∎ The International Federation of Red Cross and Red Crescent Societies (IFRC) is seeking a Officer, Risk Communication and Community Engagement to support the IFRC Bangladesh Country Delegation in Dhaka.
∎ Job Purpose:
∎ Under the direct supervision of the Senior Manager, Programme Support, the Officer, Risk Communication and Community Engagement (RCCE) will support Bangladesh Red Crescent Society (BDRCS) and IFRC to enhance the impact, reach and efficiency of different programmes and operations (including COVID-19) through the integration of RCCE activities and approaches. This includes community participation and feedback systems, two-way communication, behaviour and social change communication, information as aid and evidence-based advocacy. These includes improving and strengthening operations and programmes` quality, ensuring accountability by integrating RCCE approaches starting from assessment to planning and implementation level.
∎ As a member of wider RCCE team, he/she will work closely with the BDRCS team(s) as well as with the RCCE team in Cox`s Bazar - engage in Population Movement Operation.
Job Responsibilities:
∎ Support needs assessments to be transparent and participatory, capturing people's information needs and trusted and preferred communication channels.
∎ Support community participation in operational/programme planning, budgeting, design and implementation.
∎ Support BDRCS to strengthen and/or help set up feedback mechanisms, including processes to make sure feedback is analysed and acted upon by the programme/operation teams.
∎ Support BDRCS in developing and sharing lifesaving, useful and actionable information, as part of information-as-aid activities with crisis affected people.
∎ Introducing the use of technology and innovative approaches to enhance RCCE.
∎ Support different sectors/teams/units, for eg. response, health, water and sanitation, and disaster risk reduction, protection gender and inclusion (PGI) etc. to increase their reach and impact by helping them set up methods to gain a deeper understanding of community perceptions, beliefs, culture and values and to implement innovative behaviour and social change communication activities.
∎ Work closely with PGI team to ensure women, children, the elderly, people with disabilities and other vulnerable groups have equal access to information channels and feedback mechanisms particular to their needs and taking into account any specific protection issues.
∎ Support BDRCS to organise regular community radio activities on contemporary and/or impending issues.
∎ Capacity building:
∎ Work closely with the BDRCS RCCE team to provide targeted RCCE training and mentoring support to BDRCS and IFRC staff and volunteers.
∎ Support the rolling out and adaptation of RCCE tools, methodologies and activities, as defined in the RCCE Movement guide and toolkit.
∎ Build the capacity of BDRCS to integrate RCCE into their ways of working and support the development of an exit strategy to map out which RCCE activities and approaches can be sustained after the end of the operation.
∎ Support BDRCS to report that it has integrated and institutionalised the Movement-wide commitments for RCCE in its policies, operations, and procedures - with clear benchmarks set with the technical support of IFRC Regional team.
∎ Support to establish framework agreement with community radio stations and other potential service providers.
∎ Coordination, representation and reporting:
∎ Coordinate RCCE efforts with all Red Cross Red Crescent Movement partners.
∎ Coordinate with the established Risk Communication and Community Engagement (RCCE), Communication with Communities (CwC) and relevant platforms.
∎ Ensure RCCE data is included in existing Information Management systems and platforms so it can be used to inform decision-making processes at strategic and operational levels.
∎ Support evidence-based learning by assessing and monitoring levels of community engagement through research, impact surveys, perception studies and case studies.
∎ Support the positioning and visibility of Red Cross and Red Crescent RCCE achievements and share data with the wider humanitarian network to inform and influence the overall response.
∎ Cross-cutting:
∎ Assist Senior Manager, Programme Support to address RCCE requirement and related issues for the IFRC/BDRCS programmes and same for the IFRC's in country membership.
∎ Undertake technical visits to the targeted communities/areas in programs (depending on availability and need, and if approved by line manager) to support RCCE activities.
∎ In consultation with the Senior Manager, Programme Support extend necessary RCCE support to IFRC sub-office in Cox's Bazar and to IFRC's in country memberships. Any other tasks assigned by the line manager.
Additional Requirements:
∎ At least, 3 years of experience working in community engagement and accountability, communication with communities (CwC), communication for development (C4D) or social mobilisation in Bangladesh for a humanitarian or development organisation.
∎ Experience of working as part of a team responding to humanitarian emergencies, complex crisis or conflict situations.
∎ Experience setting up and managing tools for communicating with communities. For example: radio programmes, TV shows, SMS systems, community committees, social mobilisation or community dramas.
∎ Experience of designing and implementing assessments, community consultations, research and/or focus groups discussions.
∎ Experience of case study development and report writing.
∎ Proven experience in planning targeted and appropriate behaviour change communication strategies.
∎ Experience setting up and managing accountability systems. For example, feedback and complaints mechanisms, rumour tracking systems, or participatory planning processes.
∎ Experience of coaching, training and developing national staff and volunteers in order to build long-term capacity and create ownership.
∎ Red Cross/Red Crescent experience.
∎ Knowledge and Skills:
∎ Good planning skills, with the ability to identify areas for improvements in operations through the integration of RCCE approaches and activities.
∎ Team player, with the ability to coordinate and engage others and build good working relationships with internal and external partners.
∎ Highly motivated proactive self-starter, able to set and achieve goals on own initiative.
∎ Strong written, presentation, facilitation and training skills.
∎ Ability to multi-task and work under stressful conditions to meet deadlines.
∎ Willing to travel extensively to support field operations.
∎ Excellent interpersonal, communication and networking skills.
