Job Context:
∎ ‘USAID’s Community Nutrition and Health Activity (CNHA)’ funded by USAID, and implemented by CARE Bangladesh, aims to sustainably impact the nutrition and health of women and children in their first 1000 days of life. The activity will strive to achieve its goal by contributing to the areas of Strengthened community health systems to deliver nutrition, family planning, and health services; improving household nutrition and health behaviors; enhancing leadership and governance for improved nutrition; resilience of communities and households to potential nutrition shocks increased.
∎ Palashipara Samaj Kallayan Samity (PSKS) is a local non-government organization (NGO) was established at village Palashipara of Tentulbaria Union under Gangni Upazila of Meherpur district on February 15, 1970.
∎ PSKS is seeking a professional for the position of Project Manager for ‘USAID’s Community Nutrition and Health Activity (CNHA)’ implemented by CARE Bangladesh. As a local implementing partner, the activity will be implemented by PSKS in the Padma Basin of Madaripur Cluster ( Madaripur, Faridpur, and Shariatpur Districts) from October 2023 to September 2027. Note that this requirement will depend on the availability of donor funds.
∎ Under CNHA, the consortium will work with different departments of the ministries, especially the Ministry of Health and Family Welfare (MoHFW) of the Government of Bangladesh (GoB) at the national, regional, and local levels, to improve nutrition status by strengthening the community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2). This will work at multiple levels of local government institutions, specifically with the nutrition coordination committees at the district and upazila levels focusing on the community health system and strengthening the Core Team approach and local nutrition-governance mechanisms. The project will facilitate developing solutions emerging from communities, government departments, and the private sector. The CNHA will replicate proven best practices to scale up innovative local governance models for better nutrition by transforming the Union Development Coordination Committee (UDCC) into nutrition outcomes. Digital solutions related to health and Nutrition services are key strategies for improving nutrition. The project intends to impact several of the core challenges selected districts face in the North (Rangpur Cluster), Haor (Kishoreganj Cluster), Padma Basin (Madaripur Cluster), and Coastal Belt (Patuakhali Cluster) of Bangladesh.
∎ PSKS, a local implementing partner is hiring a Project Manager. The Project Manager under the guidance of the CNHA Cluster team will lead the local-level implementation of the activity as per the agreement. S/he will also ensure that the technical direction is geared to achieve the desired impact and activity operations maximize value for money and overall management of the activity implementation. The Manager will coordinate and work with the consortium partners, technical specialists, other staff of the cluster team, and other stakeholders in the development and implementation of activity plans, as well as achieving standards set for staff development, activity impact, and monitoring and result measurement as guided.
∎ Under the direct supervision of the Activity Focal Person (HQ Staff) and programmatic guidance of the cluster team, the Project Manager will facilitate the activity Implementation Team, and represent the Madaripur Cluster in reflecting on activity implementation issues by coordinating with the CNHA consortium. The Project Manager will also be responsible for guiding the implementation and technical staff of PSKS in ensuring sound administrative and financial management systems at different levels. The Project Manager will promote and support anchorage at the cluster office level so that the field team can work with a good level of independence and undertake initiatives on their

