Job Context:

∎ In Cox`s Bazar we are implementing number of projects in self-reliance, livelihoods, food assistance, social enterprise and farmers market with both of the host community and Rohingya population. To provide PMEL support to implement activities of farmers market and solid waste management (50% -50%) projects, we are looking for experienced and skilled professionals to join our team in Teknaf.
∎ The PMEL & MIS Coordinatorwill be responsible for ensuring monitoring and evaluation activities of 2 projects in Teknaf adhere to ICCO monitoring, evaluation and learning standards. S/he will work under the Project Manager, keeping coordination PMEL team in Dhaka
∎ Working Conditions:
∎ Working days from Sunday to Thursday with 40 hours/ week.
∎ Any other PMEL tasks assigned by the supervisor from time to time.
∎ ICCO HR, Finance, other related policies are applicable.
∎ Duration of contract till December 2020 With possibilities of extension depending on fund availability and performance.
∎ The position will be field based in Teknaf, Cox`s Bazar.

Job Responsibilities:
∎ Overall Responsibilities:
∎ The position will provide extensive support for regular field visit, track progress, data quality control,
∎ post distribution monitoring, capture learning and best practice and support partner on ensuring program quality.
∎ Key Responsibilities
∎ Develop and implement of the M&E Framework for the Project.
∎ Fully understand the program and its strategies
∎ Conduct regular field visit and meeting with partners, vendors and data quality assurance
∎ Conduct and oversee routine program monitoring activities
∎ Develop consolidated reports on a monthly and final, and review field data quality.
∎ Design, conduct and oversee baseline, post distribution monitoring, endline data collection using digital tool.
∎ Collect case studies from the field for qualitative progress monitoring
∎ Facilitate sessions/ training for capacity building of the staff especially on M&E works
∎ Assisting of the country office in PMEL matters where necessary
∎ Keep all records and provide information as per project need
∎ Assist project manager/ camp coordinator in preparing their reports as required
∎ Attend meetings/ events organized externally and represent the project and ICCO properly
∎ Produce regular monitoring reports (monthly and quarterly) incorporation recommendations
∎ The duties and responsibilities may change in order to requirements.

Additional Requirements:
∎ At least 5 years' experience in monitoring and evaluation system in livelihood support and digital technology-based projects
∎ Proven experience in application of monitoring methods, approaches and tools.
∎ Proven experience in survey design,data collection, both of qualitative and quantitative techniques.
∎ Knowledge on application of ICT tools (Smartphone technology) to collect data is an asset.
∎ Experience with computer-based databases (MSSQL Server, MS Access, SPSS/STATA etc.)
∎ Advance working knowledge on software programs (MS Word, Excel, PowerPoint, ODK, KOBO, Akvo flow etc.) and advance comprehension of spreadsheet
∎ Experience in working with PNGO activity monitoring skills will be preferred.
∎ Excellent written and oral communication skills in English and Bangia, including writing monthly reports, and present coherent and convincing messages to different audiences.
∎ Work experience in emergency response project/ Rohingya camps preferred.
∎ Willing to work in any union in Teknaf Upazila.
∎ Punctual and good at time management and strong relationship building skills
∎ Understanding of protection issues facing our beneficiaries
∎ An affinity with low-income consumers and producers

Salary:
∎ Competitive salary package depending on education and experience.
