Job Context:
∎ BACKGROUND: A French association intervenes in India, Madagascar, Mozambique, Burkina Faso and Bangladesh to improve the access of vulnerable families to employment, vocational training, health, education and existing social services.
∎ The team has more than 30 years of experience in the development of mutual health insurance. In 2019, the organization started a new mutual health insurance program for vulnerable families in Bhashantek slum, in Dhaka, the capital of Bangladesh. This organization collaborates with another French NGO which operates in Bhashantek.
∎ After a year of preparation (2019), the activities started in early 2020 but were interrupted due to the Covid-19 outbreak. In 2021, despite the persistent difficulties related to the epidemic, the activities were able to develop so that the organization registered 784 families or 2,840 members as of November 2021. The organization has covered more than 7,000 claims, helping to improve access to quality healthcare and to secure the socio-economic situation of families. The challenge for 2022 is to improve, consolidate and stabilize its service model, which is still in a test and learning phase. The second challenge is to prospect new groups of beneficiaries to whom the mutual health insurance scheme can be offered.
∎ JOB LOCATION: Bhashantek, Dhaka-1206.
∎ REPORTING TO: Area Manager - Head Quarters (France)
Job Responsibilities:
∎ The Project Director will be responsible for:
∎ Defining, in collaboration with the Branch manager, the strategy for an efficient and sustainable deployment of the health mutual insurance;
∎ Deploying the mutual health insurance in slum and increasing the number of beneficiaries;
∎ Deploying the mutual health insurance to other target groups (e.g. textile factory workers);
∎ Coordinating, monitoring/evaluating, adapting the activities and services;
∎ Managing the team;
∎ Managing the partnership with the potential operational partners;
∎ Managing the relationships with the national authorities, the international institutions and the other actors in the sector;
∎ Ensuring the operational and financial reporting to the head office in France;
∎ Ensuring the proper use of the funds allocated to the program.
Additional Requirements:
∎ Minimum 10 years of total experience
∎ Minimum 5 years' experience in project management and team management
∎ Experience in the health sector will be an asset
∎ Experience abroad will be an asset
∎ Additional Requirements:
∎ Fluency in both written and spoken English is essential
∎ Innovative capacity, reactivity and proactivity
∎ Passionate for fieldwork
∎ Willingness to commit to a development project for the vulnerable community
∎ Strong autonomy
∎ Relational and listening skills, and adaptation to the Bangladeshi context