Job Responsibilities:
∎ Responsibility # 01: Coordination, implementation guidance, and operational leadership: 30%
∎ Lead the project implementation team in taking responsibilities with adequate authority regarding intervention planning, implementation, monitoring, and management at cluster and district levels.
∎ Plan and implement the project interventions following CNHA’s approaches and standards in consultation with the CNHA Consortium, especially with CARE Bangladesh.
∎ Ensure timely execution of implementation plans with coordinated support from cluster teams.
∎ Build capacities of project staff to manage resources and monitor the impact of the project.
∎ Guide project team in flexible project operations to ensure quality project implementation and manage diverse priorities.
∎ Introduce and expand innovation in the region in the context of geographical dynamics, action research, documentation, and learning.
∎ Oversee any revisions and fine-tuning of the plans as per relevant information from the field, donor feedback, and up-to-date local/Regional knowledge.
∎ Responsibility # 02: Staff management and administrative operations 25%
∎ Support in preparing the annual implementation plan for the project as per the project proposal.
∎ Guide budget preparation, control, and execution, as well as regularly track the project budget and take appropriate actions.
∎ Ensure that the program is implemented in a cost-effective manner, within the budget framework, and make sure that the burn rate is up to the expected level.
∎ Regularly monitor the status of record keeping and provide feedback to the project team and management.
∎ Ensure that all the positions in the region are filled with required skilled staff in a timely manner and are served with adequate guidance. Promote a gender-equitable, women-friendly, sensitive work environment in the regional office.
∎ Coach & mentor program staff to improve their programming and analytical skills, in project planning, management, communication, and monitoring activities.
∎ Promote team spirit and cooperative attitudes among project personnel and partners.
∎ Facilitate hardship, commitment, talent acquisition, development, and retention.
∎ Review all annual performance appraisals and provide input where needed.
∎ Identify staff needs for training or improvement and take appropriate actions to achieve those.
∎ Responsibility # 03: Liaison with CARE, consortium partners, and other relevant stakeholders: 20%
∎ Liaison, coordinate and nurture excellent relationships with the project team, CARE Bangladesh, and consortium partners for technical guidelines, strategic directions, and implementation of the project to maintain higher standards of programming in fields.
∎ Attend coordination meetings, update progress, and represent the project team as needed.
∎ Ensure timely preparation and submission of programmatic and financial reports to relevant offices and CARE Bangladesh, as scheduled.
∎ Take the lead in exploring possibilities of leveraging resources with other projects, organizations/development partners.
∎ Responsibility # 04: Monitoring, reporting, and result measurement systems for the project: 15%
∎ Support the technical and Monitoring, Evaluation, and Learning (MEL) teams of the CNHA consortium in the identification of systemic interventions and result chains and development of result chain measurement plans.
∎ Support data collection and analysis for baseline, periodic monitoring, case study, special study, and experience capitalization of the project.
∎ Plan, initiate, and oversee all project evaluations, as required by consortium and/or donors, as well as undertake special assessments as required.
∎ Guide field teams in establishing a culture of reviewing findings from the monitoring visits and initiating actions for qualitative improvements of interventions.
∎ Ensure documentation of innovations, case studies, and other pilot initiatives.
∎ Ensure documentation and preservation of program disaggregated records as per the MEL plan and data quality assessment (DQA) standard.
∎ Ensure data quality and completeness in a timely manner according to project/donor guidelines, including compiled quality reporting.
∎ Responsibility # 05: Communication, information management, networking, and collaboration: 10%
∎ Ensure sharing and implementation of management directions of the project to all staff in the respective region.
∎ Ensure a system of communication and branding across the staff, partners, concerned government officials, and communities related to project policies, strategies, and implementation activities established.
∎ Ensure ICT intervention implementation at the field level according to project guidelines.
∎ Responsibility # 6 Safety, Security, and Safeguarding:
∎ As part of this role, the job holder will be expected to adhere to and support PSKS safety and security-related policies and systems as part of their day-to-day duties and comply, at all times, with safety and security protocols and directives, including reporting. Staff must maintain situational and self–awareness and be aware of the safety – security-related consequences of their actions upon themselves, their team, and the organization.

∎ The Project Manager is based on Madaripur cluster office of USAID's CNHA, with approximately 70% of the time in field travel.
∎ Minimum 8 years of professional experience in managerial positions with 5 years experience in leading/managing development projects/programs in the field of health, family planning, food security, and nutrition.
∎ Good understanding of health and nutrition-related policies, plans, and programs in Bangladesh
∎ Demonstrated skills in managing finance, human resources (HR), and procurement of donor-funded projects, especially USAID-supported initiatives.
∎ Strong understanding of and skill in communication, M&E systems, report writing, and presentation
∎ Good knowledge of M&E systems, budget management, and performance management.
∎ Experienced in networking and liaison with government and multi-sectoral stakeholders.
∎ Skilled in computer literacy, internet, and email communication.
∎ Good understanding of and commitment to promoting Gender, Equity, and Diversity Inclusion (GEDI) concepts, issues, and best practices.

Salary: Tk. 65000 (Monthly)
