Job Context:
∎ Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices (Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet). CB is implementing 94 on-going projects covering 200 Upazilas focusing on six main priorities i.e i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.
∎ Caritas Bangladesh (CB) is looking for suitable candidate for an immediate appointment as well as to prepare a panel list for the post of Officer (Disability Inclusion & MEAL) under Caritas Khulna Region.
∎ Caritas Bangladesh is implementing the project titled "P00305 Strengthening people centered inclusive disaster risk management in Khulna of Bangladesh (DIDRM)" funded by CBM Global Bangladesh for 36 months. The project will be implemented in Koyra and Dacope of Khulna district. The Overall objective of the project is "Improving resilience of at-risk community members including persons with disabilities to adapt and manage climate induced disaster risks in Bangladesh." This position will be based in field office of sub -district level Responsible for ensuring inclusion of persons with disabilities in every stage of the project cycle and MEAL activities with the guidance of Project Manager of DiDRM and close coordination with other team members of project Office and Field Offices of the project and stakeholders. Also responsible coordination/representation as assigned by Project Manager.

Job Responsibilities:
∎ Assist to Project Manager (DIDRM) in developing detailed project implementation plan (DIP) for each year and update quarterly;
∎ Ensure monitoring inclusion in the MEAL setting and regular monitoring in field activities according to plan.
∎ Support consultants and team members to conduct baseline surveys, end line study, Market assessment and value chain analysis, report sharing and improve the scope of inclusion for person with disabilities.
∎ Responsible to run effectively the MEAL system of the project and provide consistent guidance to disability inclusion officers and community facilitators to ensure inclusion of persons with disabilities in DRR interventions.
∎ Lead in the conduction of need assessment and develop capacity strengthening plan for the persons with disabilities as well as for the OPDs.
∎ Lead the Project Office and follow up the field teams in collection of data for baseline survey, mid-term review, impact study, evaluation, research, when necessary.
∎ Capacity building and on-job coaching for Govt. stakeholders and partner staff working on disaster risk management to improve their knowledge and skills on the inclusion of people with Disabilities.
∎ Assist to Project Manager (DIDRM) in preparing necessary IEC materials for the purposes of motivation, sensitization, advocacy, etc.
∎ Lead in setting up of MEAL system which includes preparation data collection tools, apps, accountability mechanisms in place, Exit interviews, PDM activities, photo analysis (before and after), peer monitoring activities, infrastructure mapping (GPS coordinates/GIS map) etc.
∎ Lead to review and follow up of the progress of action plan of the DIDRM projects and recommend taking measures for improvement.
∎ Lead at field level regarding arrangement of the baseline survey, HHs survey, mid-term review, impact study, evaluation, research and learning events when necessary.
∎ Lead to develop and/or update M&E tools, databases and periodical (monthly, quarterly, six monthly, annual, completion) reporting formats based on Key reference documents for proposal, logframe, detailed implementation plan and budget.
∎ Support and assist the orientation of mobile data collection using Kobo Collect/CommCare or any other tools to staff members of field offices. Assist follow up for timely and regularly check, Clean and analyze the data and prepare draft report for the DM sector.
∎ Lead in preparing quarterly/six-monthly/annual/completion narrative reports, workshop, seminer events reports, indicator tracker, risk register update and log frame and any other reporting as requirements of donors, Caritas and external audience.
∎ Collect good practices, prepare case studies, process documentation, video clips and other learning documents for DIDRM project.
∎ Responsible for documentation of Project learning and good practices following policy/guidelines.
∎ Required Languages: Strong written and oral command in English/Bangla is required.
∎ Travel: This position is based in Khulna with frequent travel throughout Bangladesh. Up to 50% travel to Project/field offices and field.
Additional Requirements:
∎ Age at most 40 years
∎ Age : Maximum 40 years (as on 31/05/2023)
∎ Preferably 3 years of experience in MEAL and 1 year in disability issues, awareness-raising, and MEAL system development/training implementation.
∎ Experience in local inclusive development/CBR/disability rights/support OPD is preferred.
∎ Experience of working in a remote community setting is an advantage.
