and engaged in transforming the lives of community people significantly in selected areas of the country. The existence of ASOD was based on building upon active and spontaneous participation of the extreme poor, ensuring gender equality, social justice, disaster preparedness, productive and sustainable development and protection of the rights of the underprivileged by building a society free from all sorts of exploitation. The organization has implementing multi-dimensional programs like, agriculture, livestock, women empowerment, livelihood, disaster, health and nutrition, Water & Sanitation, non-formal education, resources mobilization, market development.
∎ With the support from Concern Worldwide and funded by ECHO, ASOD is going to implement a project named `Supporting Flood Forecast-based Action and Learning in Bangladesh` (SUFAL)` at Gaibandha district in Saghata upazila. The project aims to strengthen the case for Early Actions (EAs) by implementing Forecast based Action (FbA) in Bangladesh. ASOD will lunch this project at Gaibandha district and will work with local government DMCs to implement FbA to address the technical, economic, and institutional barriers to initiate early actions. The project will strengthen flood-forecasting early warning system at Gaibandha district by facilitating impact-based forecasting to contextualize forecasts and early action (EA) by developing an institutionalized mechanism to initiate FbA through Standard Operating Procedures (SOP). The project will facilitate national to local level dialogue and advocacy around FbA to address institutional mandate challenges. By increasing anticipatory capacity to take EA, this project will improve the Government of Bangladesh`s ability to respond rapidly to floods. RIMES (Regional Integrated Multi hazard Early Warning System) will give the technical support to this project and operation will be guided through a consortium approach formed together by CARE, Concern Worldwide and Islamic Relief.

∎ Job Summary
∎ The responsibility of this position is to lead and manage overall activities and achieve set goals of the projection order to implement this "Forecast based Action (FbA)" project with a special attention on project advocacy and campaign to Upazila and district DMCs. The PM will be responsible for overall project planning and implementation at field level with an especial focus on advocacy and campaign to establish Early Actions (EAs) with technical guidance from RIMES through Concern Worldwide. S/he will conduct flood risk analysis, identify to triggering the early warning and threshold through series of consultation at union and Upazila level by engaging local DMC members and other stakeholders including community representatives from vulnerable groups. S/he will facilitate capacity-building process to staffs on project key interventions and forecast based early actions to DMCs and government officials at Upazila and District level. S/he will facilitate the process for developing SoP and FbA piloting including identify a wider practical dissemination mechanism at upazila and district level. Job Responsibilities:
∎ Main Duties and Responsibilities
∎ Project Management:
∎ Responsible for the overall implementation, monitoring and supervision of FbA project activities with an especial focus on FbA advocacy and action demonstration at upazila and district level.
∎ Provide support in community and stakeholder mobilization on design of the FbA mechanism, community need identification; ensure efficient implementation of agreed project activities in time.
∎ Ensure program participants, CBOs and stakeholders will have access to the project information on local language, and for any development intervention the informed consent of the beneficiaries are obtained.
∎ Provide support and enhance the capacity of DMC members, local stakeholders and respective project staffs, including overall monitoring of agreed activities.
∎ Provide technical inputs into the development, implementation and monitoring of the project and maintain close coordination with Concern Worldwide project focal person and other consortium members CARE, Islamic Relief, RIMES and other implementing partners who are working on FbA, FbF (Forecast based Financing) and Flood Resilience programme at regionally.
∎ As a member of the senior project management team, the project manager will support to the project officers to perform their roles and work on team building.
∎ Ensure the procurement plan is developed for the project goods and services and is approved by Executive Director/concerned approval authority.
∎ Ensure that the project carried out according CHS standards, operating procedures, technical manuals and policies. Establish project CRM process at field level including monitoring and reporting.
∎ Responsible for financial management and monitoring for utilizing the funds.
∎ Facilitate effective coordination between Concern, GoB counterparts and others.
∎ Assist to Conduct baseline survey, final evaluation and project final reporting.
∎ Technical Management
∎ Collect properly local level flood risk and vulnerability information to develop flood vulnerability mapping in vulnerable locations (supported by RIMES).
∎ Ensure that forecast based thresholds for early actions, are developed in a timely manner by involving wider stakeholders at community level and DMC members from Union, Upazila and District.
∎ Organize and facilitate Upazila and district level consultations/dialogues to assist to develop the SoP for FbA mechanism and relevant guidelines.
∎ Capacity building of representatives from local government institutions including DMC members, and other stakeholders related to flood risk mitigation, rapid response and preparedness, early forecast and early action planning strategies to proactively take part in strengthening community resilience to floods using FbA mechanism.
∎ Develop and maintain strong working relationships with DMC members, representatives of Water Development Board (WDB) and relevant government institutions, I/NGOs, Civil Societies and other stakeholders and Upazila and district level.
∎ Collect information and develop case studies and other knowledge and advocacy products for promoting FbA in local, national government system.
∎ Contribute to a methodology on the development of innovative funding mechanisms to allow anticipatory humanitarian action according to (seasonal) extreme weather forecast
∎ Ensure the news coverage on FbA and its positive impact on vulnerable community in local media.
∎ Identify the key areas for promoting FbA at local and district level and support to vulnerable communities and DMCs to demonstrate FbA mechanism.
∎ Ensure regular monitoring of project implementation including the collection and analysis of data for the indicators and project monitoring/control.
∎ Monitoring and Impact Assessment:
∎ Ensure regular information collection on each agreed indicators and reported through reports as per organizational and donor needs.
∎ Work with the Monitoring and Evaluation Coordinator of Concern and develop impact monitoring indicators and system to understand, document and disseminate the impact of the project and learning.
∎ Organize regular internal monitoring and impact assessment (focusing more on women and disadvantage group) visits from the targeted villages in coordination with M&E unit.
∎ Assist in developing data management system (Dashboard) for all project related activities and update it on regular basis where necessary.
∎ Reporting & Communication:
∎ Develop and submit accurate monthly work plans and reports to ASOD's assigned senior management member with copy to Concern Project focal person.
∎ Develop quality reports on related activities that is contributing to the donor reports as required.
∎ Ensure government participation in key events such as FbA trainings, workshop and different consultations/meetings etc, as appropriate.
∎ Liaison with relevant government departments and keep updated them on the project progress, achievements and challenges on a regular basis.
∎ Networking:
∎ Participate in relevant national, divisional, district level meetings, and present the project outcomes.
∎ Participate in the meeting of Development Coordination Committee at Upazila /District level. The person will also attend in national level conference/training on FbA as appropriate.

Additional Requirements:
∎ Skill Required- DM Project Management at Field Level, Good report writing in both Bangla and English, communication and networking with multi-sectoral actors, excellent facilitation skills.
∎ At least 8-10 years' working experience in NGO sector with a special focus to manage Flood Risk Mitigation, Disaster Resilience, Flood Early System. Person having experience to work on EWEA system will be an advantage. Working experience with DIPECHO cycle will be an advantage.
