∎ The PMEL Officer, based in Gaibandha will be responsible for ensuring that "Strengthening Humanitarian Preparedness Response (SHPR)" project meets the indicator requirements adhere to ICCO monitoring, evaluation and learning standards under the guidance of the PMEL team of ICCO BD and in close collaboration with Gaibandha project team.

Job Responsibilities:
∎ The position will provide pro-active support for developing and implementing Programme Monitoring and Evaluation Framework for the project including detailed PMEL Plan, Designs, develops and implements the M&E framework/strategy, system and quantitative and qualitative tools, with a focus on incorporating mobile technology. Leads regular monitoring data collection, verification, data entry, cleaning, analysis, reporting and sharing regular monitoring findings and assessment results with project management for timely modifying strategic decisions. He/She will ensure accurate, high quality household, community level data is collected on all M&E framework indicators on a regular basis and as per agreed framework and timelines. He/she is responsible for sharing learning and best M&E practices with the project staffs, partners, communities, Government line departments and PMEL team members.
∎ Develop PMEL plan, M&E Framework of the Project in line with targeted results and indicators.
∎ Design different monitoring and survey tools as well as ensure all indicators are measured through appropriate methods and techniques. This includes data collection, data cleaning, analysis, report writing and sharing with project management in time for taking timely strategic decision.
∎ Build capacity of data collectors on different monitoring and survey tools, techniques and online based data collection through KOBO software.
∎ Review data collected from revised monitoring tools, as well as routine review of activities and support community level data through collection of monthly performance report.
∎ Ensure IATI standards are met at a project level
∎ Ensure CRM (Complaint and Response Mechanism) guidelines are practiced properly.
∎ Keep project information in PROMEVA up to date and monitor progress. Inform team members when reports are due. This includes proper reporting schedule, timely communication with partners and ensure scheduled reports in time.
∎ Check that the results, indications and milestones at an outcome and output level in PROMEVA match what is happening at a project level. Inform the Project manager in a timely fashion if this is not the case.
∎ Monitor community engagement strategy is followed at field level through establishing project prescribed 03 committees from a Women Led Emergency Response (WLER) approach.
∎ Monitor project to check whether meeting the intended results or not.
∎ Responsibilities may vary according to project priorities

Additional Requirements:
∎ Working days from Sunday to Thursday with 40 hours per week. This position may be required to work some overtime hours and travel across the assigned working area.
∎ Any other tasks assigned by the supervisor from time to time.
∎ Have to follow ICCO HR, Admin and Finance related policy.
∎ Minimum 5 years of experience in supporting of research, monitoring and evaluation department.
∎ Proven experience in research and data collection, including survey design and a mix of qualitative and quantitative techniques, in a rural setting. Knowledge of the use of ICT tools (particularly smart phone based apps) to collect data would be beneficial.
∎ Ability to use standard software for data management/analysis. Skills in using SPSS for data analysis will be an added advantage.
∎ Excellent report writing and presentation skills in English.
∎ Excellent written and oral communication skills in English and Bangla, including ability to present coherent and convincing messages to different audiences.
∎ Ability to cohesively work with various national and international team members, and the flexibility to adapt to different work conditions.
∎ Experience in project cycle monitoring such as need assessment, baseline study and end line evaluation will be added value for the position.
∎ Experience of working in a field context and an ability to cope with basic living conditions in the field
∎ Good interpersonal skills and an affinity with low-income consumers and producers
∎ Good knowledge of different software packages including MS Office.
∎ Motorcycle driving with valid license will be added for this position.
