∎ Suchana: Suchana- ending the cycle of malnutrition in Bangladesh, is a multi-sectoral nutrition programme aims to achieve significant reduction in stunting amongst children under two years of age in Bangladesh. The programme adopts an integrated graduation model to nutrition specific and nutrition sensitive interventions to prevent chronic malnutrition within the critical 1,000 days from conception to until a child reaches its second birthday. Suchana consortium includes: technical partners - Save the Children (SC), Hellen Keller International (HKI), WorldFish, International Development Enterprises (iDE); implementing partners - Centre for Natural Resources Studies (CNRS), Friends in Village Development in Bangladesh (FIVDB), Rangpur Dinajpur Rural Service (RDRS); and research partner - icddr,b.
∎ Job Location: Habiganj & Moulvibazar District with extensive field visits to villages/communities
∎ Job Duration: Up to October 2023

Job Responsibilities:
∎ Part I: Job Statement
∎ The Procurement, Store and IGA Support Officer (PSISO) will be responsible for the overall procurement activities including operational and programme related procurements of an entire upazila. This is a vital position in Suchana in consideration of the nutrition sensitive activities. The key responsibilities of this position are to ensure full compliance with the procurement policy/guideline accordingly, preparation of procurement plan and perform the procurement process and align procurement activities as stated in the DIP/AIP. The PSISO will work closely with the upazila and union team to accomplish the procurement on time. He/she will be also responsible for keep liaison with upazila and union level market actors especially vendor to ensure time delivery of input supports.
∎ Part II: Job Responsibilities and Tasks
∎ A.1 Procurement Activities
∎ Attain clear understanding and rigidly follow the procurement manual and procedures of CNRS
∎ Extend support to UC & TO livelihood in mobilizing CNRS-Suchana beneficiaries
∎ Select potential input and output buyers for identified input supports and orient them on Suchana procurement modalities
∎ Keep accurate and detail record of any procurement according to the procurement guideline
∎ Ensure procurement and delivery of quality input supports and services to project beneficiaries within allocated budget
∎ Keep regular update of local market and maintain liaison with potential vendors
∎ Develop and maintain professional relationship with key stakeholders
∎ Preparing detail input procurement and distribution plan in consensus of the TPs
∎ Maintaining close communication with CNRS-HO procurement manager to resolve hindrances in procurement in a timely manner
∎ A.2 IGA Support Activities
∎ Support Field Facilitators in identifying eligible beneficiaries for providing IGA inputs and mobilize them
∎ Organize and facilitate IGA related technical training/Assignment meeting for beneficiaries
∎ Facilitate beneficiaries to ensure proper utilization and maintenance of all IGA inputs
∎ Strengthening beneficiary group capacity to ensure control and revolving of asset among beneficiaries
∎ B. Monitoring, Follow-up, Documentation and Reporting
∎ Keep accurate and detail record of any procurement according to the procurement guideline
∎ Support Suchana-MEAL to ensure smooth monitoring of input/asset utilization by beneficiaries
∎ Preparation and submission of all kinds of required reports within deadline with necessary supporting documents
∎ B. General
∎ Work closely with AFO/AAFO of concerned upazilla to support him/her in maintaining all type of procurement related documents and any additional support required by AFO/AAFO in consensus with CNRS HO finance and admin.
∎ Participate in different meeting, training, workshop and any other evnt
∎ Any task assigned by CNRS management

Additional Requirements:
∎ At least two-year experience in procurement/purchase activities of relevant development based activities.
∎ Good communication, facilitation and motivational skills.
∎ Understanding on local culture and languages is preferable.
∎ Abilities to undertake extensive travel to village/community level.
∎ Having problem solving and prompt decision making capacity.
∎ Ability to work under pressure.
∎ Efficient computer literacy (especially MS Office applications)
∎ Strong ability to work with team
∎ Strong ability in problem solving and decision making.
∎ Skill in documentation, facilitation & reporting.
∎ Excellent communications skills in both English and Bangla
∎ Ability to work under pressure and under a multi-sect oral / multi-disciplined team approach
∎ Having non-discriminatory and gender sensitive perception
∎ To protect children in connection
∎ Willingness and ability to drive motorcycle in the field as and when required and should have valid driving license

Salary:
∎ BDT 29,619/month (inclusive all)
