Job Context:
∎ Project title: Bangladesh Initiative to Enhance Nutrition Security and Governance (BieNGS) Project - funded by European Union.
∎ Project Locations: Jamalpur & Sherpur.
∎ The position will lead the development of project M&E system, framework, processes and products where national strategy, guideline will be aligned with project requirement on application and strengthening M&E System and function.
∎ This position will also lead and provide M&E support to project and manage the development and implementation of high quality and appropriate M&E and learning processes through providing both technical and managerial support, guidance and instruction in planning, design and strengthening of program M&E systems.

Job Responsibilities:
∎ Ensure quality Design, Monitoring and Evaluation to ensure the alignment of partnership DME policies and standards for the Bangladesh Initiative to Enhance Nutrition Security and Governance (BieNGS) Project.
∎ Lead the M&E function in establishing project/organizational performance measurement system, collecting and analyzing performance information, planning and managing baseline and evaluations and assisting the project/organization in management and use the performance information for decision-making and resource allocation is the main purpose of this position.
∎ Manage a continuous flow of data and information systems including monitoring and data quality assurance systems.
∎ Ensure quality data regarding programmatic performance including KPI against each stated outcome set by the project.
∎ Document and share lessons learned, research/study, innovation and accountability to provide expert support to Monitoring and Evaluation work in the project/organization.
∎ Work closely with partners on M&E, build capacity of partners and WVB staff in smooth operation of DME functions at all level in the project and in organization as well.
∎ Provide technical oversight and guidance to partner to ensure adhere to M&E guidelines and reporting requirements.
∎ Work closely with consortium members and contribute to outcome wise strategic information/ M&E discussions and provide regular feedback to project staff about the quality of inputs and consult with them to develop output reports.
∎ Lead the development of project M&E system, framework, processes and products and ensure alignment and compliance with WV Partnership standards (DME, Program effectiveness) effectively and efficiently for strengthening M&E System and function
∎ Lead in developing and establishing effective M&E system including community led monitoring for the project.
∎ Take responsibility for coordination and leadership for monitoring and evaluation of the project through ensuring effective use of data in decision-making initiatives from the lessons learned.
∎ Provide leadership and manage baseline and evaluation internally as well externally as appropriate.
∎ Conduct regular analysis of monitoring data and reports of project and inform management and relevant stakeholders for taking effective decision making.
∎ Oversee and execute a utilization -focused approach to M&E collecting performance indicators to support on-going decision-making, strategic project modification and understanding of the project's impact on target populations.
∎ Coordinate with WV and sub-grantees technical staff on annual monitoring thru routine activity and output monitoring and annual surveys to collect data on outcome indicators based on a representative statistical sample of program participants.
∎ Capture best practices for project/organizational Knowledge Management.
∎ Lead in conducting study/research and bring innovation in program design and monitoring
∎ Lead in establishing accountability especially feedback and complain mechanism at projects and partners.
∎ Conduct data auditing for ensuring quality of data to produce quality of DME products.
∎ Provide feedback in development of effective structure, practices and policies to strengthen DME capacity of project staff as well partners.
∎ Work closely with other team members of Regional and National level departments especially Grants Acquisition Management Team to perform M&E related activities.

Additional Requirements:
∎ Advance understanding of MEAL System.
∎ Sound knowledge and skill in developing and establishing effective M&E system at project level.
∎ Demonstrated competencies in Program design, monitoring and evaluation.
∎ Have skill in designing baseline and evaluation design document and lead the events to perform as per schedule with quality.
∎ Knowledge of DME theories, systems, processes, methodology and tools.
∎ Must have knowledge of various response and development in sectors and interventions such as Nutrition, WASH, food, health, livelihoods, education etc.
∎ Have skill in communicating with different stakeholders especially partner and donors.
∎ Proven staff management competencies.
∎ Have skill and experience in working with partners in the DME field.
∎ Should be able to multitask and to work with minimum supervision.
∎ Possess proven analytical and problem solving abilities.
∎ Lead programmatic reflection and learning.
∎ Requires good interpersonal skills.
∎ Must have excellent oral and written communication skills in English.
∎ Have skill and experience in writing baseline and evaluation report.
∎ Have experience in developing study framework and conduct small study independently.
∎ Have skill and experience in developing DME event based guideline.
∎ Must be able to continually adopt to new challenges as the roles are fluid and dynamic.
∎ Experience in design and facilitation of training programs.
∎ Should have excellent computer skills.
∎ Must be detail oriented but able to plan and work in a global context.
∎ Experience working in cross-culturally environment; value diversity and ability to invest in people.
∎ Commitment to life-long learning.
∎ Have experience in working with the nutrition sensitive project.
∎ Creative, innovative and able to take independence of action when required.
∎ Minimum 10 years of experience working in DME field the similar field in NGO or INGO with special focus on grant project monitoring and evaluation.
∎ At least 3 years' experience in Leadership/ management position.
∎ Cross cultural experience.
∎ Experience in mainstreaming new concepts into action initiatives.
∎ 25% field travel is expected.
∎ Must be able to interact with diverse groups.
