Job Context:

∎ The PMLE Officer will be responsible for ensuring monitoring and evaluation activities of WINGS project in Teknaf adhering to ICCO monitoring, evaluation and learning standards. PMEL Officer will work under the Project Manager, in coordination PMEL team in Dhaka.
∎ Working Conditions:
∎ Working days from Sunday to Thursday with 40 hours/ week.
∎ Any other PMEL tasks assigned by the supervisor from time to time.
∎ ICCO HR, Finance, other related policies are applicable.
∎ Duration of contract till December 2020 with possibility of extension depending on fund availability and performance.
∎ The position will be field based in Teknaf, Cox`s Bazar.

Job Responsibilities:
∎ Overall Responsibilities: :
∎ The position will provide extensive support for regular field visit, track progress, data quality control,
∎ conduct baseline, post distribution monitoring surveys, capture learning and best practice and support partner agencies for ensuring program quality.
∎ Key Responsibilities:
∎ Develop and implement the M&E Framework for the Project.
∎ Fully understand the program and its strategies
∎ Conduct regular field visits and meetings with partners, vendors for assuring data quality
∎ Develop consolidated reports on a monthly basis and review field data quality.
∎ Design, conduct and oversee baseline, post distribution monitoring, endline data collection using digital tool.
∎ Collect case studies from the field for qualitative progress monitoring
∎ Facilitate sessions/ training for capacity building of the staff especially on M&E
∎ Assisting the country office in PMEL matters where necessary
∎ Keep all records and provide information as per project need
∎ Assist project manager/ camp coordinator in preparing their reports as required
∎ Attend meetings/ events organized externally and represent the project and ICCO properly
∎ Produce regular monitoring reports (monthly/quarterly) incorporating recommendations
∎ The duties and responsibilities may change based on requirements.
Additional Requirements:
∎ Minimum 5 years of experience in monitoring and evaluating social development projects concerning women's economic empowerment
∎ Proven experience in application of monitoring methods, approaches and tools.
∎ Proven experience in survey design, data collection, both of qualitative and quantitative techniques.
∎ Experience with computer-based databases (MSSQL Server, MS Access, SPSS/STATA etc.)
∎ Experience with application of ICT tools (Smartphone technology) to collect data is an asset.
∎ Advance working knowledge on software programs (MS Word, Excel, PowerPoint, ODK, KOBO, Akvo flow etc.) and advance comprehension of spreadsheet on
∎ Experience in working with PNGO activity monitoring skills will be preferred.
∎ Excellent written and oral communication skills in English and Bangla, including writing monthly reports and present coherent and convincing messages to different audiences.
∎ Work experience in emergency response project/ Rohingya camps preferred.
∎ Willing to work in any union in Teknaf Upazila.
∎ Punctual and good at time management and strong relationship building skills
∎ Understanding of protection issues facing our beneficiaries
∎ An affinity with low-income consumers and producers
