∎ Overall Purpose of the Post:
∎ The Monitoring, Evaluation, Accountability and Learning (PMEAL) Officer will roll out monitoring systems and processes of the project and ensure learning is documented, used for continuous project improvement and shared. The PMEAL Officer is recruited by BRC but is seconded to BDRCS. The PMEAL Officer will work closely with the BRC PMEAL Manager based in Dhaka and BRC PMEAL Adviser based in the UK Office.
∎ The PMEAL Officer will be responsible for developing tools and for managing data to track project indicators systematically. He/she will provide technical support and contribute to staff training and mentoring in areas of data collection, analysis and other project-level M&E-related deliverables. In addition, the PMEAL officer will ensure that communities are being consulted and involved throughout the project cycle, whilst liaising with relevant officers and managers in the BRC country office in Dhaka, using feedback to inform project adaptation.
∎ This post required extensive travel to project areas at least 50%of the time.
∎ Coordination:
∎ The PMEAL Officer will have relevant M&E experience, including managing monitoring processes, tracking progress, planning and implementing different assessments for collecting data and information, formulating reports and technical excellence in managing all data. He/she should have a high level of computer literacy.

Job Responsibilities:
∎ Planning, Monitoring and Evaluation:
∎ Support BRC's project planning process in line with the BRC Bangladesh Country Plan, liaising with managers to ensure that they meet required quality standards and deadlines.
∎ Roll out mapping & assessment and contribute to developing and/or updating contextual analysis and framework of the project through providing coherence information and data.
∎ Design tools of M&E in consultation with the programme team and PMEAL manager in Bangladesh
∎ Develop progress monitoring systems, design tools and train BDRCS staff based on the indicators set in the log frame.
∎ Undertake periodic monitoring and technical support visits to project areas to assess progress against agreed M&E plan and recommend corrective actions as appropriate
∎ Monitor project activities and progress towards achieving the project outputs.
∎ Ensure that project monitoring systems provide timely, high quality data that is consistently collected, analysed and shared in a user-friendly format with project management, implementing partners and stakeholders.
∎ Support baseline, midline and end line surveys, technical backstopping mission, midterm review (MTR) and final evaluation process of the project.
∎ Ensure process and storage of M&E data through using appropriate MIS system.
∎ Accountability, Learning and Knowledge Management:
∎ Support to set up Community Engagement and Accountability (CEA) system for the project to ensure accountability to populations BRC supports through BDRCS engagements in line with accountability principles of BDRCS
∎ Coordinate closely with field staff, community management groups and others to receive feedback from communities in order to reflect those in program enhancements
∎ Coordinate and work closely with BDRCS Accountability team to proactively engage in the Communicating with Communities (CwC) Working Group and Emergency Communications Working Group to facilitate information sharing and feedback channels
∎ Document the learning and best practices of the project at different remote project implementation arrears.
∎ Ensure that analysis and findings from monitoring and reporting are communicated to the project team, internal and external stakeholders effectively.
∎ Conduct M&E related training/s for project staff and volunteers
∎ Follow dissemination strategy to disseminate learnings and best practices with different stakeholders
∎ Reporting and Documentation:
∎ Coordinate with Technical staff at field level to collect, compile, analyze and interpret monthly project performance reports.
∎ Maintain an overview of all reporting deadlines and requirements and ensuring the reports are submitted in a timely manner and good quality.
∎ Conduct data validation on a monthly basis, assisting field staff for accurate and authentic information/data collection through providing specific training/on the job training.
∎ Track and update the Indicator Tracking Table in a timely manner
∎ Create opportunities to discuss general monitoring issues raised by staff and assist to find solutions to encountered problems.
∎ Establish suitable follow-up mechanisms to analysis at field level.
