∎ Master's degree in economics/finance/development studies from a well-recognized University.

Job Context:
∎ Programme Manager for a fixed/long-term appointment in policy research and advocacy project on domestic resource mobilization
∎ Policy Research Institute of Bangladesh (PRI) is one of the leading non-profit think tanks with an unparalleled track record in public policy work leading to the preparation numerous national development plans and strategies. PRI played a key role in supporting the Planning Commission of the Ministry of Planning (MoP) in the formulation of the Sixth Five Year Plan 2011-2015, the Seventh Five Year Plan 2016-2020, the Eight Five Year Plan 2021-2025, Perspective Plan 2021 and the Perspective Plan 2041. PRI was also instrumental in developing the National Social Security Strategy (NSSS) and the Bangladesh Delta Plan 2100.
∎ PRI boasts its excellent working relationship with various government agencies including the Ministry of Finance, Ministry of Planning, Ministry of Commerce, the Prime Minister`s Office, Bangladesh Bank, etc. It also strives for maintaining excellence in policy work by undertaking cutting edge analysis and providing informed inputs into the national policy discourse.
∎ PRI has just established an Expert Policy Center (EPC) on Domestic Resource Mobilization (DRM) to launch reinvigorated policy research and advocacy to help boost domestic revenue mobilization efforts to support economic development in Bangladesh.
∎ Key activities under the EPC include undertaking research and analysis on DRM challenges, institutional/regulatory factors, and political economy context; emerging issues; setting up a National Experts Group (NEG) for facilitating constructive discussions on DRM related issues with the objective of assessing main challenges and promoting national consensus on the way forward; disseminating the results of research findings and analytics through op-eds, blogs, and other social media outlets; providing journalists` training to improve their capacity on the technical issues surrounding revenue mobilization and fiscal developments; organizing dissemination events involving senior officials and policymakers.
∎ Duration of the contract: 15-18 months

Job Responsibilities:
∎ PRI is looking to hire an experienced Programme Manager with a minimum of 3 years' experience to play a key role in managing the project activities of the EPC. Reporting to and working closely with the EPC Director, she/he will proactively develop and help implement an effective work plan considering each deliverable of the project. More precisely, s/he will need to perform the following duties and responsibilities.
∎ Familiarize with project background documents and deliverables to develop an effective work plan.
∎ In implementing the work plan, work closely with the EPC Director to coordinate with the other project team members, consultants, and senior PRI Directors so that various project outputs can be developed in a timely manner.
∎ Plan in advance to manage the project timeline and proactively track EPC activities to foresee any likely issues that would require immediate actions.
∎ Undertake research to prepare the necessary ToRs/activity lists for EPC staff members and consultants/external collaborators.
∎ Undertake quick and short research on emerging issues in domestic resource mobilization
∎ In collaboration with the relevant PRI team, take lead in developing a webpage on EPC activities and update it on a regular basis; also ensure and manage social media presence of EPC.
∎ Work with EPC Director and PRI senior management to organize the meetings of the National Expert Group and other dissemination activities
∎ Prepare succinct reports on NEG meetings, dissemination activities, and other relevant events
∎ Work with the author(s) of major reports and EPC staff members to develop summaries/key points/infographics/data visualization for wider circulation.
∎ Work closely with the EPC Director to organize trainings/events for the journalists
∎ Maintain close contacts and effective communications with the relevant project staff members, PRI senior managements, development partners and other key stakeholders.
∎ Attend the relevant meetings both in-person as well as virtual settings, and follow-up on the outcomes reached/decisions taken.
∎ Track the project spending and plan well in advance to fulfill the financial obligations
∎ Prepare various reports as required and requested by the project sponsor and keep track of necessary compliance and reporting as per client standards and ensure timely delivery
∎ Perform any other duties relevant to EPC activities as asked by the Director and the PRI senior management.

Additional Requirements:
∎ 3-5 years' experience in research projects
∎ Solid understanding of issues critical to the development context of Bangladesh (understanding of domestic revenue mobilization will be an asset).
∎ Excellent communication and reports/minutes writing skills
∎ Ability to work with people of different backgrounds including senior and highly distinguished professionals
∎ Demonstrated abilities undertaking quick and short research on emerging issues
∎ Advanced level familiarity with project management (including recording and reporting of impact)
∎ Ability to make use of social media to promote project activities
∎ Ability to assess and report on project impact
∎ Excellent software skills in MS Word, Excel and PowerPoint.

Salary:
∎ A consolidated salary of 80,000 to 100,000 BDT per month
