Educational Requirements:
∎ Graduation/Masters in Supply Chain, Procurement, Engineering , Logistics management or related subjects from any Public or reputed private university.

Experience Requirements:
∎ At least 2 year(s)

Job Responsibilities:
∎ Prepare all tender packages for all engineering works undertaken by the Bangladesh Refugee Crisis Response program.
∎ Supervise and monitor all Bangladesh Refugee Crisis Response Program construction works ensuring contractor adherence to quality, design & specifications
∎ Monitor material quality for all engineering works
∎ Report on all works progress and certify completion of such works where applicable.
∎ Process PR (Purchase requisitions) as assigned by Procurement Coordinator.
∎ Preparation of tender document /RFQ in Coordination with project Engineers and Engineer Consultant and float the RFQ as per sourcing threshold.
∎ Conduct the Pre-bid meeting as per requirement if applicable.
∎ Prepare documentation for tender opening and request the Bid Analysis committee (BAC) for tender opening and collection of bids/tenders as per system.
∎ Compile the offers and prepare CBA and draft the BAC Minutes of Meeting (MoM).
∎ Issue PO immediately after the CBA is signed and getting approval from appropriate authority.
∎ Coordination and generate the work Progress report as per purchase orders.
∎ Collect all handing over notes, Work progress reports and Work completion report from the sector or project engineers
∎ Communicate and ensure the collection of bills from the vendors and abstract of bill.
∎ Compile all necessary documents as per policy and compliance while submitting the bill.
∎ Attach additional note for reference or certificates when there will be no bill deduction even after delayed work completion.
∎ Due diligence for documentation and compliance and risk management.
∎ Keep documentation for every steps of change in BOQ and design which has financial and time implication.
∎ Keep the construction procurement activities in track for reporting and updating.
∎ Confirm the Vendors regarding their payment and other proceedings.
∎ Filing and documentation of all papers appropriately.
∎ Accurately complete the master data management form (contract/supplier/ item register)
∎ Manage record keeping for all contract-related correspondence and documentation (Master Data Management).
∎ Communicate contract-related information to all stakeholders to ensure optimum usage of contracts.
∎ Collect feedback on supplier performance as per the established SPM guidelines.
∎ Quality of engineering works meets government standards
∎ Sound structures developed
∎ Collect and organize data from projects and business units.
∎ Analyze and check data for accuracy and produce the required reporting output in accordance to the Policies / Procedures & Guidelines as set by WV
∎ Prepare weekly/monthly procurement status reports in order to update the customers and other stakeholders.
∎ Perform Daily reconciliation exercises of all records and transactions performed within the same day and ensure that data validation, integrity and accuracy of data is meticulously maintained.
∎ Consolidate all findings and convert them into useful formats as provided by SCM Manager
∎ Ensured Regular visits are done to all project sites
∎ Ensured Contractors comply to design & specifications

Additional Requirements:
∎ Understanding of architectural/Structural/MEP drawing for Civil Engineering works/ Engineering Procurement process.
∎ Knowledge on PPR for Engineering Procurement
∎ At least 02 years' experience in rural development structures
∎ Experience and willingness to travel and stay in remote locations
∎ This position involves extensive travel in remote rural locations where the program is
∎ Implemented. It involves direct and indirect engagement with government staff
∎ In the technical engineering field for design approvals.
