Job Responsibilities:
∎ The Private Sector Development (PSD) Specialist will be responsible for the following tasks:
∎ Act as FtFBTBEE's focal point in Bangladesh on the coordination of private sector engagement initiatives, including following up on initiatives launched by the private sector;
∎ Provide technical advice and support to FtFBTBEE, public and private stakeholders on issues related to the creation of an enabling environment for private sector development;
∎ Manage FtFBTBEE's participation in various initiatives aimed at building a better business enabling environment and contributing to private sector growth;
∎ Conduct and coordinate analytical work on the private sector development and define areas for FtFBTBEE's intervention, provide support in identifying reform initiatives;
∎ Direct, coordinate and/or facilitate the preparation of policies, guidelines and reports on issues concerning the business enabling environment, private sector development and other areas that can contribute to attainment of FtFBTBEE's core objectives;
∎ Monitor country policies on private sector development and business enabling environment, analyze and provide professional opinions on their impact on the private sector development and make recommendations for improving such policies;
∎ Conduct or contribute to data collection, research on issues related to the establishment of an enabling environment for private sector development, contribute to dissemination of knowledge and best practices;
∎ Conduct or contribute to training activities aimed at building a better business enabling environment and contributing to private sector growth in line with FtFBTBEE's objectives;
∎ Prepare and coordinate project events aiming to present and promote project's findings, recommendations, reform measures with impact on private sector development;
∎ Contribute to government process mapping of Government to Business services and follow up activities related to their regulatory and administrative streamlining;
∎ Provide information for monitoring and evaluation purposes and support the M&E Specialist to develop and implement the M&E plan and the project M&E system relating to private sector development.
∎ Review reports prepared under FtFBITBEE's objectives to ensure compliance with USAID rules and regulations, and IDG policies and procedures.
∎ Collaborate with the Leader of Objectives (2), COP, DCOP and Team Members to prepare annual work plans, quarterly reports, annual reports, and ad hoc report.
∎ Work on other activities with impact on private sector development and ensure that cross-cutting issues are mainstreamed throughout activities under all FtFBITBEE's objectives.
∎ Deliverables:
∎ The Business Enabling Environment (PSD) Specialist shall be responsible for working closely with the CoP and Leader of Objective 2 in support of inputs to FtFBITBEE's objectives on private sector development, for the following deliverables:
∎ Analytical reports and research papers;
∎ Training materials and trainings;
∎ Draft policies, legislation, draft changes to existing legislation and policies
∎ Annual work plans, quarterly reports, annual reports, and ad hoc reports
∎ Other reports/documents as requested by the COP, DCOP and Leader of Objective 2.
Additional Requirements:
∎ A minimum of five years' work experience, in fields related to private sector development or business enabling environment reforms; High analytical capacity and in-depth theoretical knowledge in macro-economics, micro-economics and business management; In-depth knowledge of private sector development issues in Bangladesh, as well as actions aimed at promoting the creation of an enabling environment for private sector development, acquired within a national/public/or private international entity; Proven experience facilitating public-private dialogue platforms; Proven experience in government process re-engineering would be considered an advantage.
∎ Language requirements: Proficiency in Bengali and English
