Educational Requirements:
∎ At least Bachelor degree in Public Relations, Public Administration or Business Administration. But Master's degree would be given preference.
Job Responsibilities:
∎ Maintain relationship with different government offices to meet the requirements in relation to government compliances for country office operation and implementation of projects.
∎ Support Country Office and Project finance teams to meet compliance issues of organizational Vat, Tax and AIT issue and all legal & regulatory compliance's issue for smooth functioning.
∎ Compile all Project's Tax & VAT return and arrange to submit the Tax & VAT Return to Tax & VAT Authorities.
∎ Liaison with Tax and VAT authorities and provide intended information to meet their queries.
∎ Liaison with government security agencies (SB, NSI, DGFI etc.) and provide them intended information as per their request and queries.
∎ Lead the process to develop appropriate documents (FD-6 and FD7 including FD-2), Annual Activities Report (FD-3) and Audit Report/certificate (FD-4) & other prescribe form (FD-1 to FD-8 and FC-1&2) for country office and projects and submit to NGOAB in due time for approval.
∎ Coordinate with Project teams (and partners through Project team) and advice/support them to liaison with district/upazila administration and collect of annual project implementation certificates (as per NGOAB format) in due time and submit NGOAB along with audit reports.
∎ Closely work with projects teams (both finance and programme staff) to elaborate/develop response as per query and or requirements of NGOAB against various approvals requests and documents those submitted to NGOAB for various purposes.
∎ Liaison /building rapport and follow up with NGOAB officials to obtain smooth /faster various approvals, foreign funds release, audit reports approval etc. (as mentioned in B.1) within NGOAB chartered timeline.
∎ Orient / coach to finance colleagues of Country Office and Projects on NGOAB regulations, compliances and procedure and regularly/fortnightly update them on the status of progress of various approvals.
∎ Prepare FD9 document to obtain work permit/visa for international staff members and submit to NGOAB guidelines with required documents.
∎ Lead and ensure that the compliance for immigration, government security agencies (SB, NSI etc.) requirements are being met to obtain security clearance and work/stay permit, VISA and visa renewal/visa extension for international staff members.
∎ Facilitate the security clearance process for international staff members from SB, NSI etc.
∎ Facilitate and follow up NGOAB to obtain NOC for "N" category visa.
∎ Liaison with immigration department for smooth/faster obtaining of Visa for expat staff members.
∎ Collect information and timely updates inform through HR Manager, if there is any political violence suspected from different networks.
∎ Collaboratively work with HR Manager, participate in INGO security network and support HR Manager on possible options to adopt the good practice in Helvetas Bangladesh.
∎ Collaboratively work with HR Manager to conduct security assessment, prepare the evacuation plan and or ensure protocols for high officials visit in Helvetas Bangladesh or Management visit to restricted areas / disaster affected areas.
∎ Collaboratively work with HR Manager, provide support to Safety Management, Crisis management and Disaster management team of Helvetas Bangladesh.
∎ Facilitate and coordinate with field offices to collect security related information from Helvetas working areas.
∎ Collect and update all current security issue /concern/incident, threat to HR Manager to make alert to all employees.
Additional Requirements:
∎ At least 5 years working experience in a government relation and/or administrative function with government agencies with NGO Affairs Bureau, National Board of Revenue, security agencies etc.
∎ Sound knowledge of government laws, regulation and practices for INGO operation and have good understanding of development within Bangladesh.
∎ Excellent Communication, facilitation, negotiation, motivational, interpersonal, presentation skills
∎ Transparent, accountable, hardworking and have pleasant personality etc.
∎ Good command in English language - speaking and writing.
∎ Excellent command in Bangla language - speaking, writing and typing.
∎ Able to handle MS Office package - Word, Excel, Power points, Outlook, Skype, WahtsApp and MS team.
∎ Excellent team building skills.
∎ Working with government system.
Compensation & Other Benefits:
∎ We will offer 1 year contract with a very competitive salary (range BDT. 70,000/- to 90,000/-) based on the length of relevant experiences. The salary offer will includes Monthly Gross, Festival bonus, PF, Gratuity, Medical and Life Insurance.
