Experience:

The Monitoring and Documentation Officer (MDO) will frequently visit to WASH LTA field and other working areas to ensure the quality of the response operation through effective MEAL system implementation including monitoring, accountability initiatives, support baseline and evaluations, compile lessons learnt collaboratively with field staff and other partners of the program. The MDO is responsible to co-lead and develop, apply and strengthening of MEAL strategy, framework, systems, processes and products in alignment with National office Program Quality Strategy that results in increased capacity of BRCR and partner staff at all levels to project design , manage and evaluate project’s achievement The MDO will also oversee the implementation of the WASH LTA project monitoring interventions and ensure that monitoring information & lessons learned are communicated to stakeholders, assist with cross-sectoral coordination, keeping good working relationship with related department and sector stakeholders to project design, information sharing and innovation in MEAL.
1. Support BRCR MEAL team in designing & implementing MEAL system, tools including evaluations and deigning new project proposals aligning with the donor’s MEAL requirements:
Work closely with respective sectors in developing and reviewing proposals. Support respective partners or stakeholders in designing effective project in light of donor requirement. Provide appropriate template and tools as per donor and community preference and keep approve project design in a very good care for developing MEAL system. Build capacity on project logic, indicator development, M&E plan development etc. of project staff in developing concept note and new proposal. Ensure reliability and accuracy of project level data (qualitative and quantitative) by regular a data quality assurance (DQA) plan & implementation and incorporating feedback. Effectively plan, implement, deliver and monitor ODM/OSM/PDM process to ensure the timely and effective donor communication and internal decision making. Support for developing project base MEAL plan with collaboration and coordination peer MEAL staff and sector staff. Regular analysis of monitoring data carried out and relevant data shared appropriately.
2. Design and implement the Monitoring and Documentation system of WASH LTA project:
Support development of MEAL framework closely aligned to the project provisions and expectation of donor. Design and develop different types of project-related monitoring tools of facility and infrastructure and survey protocols for documentation of the project interventions and tracking progress. Develop the overall framework/ reporting channel of the MEAL activities. Design and develop a variety of project-related evaluation & assessment tools, including- Facility and infrastructure assessment checklists, Survey protocols (e.g., household surveys, Baseline and Endline survey, PDM, ODM, focus group discussions, key informant interviews), Data collection forms (both paper and electronic), Standardized reporting templates. Implement participatory M&E approaches, engaging program participants in data collection, analysis, and interpretation. Document the process and outcomes of participatory activities. Maintain an up-to-date Indicator Performance Tracking Table (IPTT) to track project progress. Technical program routine monitoring coordinated to support annual donor reporting. Support and document case stories to showcase project impact and best practices.
3. Data analysis, storage & reporting and learning sharing for WASH LTA project:
Compile, aggregate and analyse data and information elements required to produce standardized information products. Prepare and operationalize Database to capture routine monitoring and processing functions installed and maintained. Undertake regular field visits to support implementation of M&E, CFM and check the quality of data produced. Data aggregation products and analysis produced to meet requirements for quarterly & annual progress reports. Provide several scheduled internal and external reports to the team and the donor as per requirements. Consolidate project’s all reports and submit timely (both qualitative and quantitative, monthly, quarterly etc.) Capture and document project and organizational learning, strengths and challenges properly. Support to apply learning through project team and community stakeholders aiming to improve programming.
4. Manage and support M&E capacity building (for both WASH LTA and BRCR):
Support the operation in the analysis of processed data and information and perform data quality and consistency control. Train field staff on the use of data collection forms, how to enter data and how to analyse it. Also, train field staff on the protection of sensitive data, including both hardcopies and electronic data. Identify M&E capacity gaps among project staff and develop and implement appropriate training and supervision plans.
5. Personal and professional development:
Increasing demonstration and understanding of and commitment to World Vision’s Core Values in the approach to work and relationships in response environment. Update the knowledge and capacity of his/her own, on new partnership DM initiatives, and our response MEAL mechanisms. Participate for the trainings and other necessary training and workshops as required. Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.
