Essential

  • S/he has at least five years of substantial knowledge, experience, and technical expertise to manage larger shelter and WASH projects for the Rohingya and Host Populations in Cox’s Bazar

  • Familiar with the government rules, policies, and humanitarian standards related to shelter construction and WASH.

  • Familiar with the local context, shelter cluster, and coordination mechanism at Cox’s Bazar.

  • Good communication skills, including high-level written and spoken English.

  • Computer literate (MS Word, Excel, PowerPoint, and Worksheet)

  • Familiarity with data collection methods and tools, including KOBO and reporting.

  • Strong planning, budgeting/financial management, administrative, supervisory, coaching, and program development skills.

Responsibilities & Context:

Human Relief Foundation (HRF) is a British charity established in 1991 that has expanded its humanitarian and development activities to 20 countries, with seven permanent offices strategically located worldwide. HRF launched its work in Bangladesh immediately after the Rohingya influx in 2017. HRF had implemented MultiSector Assistance for Displaced Rohingya and Host Populations in Bangladesh. HRF is going to implement a project called ‘Humanitarian Assistance Project of Rohingya and Host Communities in the Cox’s Bazar District’.

Currently, the Human Relief Foundation (HRF) is seeking highly energetic and dynamic individuals to assume overall responsibilities and provide comprehensive support in implementing the Humanitarian Assistance Project (HAP). The Project Coordinator [Engineer] is a leading position in the ‘Humanitarian Assistance Project’ in Cox’s Bazar. This position is expected to guide the project team, ensure coordination and communication with Camp Management, GOB officials, UN & other organizations. The incumbent will communicate and provide leadership in updating Shelter and WASH activities, as well as ensuring the timely submission of all reports to the Country Office.

Job Description/Responsibilities:

Project Management & Leadership Role:

  • Overall responsible for supporting the project team for the smooth operation of HAP project activities within the set objectives and given framework in the Refugee camp and host community.
  • Guide and supervise the project staff to motivate and build team spirit and maximise their contribution to the project.
  • Developing activity plans and detailed implementation plans and submitting them to the Country Director.
  • Provide adequate directions and support for the project staff to ensure better coordination at the Camp level.
  • Solve problems related to the project and agree on responsibilities by making sound judgments using management skills, technical knowledge, a good understanding of teams, and cost-effective use of the available resources.
  • Provide feedback to the project staff, ensuring adequate capacity building through training, workshops, on-the-job training, and meetings at different levels.
  • Develop monthly/quarterly/annual reports and submit them to the Country Director.

Technical role:

  • Ensure the drawing, designing, and estimating for accepted shelter and related Rohingya and Host Communities construction activities.
  • Provide day-to-day strategic and technical guidance and support to the project team members to implement the standard shelters and related project activities with quality and quantity.
  • Guide the team to procure goods and equipment per specifications in the project proposal, drawing, and design.
  • Develop the construction plan and implement guidelines for shelters and construction activities for the Rohingya and the Host Communities.
  • Assist the teams in the timely implementation of the project and provide support to the project team to accomplish the activities according to the drawing and design.
  • Provide technical assistance/support to the project team in designing a scheme for shelter construction and related activities.
  • Review the estimated cost for each scheme according to the actual and accepted market price.
  • Supervise the Construction and Installation activities to ensure the quality of schemes/shelters.
  • Ensure all project deliverables through reviews and disseminate findings among relevant stakeholders/sectors.

Monitoring and Quality Assurance:

  • Conduct a survey and needs assessment of shelter and related activities in targeted working areas.
  • Develop monitoring tools in line with a project proposal and ensure the quality of each shelter.
  • Facilitate the staff development initiative for process monitoring and quality assurance.
  • Develop quality assessment tools and measure the quality and quantity.
  • Conduct a survey, Post Distribution Monitoring, and a needs assessment of shelter activities in targeted areas with partners.

Coordination and Networking:

  • Maintain effective communication, coordination, and collaboration with GoB/NGOs officials like RRRC Office, CiC, Site management, Cluster/Sectors, DC/UNO office, relevant government departments (Under Ministry of MoDR, MoSW, and DSS, etc.), and local representatives.
  • Participate in meetings and training workshops organized by GoB, UN agencies, NGOs, Sectors, and other stakeholders.
  • Participate in regular staff meetings (Weekly, Monthly, and need-based).
  • Ensure good relations with project teams and other relevant stakeholders in the project locations.

Accountability and Safeguarding:

  • Represent the organization to critical stakeholders and inform them about project objectives, risks, constraints, and progress.
  • Support the development and implementation of the organizational advocacy strategy in line with the project's goals and objectives and the organization's broader aims.
  • Maintain a gender-sensitive approach in all stages of programme implementation.
  • Maintain programmatic sensitivity to the cultural norms of the Rohingya and the Host society.
  • Ensure active consultation and engagement with beneficiary communities and community leaders.
  • Create CRM for all areas of programme activity.
  • Integrate protection safeguarding measures throughout programme design.

Branding, Documentation, and Reporting:

  • Prepare some special reports as and when required, such as incident reports and harassment reports, and generate case stories and success stories, etc.
  • Ensured the visibility and branding of each activity of HRF.
  • Developed the progress reporting systems and prepared the report for the final submission to the Country Director
  • Produce the qualitative project reports in English, prepare all event reports, and weekly, monthly, quarterly, and annual reports, and submit them to the Country Director.
  • Produce presentations/briefings of field-level data/information for the different visits made by HRF, relevant Govt officials, and other stakeholders.

Procurement & Financial Management role:

  • Ensure funds are properly utilized as per the approved budget and the Detailed Action Plan.
  • Support the Finance Section in developing and submitting the Financial Report.
  • Support the Finance Section to prepare the procurement plan and ensure procurement as per the procurement policy of HRF.
