Job Context:
∎ The main purpose of this position is to develop, roll-out and implement timely monitoring and evaluation of data collection application/database across the programs and donor funded projects of World Vision Bangladesh.
∎ This position will coordinate, support and guide Design Monitoring and Evaluation (DME) processes and strengthen the WV Bangladesh DME systems and produce DME products in light of World Vision`s (WV) Monitoring and Evaluation (M&E) guideline, policy and standards, keeping functional of web based Monitoring and Evaluation system to provide one stop support to field, support offices and donors.
Job Responsibilities:
∎ Establish Web Based Monitoring System.
∎ Ensure Technical Programs and Area Program Plans are designed as per standard.
∎ Ensure programme quality through effective program/ project monitoring.
∎ Ensure that DME process are maintained and products are produced as per WV partnership standard.
∎ Conduct Program Baseline & Evaluation events as per partnership standards.
∎ Support and cooperate inter departments to implement and measure impact.
∎ Develop, roll-out and implement timely monitoring and evaluation data collection application/database for World Vision Bangladesh (WVB) programs in light of World Vision's operation and programme quality and donor requirements.
∎ Develop appropriate guidelines and standards for effective implementation of web based M&E system in line with DME mandate, standards, and policies.
∎ Work closely with National Office technical program team, resource development team and guide field office and donor funded project team and ensure smooth functionality of web based M&E system.
∎ Actively contribute in developing and reviewing of technical programme quality, design, monitoring and evaluation process and products.
Additional Requirements:
∎ Age at least 30 years
∎ At least 5 years of relevant professional experience combined with multi sector and cross functional skills acquired through formal education and working experience.
∎ At least 2 years' experience in Leadership position.
∎ Have work experience in DME field having similar skill and experiences in any NGO or INGO.
∎ Proven knowledge and skill in developing and establishing effective M&E system for National (organizational) and field / project level.
∎ Proven knowledge and skill in developing data collection application/database using any user-friendly open-source software - like KOBO, ODK, VBA, VB.NET, C++, C#, Java, PHP, HTML, JavaScript, ASP.Net, MS SQL Server, MS Access.
∎ Demonstrated competencies in Program design regardless of funding sources.
∎ Have skill in conducting baseline and evaluation, developing baseline / evaluation design document and lead the events to perform as per schedule with quality.
∎ Have knowledge of DME systems, processes, methodology and tools.
∎ Must have knowledge of various response and development in sectors and interventions such as shelter, WASH, food, health, livelihoods, education.
∎ Have skill in communicating with different stakeholders.
∎ Proven staff management competencies.
∎ Have skill and experience in working with partners in the DME field.
∎ Should be able to multitask and to work with minimum supervision.
∎ Guide programmatic reflection and learning.
∎ Have good interpersonal skills.
∎ Must have excellent oral and written communication skills in English.
∎ Have skill and experience in writing baseline and evaluation report.
∎ Have experience conduct small study independently.
∎ Experienced in design and facilitation of training programs.
∎ Should have excellent in data analytical skills.
∎ Experience working in cross-culturally environment; value diversity and ability to invest in people.
∎ Commitment to life-long learning.
∎ Understand the vision, mission and core values of World Vision.

∎ Have experience in working with Govt. departments and donors
∎ 25% field travel is expected.
