Educational Requirements:
∎ A university degree, preferably Masters in social sciences, statistics, population science, development studies, natural science or related discipline;

Experience Requirements:
∎ At least 3 year(s)

Job Responsibilities:
∎ Establish effective Monitoring, Evaluation and Learning system in the implementing projects for constant quality improvement through implementation
∎ Support development of MEL framework/plans in compliance with Practical Action MEL standards;
∎ Prepare Monitoring, Evaluation and Learning (MEL) tools to implement MEL events as per the monitoring plan
∎ Regularly collect the performance data/information (through application of qualitative and quantitative methods & tools, including surveys), analyze the data/information for producing periodic monitoring to measure actual progress and performance against the planned work and MEL Plans;
∎ Track achievements of outputs and outcomes through routine Result Oriented Monitoring activities and annual surveys to measure efficiency, effectiveness, impact and find out limitation & challenges and learning of the project
∎ Provide feedback to the Project Manager on project strategies and activities and suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
∎ Maintain a clear and results oriented database of the project information and results for any kind of reporting and evaluations;
∎ Track performance of the beneficiaries using GIS mapping and mobile based application
∎ Support to program to produce quality monthly cumulative progress report and meet donor requirements through scheduled reporting
∎ Support to Practical Action’s MEL&R team and external consultant to conduct baseline study, annual country evaluation, Midterm Evaluation, End line Evaluation and need-based research
∎ Support to conduct process monitoring to measure most significant changes of the different projects including humanitarian response projects.
∎ Document the learning and best practices for use in the program and future program development
∎ Collect, Collate and maintain project documents required for terminal evaluation of the project;
∎ Support to MEL&R team to prepare Global Indicators report of Practical Action

Additional Requirements:
∎ At least three years of working experience in relevant field, especially in monitoring, evaluation, learning and research in the development sector;
∎ Strong data management, data quality assurance, statistical analysis and report writing skills;
∎ Knowledge of qualitative and quantitative research/study methodologies;
