Job Context:
∎ South Asia Partnership-Bangladesh (SAP-Bangladesh) invites application for the position of Program Manager (PM) from the potential Bangladeshi nationals for implementing "a) Quality Inclusive Education Project in Bhola. b) Community Led Strengthening Health Services Project and c) Child Rights & Protection Project."
∎ Project Summary: Literally there are three small projects running under the umbrella of a Program Manager in Bhola with respective title as a) Quality Inclusive Education Project in Bhola. b) Community Led Strengthening Health Services Project and c) Child Rights & Protection Project.
Job Responsibilities:
∎ Program Manager (PM) will work under both project management & technical guidance of Focal person SAP-BD and technical specialist of Donor side. S/he will be primarily responsible to supervise a team of a) Quality Inclusive Education Project in Bhola. b) Community Led Strengthening Health Services Project and c) Child Rights & Protection Project. This will involve mentoring and supporting the Union Mobilizers (UM) in their day to day work. S/he will encourage to remain consistent with the overall spirit of the projects which seeks to empower the targeted beneficiaries in rural communities located throughout the Project Period to establish access to education, health and establishing child rights and protection facilities provided by the government and other service providers.
∎ PLANNING:
∎ Annual program planning and budget preparation.
∎ Prepare monthly and quarterly work plans in accordance with overall operational plan.
∎ Update plans in accordance with monitoring data.
∎
∎ SUPERVISION MONITORING AND IMPLEMENTATION:
∎ Allocate responsibilities to team members and provide necessary training
∎ Ensure that staffs have an opportunity to develop capacity and learn new skill.
∎ Ensure that defined objectives and outputs are being achieved
∎ Conduct field visit at project sites on a regular basis.
∎ Provide appropriate guidance and supportive feedback to staff
∎ Ensure close relation between field staff
∎ Conduct interview of target population and take steps to improve the service deliveries
∎ Supervise and monitor outreach activities such as one to one , group meeting ,sensitization meeting are held as per plan with effective use of ECC & BCC material as per standard guidelines.
∎ Ensure that clients are treated at non-discriminatory, tolerant atmosphere and accorded full respect and dignity.
∎ Ensure confidentiality is maintained for all clients.
∎ Ensure audit & monitoring compliance.

∎ CAPACITY DEVELOPMENT AND CONTINUING EDUCATION:
∎ Analysis staffs knowledge, skill and experience and find out the gaps.
∎ Guide the training team and ensure quality of all training programs and related documentations
∎ Develop curricula, training modules, materials and handouts for training programs.
∎ Provide technical guidance to the UMs.
∎ Write project concept note for representing organization.
∎ Ensure an enabling environment where staffs can easily share their experience and leaning from other colleagues.
∎ Comply policies regarding Gender awareness, code of conduct, Child Rights and Protection policy in SAP-BD
∎ Ensure compliance regarding Gender and Child Rights and Protection policy issues of SAP BD
∎
∎ ADVOCACY AND NETWORKING
∎ Local level relationship building with respective stakeholders related with the projects.
∎ Networking with other likeminded organization, alliance, networks, and media.
∎ Ensure local level advocacy as per project requirements.
∎ FINANCE AND ADMINISTRATION:
∎ Ensure adequate financial control, proper governing and monitoring to the expenditure of fund
∎ Ensure timely procurement, store and supply of materials for effective implementation of all program activities that includes community service provision.
∎ Ensure preparing monthly, quarterly & yearly financial report.
∎ REPORTING & DOCUMENTATION:
∎ Ensure all sorts of project reports considering requirements of donor and SAP-BD
∎ Prepare additional report as required by the project.
∎ Prepare project documentation in an accessible manner and preserve with care..
∎ Collect and make hard and soft copies of all final documents produced by the project - including training reports, M&E reports, position papers, etc.
∎ Store all reports in a logical way so that they are readily accessible to all who need access to those.
∎ Produce a 'cover sheet' so all documents for distribution have a distinct project identity and all relevant information about date, author, title etc. is available on the front cover.
∎ Perform other related works, as decided by the management
∎
∎ COMMUNICATION & DONOR COMPLIANCE
∎ S/he will communicate directly with respective program focal of donor in case of project related issues or problems (Management & Technical).
∎ Meet up the donor compliance (financial, values, organizational mandate & program requirement) as CCCD as core values, gender equality, child protection etc.
Additional Requirements:
∎ Age at most 45 years
∎ Minimum 5 years in similar role in which at least 2 years Managerial experience in the related field.
∎ Working conditions: This position is field based in Bhola with 75% of the time spent in the field. The rest of the time will be used to assist teamwork, analyze cluster activities and supervise team members and plan for future activities and other important desk work as per the requirements of the project.
Salary:
∎ Gross Taka 40,000-45,000 per month.
