∎ The project aims to support the Rohingya Refugees and the Host Communities living in Teknaf Upazila and facilitating their access to improved sanitation facilities, personal hygiene and hand washing facilities. It is expected that the proposed interventions in the selected host communities would bring sustained behavioral change and reduction of health risks associated with water and sanitation related diseases. Through the project, Organization expects to reach extreme vulnerable groups and to provide them with direct assistance for identified WASH needs, by coordinating with and complementing the existing WATSAN/WASH programmes of the Government of Bangladesh, DPHE, UNICEF, UPs, BDRCS, UN agencies, international NGOs and local/national NGOs working, LGIs and Upazila administration in Cox`s Bazar.
∎ The incumbent is responsible for the delivery and management of technical expertise, ensuring high quality and timely inputs, and for ensuring standard of project activities and its strategic vision for attaining project objectives and goals result in the achievement of its intended outputs in a cost effective and timely manner. S/he will be responsible for leading the activities of MEAL through planning, implementing and managing the delivery of policies, reports, knowledge of services and other results approved in the project document or periodical/annual work plans. S/he will also closely work with operations unit at Cox`s Bazar, different cluster including WASH, UN agencies, relevant government officials, private sector, non-government and civil society organizations.
∎ The Monitoring Evaluation, Accountability and Learning Officer is responsible for the program in Cox`s Bazar, for supporting 1. The development and harmonization of effective monitoring and documentation tools and systems, 2. The treatment, analysis and reporting of data related to implemented projects, 3. Develop survey tools and methodologies. The MEAL Officer will be involved in and provide support to capacity building and training activities on monitoring, evaluation, documentation and lesson learning topics.
Job Responsibilities:
∎ MEAL Officer directly reporting to the Project Coordinator
∎ Ensure quality monitoring and documentation at the program level and build a nationwide system that captures and presents results
∎ Contribute to the review and development of global and sartorial monitoring and evaluation plans and strategies, ensuring crosscutting issues are well integrated
∎ Design tools and SOP aimed at monitoring project activities implementation against work-plan and logical framework, ensuring that programs have specific, measureable, achievable, realistic and time bound indicators
∎ Contribute to ensure quality and accountability (donors and beneficiaries related accountability)
∎ Support program coordinators, project managers and finance officer with date analysis and the production of high quality, evidence-based, donor compliant reports (monthly, quarterly, annual and final) and documentation in a timely manner to accurately reflect field level conditions and programming progress
∎ Ensure data quality and integrity by periodically conducting field visits and spot-checks
∎ Provide training and assistance to develop staff skills in participatory and qualitative design, monitoring approaches, to implement realistic monitoring plans that capture quantitative and qualitative data for comparison against a project's targets
∎ Train, assist and/or participate in rapid or baseline assessments to inform program design scope of work for evaluation teams.
∎ Work with program coordination and contribute to support and train to apply lessons learnt, case studies and follow up on progress through monitoring and provide on-going support
∎ Carry out daily monitoring visits, focus group discussions, participatory assessments, key informant interviews, information collection and management plans and standards, ensuring appropriate treatment of sensitive information
∎ Assess individual protection issues captured or identified during daily activities and make appropriate referrals for services to humanitarian or other actors as per the referral pathway or best practices
∎ Ensure proper documentation and secure storage of any protection data collected (hard and soft copies)
∎ Participate in various workshops and meetings at sector level and input various information required from the sector and share with the program personnel.
∎ Good understand local language and fluent communication with the community would get preference.
∎ Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions.
∎ Asses various distribution plans for the community and assist management for distribution.
∎ Complete daily reporting on findings
Additional Requirements:
∎ 05 years working experience on Monitoring & Documentation Works and among them at least 2 years of experience in similar position.
∎ At least 5 years of experience in the sector of WASH, Hygiene promotion, Public Health, Disaster Management or Humanitarian Assistance
∎ Proven skills and competencies to work with MS/ Excel, MS Access, SPSS is preferable
∎ Must have clear understanding & experience in baseline survey, M&E process and tools
∎ Have knowledge on qualitative and quantitative M&E system, large data based management, monitoring of WASH & Hygiene promotion based programs and emergency response
∎ Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies (GIS etc.)
∎ Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight
∎ Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, etc.
∎ Skilled in computer literacy; report writing, strategy planning and others related documentation
∎ Excellent command on writing in both English and Bangla language
∎ Skill in file management & E-communication
∎ Good computer skill
∎ Willing to travel in remote areas
∎ Willingness to be based in the field.
∎ Commitment to working with Humanitarian organization.
