Experience:
Master’s degree in Statistics, Development Studies, Social Sciences, or a related discipline. Master in Public Health degree is an advantage.
At least 7 years progressively responsible professional work experience in monitoring,
evaluation, accountability and learnings within a development organization/NGO,
including 2-3 years’ experience as a senior staff.
Advanced skills in designing ONA applications, with strong proficiency in Excel, Power
BI data visualization, and ArcGIS for spatial analysis and mapping.
Knowledge of quantitative, qualitative and mixed method monitoring techniques and their
application in multi-sectorial programs
Demonstrated experience in setting up and managing Monitoring and Evaluation
systems that track performance as per the project and program results frameworks
Strong knowledge of programming and project design with experience of developing and
working with theory of change, log frames and indicator tracking
Experience of research data collection and processing/analysis, facilitation and
interviews with groups and individuals
Experience of remote managing and training staff
Experience of designing and leading baselines, end lines and evaluations of
development and humanitarian programs
Experience in preparing analysis and learning reports, particularly related to analysis of
programs and contextual issues.
Proven ability to provide on-job capacity building training to other team members.
High proficiency in relevant computer applications e.g. MS-Word, MS-Excel, MS-
PowerPoint, Statistical Analysis tools e.g. STATA/SPSS, KoboToolbox/ ONA, Power BI
for data visualization software, DHIS2
Scope of Work: The MERL Specialist will lead the design, implementation, and management of the project’s Monitoring, Evaluation, Research, and Learning (MERL) systems. The position ensures that data and evidence are systematically collected, analyzed, utilized, and shared to support effective decision-making, adaptive management, and reporting. The position requires extensive field travel—approximately 50–60%—across ten districts to conduct monitoring visits, support adherence monitoring, training quality monitoring, and provide DQA-related technical assistance to the district and divisional team. The MERL Specialist will directly report to Project Manager, Transforming Lives Through Nutrition and will closely work with MERL Manager of Helen Kelelr Intl Bangladesh Country Office.
