Job Context:
∎ The Program Manager (PM) will directly report to the Senior Manager - Health, Nutrition, WaSH, and Shelter. The primary responsibility of the PM is to supervise and manage the "Integrated Malnutrition Treatment and Prevention Program (IMTPP) in Rohingya refugee camps, Cox`s Bazar" catering to the needs of Rohingya FDMNs. Additionally, s/he will provide technical support for the "Improving Maternal and Child Nutrition (IMCN)" in the host community of Maheshkhali and Pekua upazillas.
∎ The PM will play the central role in developing project proposals, conceptual notes, budgets, designing program activities, liaising with donors during the development phase, overseeing implementation and ensuring timely reporting. S/he will play a crucial role in fostering the growth and expansion of the designated program. This role demands an individual who is experienced in managing emergency response programs, capable of effectively leading a diverse team, adaptable to dynamic work environments without close supervision, highly responsive and adept at cultivating & fortifying relationships with donors.


Job Responsibilities:
∎ To oversee the entire implementation of the mentioned program.
∎ To develop work plans and manage budgets based on program outcomes.
∎ To formulate procurement plans in coordination with the procurement team and ensure smooth program operations.
∎ To guarantee the prompt and high-quality implementation of the nutrition program in the field, in alignment with WV objectives, targets, and work plans. This includes monitoring in accordance with log frames and individual performance management work plans.
∎ To monitor program expenses and regularly collaborate with finance personnel to resolve any financial issues.
∎ To oversee the program budgets directly, anticipate procurement needs and human resource requirements, working alongside finance, procurement and logistics, HR, and operations to prevent service gaps.
∎ To enhance the capabilities of team members through training and development initiatives.
∎ To assess the progress of activities and take necessary corrective actions in collaboration with the programs team and M&E department.
∎ To establish budgets and financial resource planning for all project activities.
∎ Ro ensuring the delivery of high-quality internal and external reports for the project within the agreed timeline and format to showcase the project's outcomes. The PM is ultimately responsible for all relevant donor reporting for the program.
∎ To collaborate effectively with support teams to ensure robust administrative practices such as record-keeping, adherence to donor regulations, and communication protocols.
∎ To work closely with the Sr. Manager - Health, Nutrition, WASH and Shelter to guarantee adherence to donor requirements at every stage of the Program lifecycle.
∎ To serve as the focal point for Program Document (PD) and Field Level Agreement (FLA) during the proposal process, addressing any arising questions, including issuing letters for nutrition-related activities. Writing proposals is a critical responsibility of this role.
∎ To lead and participate in the process of nutrition-specific and nutrition-sensitive proposal development and budget adjustments, in coordination with the program's unit and other technical leads whenever necessary.
∎ To stay informed about all regional and country-specific response plans from the UN, active donors in the relevant clusters, and other key stakeholders.
∎ To engage with the Nutrition Sector and donors in Cox's Bazar regarding all aspects of the designated nutrition program portfolio.
∎ To lead needs assessments in populations affected by the Rohingya Response to identify new program opportunities.
∎ To share strategies, methodologies, and tools with WV colleagues throughout the region, contributing to WV's regional response strategy by ensuring program coherence, innovation, and adaptability.
∎ To serve as the primary point of contact between WV and various stakeholders at all levels.
∎ To engage in meetings, training sessions, and workshops aimed at enhancing the linkages of nutrition programs with other sectors, both at the camp and Cox's Bazar levels.
∎ To foster effective coordination with different levels of stakeholders to ensure the seamless implementation of standardized technical guidelines and principles from donors and Nutrition Sector (NS).
∎ To encourage the sharing, consolidation, documentation, and distribution of knowledge and experiences across different areas.
∎ To develop and implement a suitable advocacy strategy for the nutrition program in collaboration with relevant program stakeholders.
∎ To create a quality assurance framework with essential tools and oversee its execution.
∎ To monitor and provide assistance in supervising the nutrition team through on-the-job training (OJT) at the field level, ensuring adherence to service quality standards.
∎ To arrange and conduct the monthly progress review meetings with the project and support team, taking charge of evaluating the technical, financial, human resource, procurement and logistic advancement of the project, and formulating action plans as needed.
∎ Proactively identify areas requiring additional support and take preemptive measures to enhance quality indicators.
∎ To maintain coordination with the MEAL team to evaluate program performances and arrange lesson learning workshop to set up improvement plan for the future.
∎ Uphold and promote WV's commitment to ensuring the safeguarding and safety of the vulnerable communities we serve.
∎ Consistent with WV's safeguarding and protection policies, ensure all people who come into contact with World Vision are as safe as possible.

∎ Age 30 to 45 years
∎ Supervisory and managerial skills with proven ability to manage a demanding workload.

∎ Strong skills in remote setting management
∎ Solid background and knowledge of UN agencies and other national and international emergency response systems, standards and modalities of work in Nutrition sectors
∎ Proficiency in MS excel, word, power point etc. are expected.
∎ Ability to plan and organize work Independent with appropriate follow through while paying close attention to detail and show initiative in completing tasks and projects in a timely manner.
∎ Experience with working in Health, Nutrition sensitive and specific programing.
∎ Good understanding on integrated programs (Food Security/Livelihood, Health, WASH) and incorporation of cross-cutting issues (Gender, DRR, Protection)
∎ Highly developed writing skills (e.g. at level for producing an assessment report or proposal) and strong financial management skills (experience of working within budget constraints) and verbal communication skills.
∎ Competent in the use of Microsoft Office computer programs including Word, Excel and Power Point
∎ Demonstrated leadership, people management, coaching, mentoring, and team building skills.
∎ Strong problem identification, analytical and solving skills.
∎ Strong competency in proposal & report writing, monitoring and budgeting skills.
∎ Experience working with communities and local governments, INGOs, donors and other key internal and external stakeholders.
∎ Demonstrates cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina. Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.
∎ Ability to live and work in difficult remote areas and travel extensively.
