Job Context:
∎ The Program Officer will be an integral member of the Programs team in RI Bangladesh. The Officer will support program development and grants management across the RI Bangladesh portfolio, covering short and long-term projects in Health, Protection, Food Security, Social Cohesion, and Youth Empowerment. Reporting directly to the Business Development and Partnership Manager, the Program Officer will be responsible for supporting proposal development processes and grants life-cycle management; guiding on donor rules and regulations; maintaining grants-related information, consolidating program inputs and producing high-quality program reports on time; and developing internal and external communication materials.

∎ Report To: Business Development and Partnership Manager (BDPM)
∎ Expected Start Date: At Earliest
∎ Contract length: One Year (With possibility of Extension subject to funding, program needs and performance of incumbent)

Job Responsibilities:
∎ Program Development and Design:
∎ Maintain an in-depth knowledge of RI internal policies and proposal guidelines for donor organizations funding RI Bangladesh programs/projects.
∎ Develop concept papers and proposals, abiding by the guidelines set out by the donor and by RI internal policies. This will involve developing proposal documents including budget narrative, narrative, log frames, and other documents as necessary.
∎ Coordinate with staff from RI Bangladesh departments (program technical teams, finance, operations) to compile relevant information and documents to support proposal development.
∎ Facilitate Program Managers to develop project plans, logical frameworks, and implementation timelines for current and future projects.
∎ Facilitate periodic program learning and design sessions for adaptive management and program development.
∎ Grants Management and Monitoring:
∎ Support the program, finance and operations team throughout the entire grants lifecycle:
∎ Ensure involvement of Program and Operations Departments throughout budget development, incorporating supply needs and staffing needs
∎ Support grant opening meetings, quarterly grant review meetings, and grant closeout meetings in collaboration with the BDPM and Finance Manager
∎ Work with the BDPM to develop and review sub-grant agreements and any subsequent modifications;
∎ Review monthly field reports ensuring accuracy and monitor progress against targets.
∎ Travel to the field sites as needed to support program monitoring/grants management.
∎ Upon request, support the development of communication materials that highlight the learning and success of the RI Bangladesh country program.
∎ Reporting and Compliance:
∎ Coordinate timelines for and review donor and government reports as per the required format and according to regional and/or donors' deadlines.
∎ Compile, provide feedback on, and finalize draft donor reports, editing for the format, grammar, and content. This includes providing constructive feedback on the content and form of documents drafted.
∎ As needed, take responsibility for initial report drafting.
∎ Maintain knowledge of grant agreement language and regulations, serving as a knowledge resource on assigned donors and escalating questions where needed.
∎ Raise compliance issues proactively with senior management.

∎ Minimum 3-5 years of experience working with an international NGO.
∎ Excellent English writing skills are mandatory and the most important qualification sought for this position. Candidates will be asked to demonstrate English writing competence during the screening process
∎ Demonstrated experience working in report writing and proposal development; familiarity with and experience working within the project management cycle.
∎ Proficiency in Microsoft Word and Microsoft Excel is mandatory.
∎ Experience with donors including UN agencies (UNHCR, IOM, WFP, etc.), US government (BPRM, USAID/OFDA), EU, ECHO among others
∎ Experience working with local organizations including grant management and capacity building
∎ Ability to prioritize and deal with competing demands.
∎ Excellent organizational, interpersonal, and communication skills.
∎ A team player with excellent people skills; culturally sensitive and has the ability and interest to identify and work with a multicultural team.

Salary:
∎ As per RI National Pay Scale Policy in Bangladesh

Compensation & Other Benefits:
∎ Mobile bill, Medical allowance, Weekly 2 holidays, Insurance
∎ Salary Review: Yearly
∎ Two festival bonuses in a year equivalent to one basic salary.
∎ Severance (8.33% of the monthly basic salary) goes with the monthly release of the salary.
