Experience:
Master’s degree in Development Studies, Statistics, Social Sciences, or a related field.
Experience: 5–7 years of professional experience in M&E, specifically within Governance, Human Rights, or Gender-focused or other relevant projects in Bangladesh.
Technical Skills: Expert knowledge of Results-Based Management (RBM) and digital data collection platforms (MIS/Kobo/ODK).
Communication: Fluency in English and Bengali; proven ability to facilitate participatory sessions.

Established in 1988, Khan Foundation operates under the guiding principle “Democracy for Development and Development for Democracy,” focusing on human rights, legal empowerment, and inclusive governance. Currently, Khan Foundation is implementing the 30-month project "Voices for Change" (December 2024 – June 2027). This initiative aims to strengthen the leadership of women, youth, and marginalized groups in local decision-making and enhance the accountability of government service providers through Civil Society Organization (CSO) engagement. 1. Background
The Abdul Momen Khan Memorial Foundation (Khan Foundation) is a non-political, non-profit development organization with Special Consultative Status with the United Nations ECOSOC. Established in 1988, Khan Foundation operates under the guiding principle “Democracy for Development and Development for Democracy,” focusing on human rights, legal empowerment, and inclusive governance.
Currently, Khan Foundation is implementing the 30-month project "Voices for Change" (December 2024 – June 2027). This initiative aims to strengthen the leadership of women, youth, and marginalized groups in local decision-making and enhance the accountability of government service providers through Civil Society Organization (CSO) engagement. To ensure rigorous tracking of these qualitative and quantitative shifts, Khan Foundation seeks a high-level M&E Consultant.
2. Objective of the Consultancy
The primary objective is to design and operationalize a comprehensive, user-friendly, and digital-ready M&E Reporting Package.
Specific objectives include:
Systematization: Developing a framework to track project outcomes and outputs against the established logframe.
Gender-Sensitive Metrics: Creating specialized indicators to measure shifts in women’s leadership and social justice.
Geographic Integration: Ensuring data collection tools are functional for field teams in the Rajshahi and Chattogram divisions.
3. Scope of Work
The Consultant will work under the direct supervision of the Project Coordinator and the Executive Director of the Khan Foundation. Key tasks include:
Desk Review: Comprehensive analysis of the Project Proposal, Logframe, and Donor requirements to identify data gaps.
Tool Development: Design a suite of monitoring instruments, including:
Indicator Tracking Tables (ITT): To monitor progress against targets in real-time.
Citizen Scorecards: For evaluating local government service delivery.
Qualitative Tools: Case study templates and Focus Group Discussion (FGD) guides focusing on gender equality.
Capacity Consultation: Facilitate participatory workshops with Khan Foundation staff and partner CSOs to ensure the tools are practical and culturally appropriate.
System Finalization: Deliver a final M&E Plan that integrates feedback and is ready for digital migration (e.g., KoboToolbox or similar MIS).
4. Expected Deliverables
Inception Report: Detailed methodology, work plan, and initial desk review findings.
Draft M&E Package: First draft of ITTs, Scorecards, and field monitoring formats.
Final M&E Plan & Tools: Finalized manual and digital-ready tools incorporating all stakeholder feedback.
Duration and Payment Terms
The consultancy is estimated for 60 working days. Payments are milestone-based:
30%: Upon approval of the Inception Report.
40%: Upon submission of the Draft M&E Reporting Package.
30%: Upon final acceptance of the M&E Plan and Tools.
Note: Statutory VAT and Income Tax will be deducted at source as per Government of Bangladesh regulations.
