Job Context:
∎ Based at Bhasanchar, Hatiya, Noakhali.
∎ Reportable to Program Manager.
∎ S/he will be responsible for designing and implementing a robust monitoring and evaluation system to track the progress, outcomes, and impacts of the livelihood project interventions. This role involves working closely with project teams, beneficiaries, and stakeholders to ensure accurate data collection, analysis, and reporting to support evidence-based decision-making.
Job Responsibilities:
∎ Project-specific responsibilities:
∎ M&E System Development: Collaborate with project management to design a comprehensive M&E framework that aligns with project objectives and indicators.
∎ Develop data collection tools, surveys, and methodologies to monitor project activities, outputs, outcomes, and impacts.
∎ Monitor all project activities, expenditures and progress towards achieving the project output;
∎ Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team;
∎ Provide feedback to the Program Manager on project strategies and activities;
∎ Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
∎ Report monthly, quarterly, half-yearly and annual progress on all project activities Project Manager;
∎ To carry out the regular data collection of the project and ensure quality of the data by random verification, validation, triangulation and cross checking;
∎ Identify and address data discrepancies and anomalies in collaboration with project teams.
∎ To record, manage and preserve monitoring data of the projects in a safe and accessible way;
∎ To analyze and discuss findings with project team and donor's representative(s) (as a continuous process;
∎ Provide technical support on monitoring and evidence-based recommendations to the project management team and donors representative(s);
∎ Participate actively in project planning process and budgeting;
∎ To establish, manage and strengthen Accountability to Beneficiaries which includes capacity building of related stakeholders;
∎ Prepare case studies, need based papers, documents, good practices for PARC and GAC/BRAC;
∎ Assist in preparing reports on training/meetings/workshops/field visits etc.
∎ Identify lessons learned, good practices, and share these with the project and management team, partners, and stakeholders.
∎ Safeguarding responsibilities:
∎ Adhere to PARC's Safeguarding & other relevant policies, ensuring the safety and well-being of all project participants.
∎ Assist in promoting a safe and secure environment for all participants and stakeholders of the project.
∎ Report any safeguarding concerns promptly and follow the designated reporting procedures.
∎ Collaboration and Communication: Work closely with project teams, partners, and stakeholders to integrate M&E into project planning and implementation.
∎ Provide timely updates to project management and donors on M&E activities, progress, and results.
∎ Additional responsibilities: Perform any other responsibility / special duty delegated by the project and PARC Management.
Additional Requirements:
∎ Age at most 40 years
∎ Minimum 4 years of professional work experience in MEAL, preferably within education sector.
∎ Proficiency in designing M&E frameworks, data collection tools, and methodologies. .
∎ Strong data analysis skills using statistical software (e.g., SPSS, Excel, etc.).
∎ Able to take decisions promptly, prioritize and multi-task seamlessly.
∎ Ability to work under pressure and meet deadlines.
∎ Excellent communication and interpersonal skills.
∎ Attention to detail and a high level of accuracy in data management.
∎ Ability to collaborate effectively with diverse teams and stakeholders.
∎ Strong problem-solving and critical-thinking abilities.
∎ Strong writing and reporting skills (clear, concise, and responsible communication suited to the interlocutor) in English;
∎ Working with Rohingya refugees and persons with disabilities will add additional value
∎ Proficient time management, leadership, and analytical skills, allowing for effective multitasking and the facilitation of complex tasks.
∎ Proficient in Knowledge Management and Learning, leveraging continuous improvement to enhance project outcomes.
∎ Exhibits excellent communication skills, both written and oral, facilitating effective interaction with stakeholders.
∎ Good command in oral and written communication both in Bangla and English;
∎ Computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)

Salary:
∎ 60,000 BDT / Month. Bonus equivalent to 1 Month`s Salary
