Introduction: Solidaridad (www.solidaridadnetwork.org) is a global network organization working to build sustainable, resource-efficient, and inclusive supply chains. Solidaridad fosters smallholder and worker empowerment by co-creating scalable, economically viable solutions in agricultural and industrial landscapes alongside governments, businesses, and local communities.
In coastal southwest Bangladesh, Solidaridad is implementing the extension phase of the ‘Sustainable Agriculture, Food Security and Livelihoods for Integrated Water Resources Management (SAFAL for IWRM)’ project. Having successfully revitalized 92 micro-watersheds, improving agricultural productivity and livelihoods for over 91,000 farming households, the project now focuses on institutionalizing watershed-based governance to ensure equitable water distribution, resource efficiency, and climate resilience. To bridge community-led water management with private sector-led supply chains and advanced agricultural innovations, the project aims to establish a bankable, commercial water-climate-agriculture nexus approach that transitions micro-watersheds into self-sustaining, commercially viable Agri-Business Hubs.
Solidaridad Network Asia is seeking Programme Officers – Ecosystem Regeneration to provide technical and operational leadership for the field-level implementation of the Ecosystem Regeneration component. Under the strategic guidance of the Manager – Ecosystem Regeneration, the Programme Officer will support and guide Field Extension Officers in strengthening farmers’ capacities on ecosystem regeneration practices, developing farmer entrepreneurs within the supply chain, and promoting the adoption of digital advisory systems. The position will also contribute to systematic documentation of field experiences, good practices, lessons learned, and emerging innovations to support programme learning and scale-up.
Overall purpose of the Role: The Programme Officer – Ecosystem Regeneration will provide technical and operational support to promote and scale climate-smart and regenerative agriculture solutions at the field level. The role will facilitate collaboration among farmers, farmer-owned enterprises, private-sector actors, technology providers, and government stakeholders to promote climate-resilient seeds, regenerative farming practices, protected cultivation, micro-irrigation, bio-inputs, digital advisory services, and energy-efficient post-harvest solutions.
The position will also support the development of farmer entrepreneurs, strengthen localized value-chain and market linkages, and promote integrated water-agriculture-climate solutions to improve smallholder productivity, resource efficiency, resilience, and commercial viability. In addition, the role will contribute to strengthening local water governance, capacity building, knowledge management, and policy engagement.

Key Responsibilities

• Promotion of Climate-Smart and regenerative farming practices:

  • Identify and formalize partnerships with premium seed companies for field demonstration of high-yielding, water-stress and saline-tolerant hybrid varieties.

  • Jointly select suitable seed varieties with partners through structured meetings/workshops.

  • Support partners to identify and train interested farmers and establish demonstration plots.

  • Monitor demo-plot performance and organize field days and cross-visits to share results.

• Farmer Capacity Building on Regenerative agriculture, land and water use planning, protected cultivation systems, and micro-irrigation.

  • Establish collaboration with EKN-supported projects and private-sector actors piloting low-cost protected agriculture (net houses/polytunnels.

  • Mobilize farmers/Entrepreneurs in the suitable MWS and facilitate promotion of selected low-cost protected agriculture facilities (Farmers and Entrepreneurs).

  • Capacity building of farmers on climate-smart and Regenerative agriculture systems, cluster-level land and water use planning, and protected cultivation.

  • Establishment of Demo plots on regenerative practices and learning sharing.

• Scale the commercial production of vermicompost and adoption of biological crop protection techniques (pheromone traps)

  • Select farmer entrepreneurs in the vegetable-intensive MWSs for establishing a commercial vermicompost production plant, provide capacity-building training, branding and marketing support.

  • Support selected Farmers Entrepreneurs to establish and operate a vermicompost production plant.

  • Establish partnerships with relevant private sectors and connect the FOE with the private sector to make biological protection materials and technologies available to farmers.

• Onboard new technology providers and local private investors to introduce energy-efficient logistics packaging and distribution

  • Partnership with technology providers and local private investors to introduce energy-efficient logistics packaging and distribution.

  • Optimize watersheds and land through advanced micro-irrigation practices to enable year-round cultivation of high-value crops (vegetables, fish and dairy).

• Pilot digital advisory tools to monitor services to track crop water stress, salinity, and detect soil nutrient deficiency in real-time to de-risk smallholder investment.

  • Establish a partnership with Private Sector Company/Organization promoting a proven remote sensing digital advisory system.

  • Build awareness among farmers on the advisory system and provide digital advisory services to the selected number of farmers.

• Co-design and co-create collective actions for developing the water-agriculture-climate nexus in collaboration with public-private and the embassy-supported initiatives

  • Establish collaborative partnerships with the private sector, public sector, and embassy-supported projects and define strategy for Collaboration.

  • Promote integrated climate-smart aquaculture practices among the farmers of selected MWS through Demo plots, result-sharing sessions, cross-visits, etc. (YY Super male Tilapia, Seabus and Vannamei shrimp).

• Institutionalization and Strengthening of Local Water Governance

  • Facilitate the formalization and organizational strengthening of farmers’ collectives/MWCs, including registration, governance systems, MoUs with Union Parishads, and alignment with local government structures.

  • Support sustainable O&M financing through membership subscriptions, water-use fees, fund generation, regular MWC meetings, and continuous mentoring/backstopping.

  • Coordinate with government authorities, Union Parishads, Upazila-level IWRM Committees, farmers’ organizations, and other stakeholders to strengthen community-led water governance.

• Capacity Building, Knowledge Management and Policy Engagement

  • Coordinate capacity-building initiatives on governance, business management, and financial literacy, including development of training modules and facilitation of training programmes.

  • Document and synthesize programme learning, good practices, and evidence into knowledge products and policy papers in collaboration with technical experts and stakeholders.

  • Organize field visits, workshops, roundtables, and policy dialogues to disseminate learning and promote integration and scaling of the SAFAL IWRM model within relevant government policies and programmes.
