  • Minimum 7–10 years of professional experience in organizational development, capacity assessment, or institutional strengthening of NGOs or civil society organizations.

  • Experience working with civil society organizations in Bangladesh.

  • Strong knowledge of governance, gender equality, safeguarding, and inclusive governance practices.

  • Experience in designing and facilitating organizational capacity assessments and institutional development initiatives.

  • Demonstrated experience in conducting training, workshops, and capacity building programs.

  • Strong analytical and report writing skills in English.

  • Excellent computer skills including Microsoft Word, Excel, PowerPoint, email, and internet use.

  • Good interpersonal and communication skills with the ability to work effectively in a team.



Responsibilities & Context:

The Abdul Momen Khan Memorial Foundation (Khan Foundation) is a non-political, non-profit development organization with Special Consultative Status with the United Nations ECOSOC. Established in 1988, Khan Foundation operates under the guiding principle “Democracy for Development and Development for Democracy,” focusing on human rights, legal empowerment, and inclusive governance. Currently, Khan Foundation is implementing the 30-month project "Voices for Change" (December 2024 – June 2027). This initiative aims to strengthen the leadership of women, youth, and marginalized groups in local decision-making and enhance the accountability of government service providers through Civil Society Organization (CSO) engagement. At present, Khan Foundation is seeking applications from competent, dynamic and experienced candidates under “Voices for Change: Empowering Citizens for inclusive Governance, Social Justice and Gender Equality” Project for the following positions:

Reporting Person: S/he will report to the Project Coordinator / Executive Director of Khan Foundation.

Job Summary

The Organizational Capacity Assessment (OCA) and Institutional Strengthening Specialist will be responsible for conducting organizational capacity assessments of partner civil society organizations and supporting their institutional strengthening under the Voices for Change project.

S/he will assess the governance systems, organizational management structures, financial accountability mechanisms, project management practices, and Monitoring, Evaluation, Accountability and Learning (MEAL) systems of partner organizations.

The specialist will also support the development and implementation of a Capacity Development Plan to enhance institutional performance, transparency, gender responsiveness, safeguarding, and inclusive governance practices within partner organizations.

The position will work closely with project management, partner organizations, and stakeholders to ensure improved organizational systems and effective implementation of the project.

S/he will give 50% quality time in the field.

Though this is a Head Office–based position, the staff will spend up to 50% of time in the field supporting partner organizations and monitoring institutional strengthening initiatives.

Responsibilities

Conduct Organizational Capacity Assessment of partner organizations

  • Develop and implement tools and frameworks for conducting Organizational Capacity Assessments (OCA).

  • Conduct desk review of partner organizational policies, procedures, and operational documents.

  • Facilitate organizational self-assessment exercises with partner organizations.

  • Conduct Key Informant Interviews (KIIs) and consultations with organizational leadership and staff.

Assess governance, management, and financial systems of partner organizations

  • Review governance structures and leadership practices of partner organizations.

  • Assess organizational policies including HR, finance, administration, safeguarding, and gender policies.

  • Evaluate financial management systems, transparency, and compliance mechanisms.

Strengthen program implementation and MEAL systems

  • Review project planning, implementation, and reporting mechanisms.

  • Assess Monitoring, Evaluation, Accountability and Learning (MEAL) systems of partner organizations.

  • Provide technical support to improve documentation, reporting, and learning practices.

Promote gender equality, safeguarding, and social inclusion

  • Review organizational policies related to gender equality, safeguarding, and social inclusion.

  • Support partners to integrate gender-responsive and inclusive approaches into organizational systems and programs.

  • Ensure safeguarding standards are adopted and practiced by partner organizations.

Develop Capacity Development Plans for partner organizations

  • Identify institutional capacity gaps and priority areas for improvement.

  • Develop structured capacity development plans for partner organizations.

  • Facilitate training, mentoring, and coaching sessions for partner staff.

Reporting, documentation, and coordination

  • Prepare assessment reports, capacity development reports, and progress updates.

  • Organize validation workshops and consultations with stakeholders.

  • Maintain coordination with project staff, partner organizations, and management.

  • Document lessons learned and good practices for institutional strengthening.
