Educational Requirements:
∎ Bachelor’s Degree in any discipline
Experience Requirements:
∎ At least 3 year(s)
Job Responsibilities:
∎ Support development of M&E framework closely aligned to the project theory of change
∎ Develop the overall framework/ reporting format of the M&E activities
∎ Participatory M & E tools are in practice
∎ The project’s Indicator Performance Tracking Table (IPTT) regularly updated
∎ Technical program routine monitoring coordinated to support annual donor reporting
∎ Developed M & E framework with definition of each indicator
∎ Case study examples collected, shared with communication for capturing.
∎ Compile, aggregate and analyze data and information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
∎ Prepare and operationalize Database to capture routine monitoring and processing functions installed and maintained;
∎ Undertake regular field visits to support implementation of M&E and check the quality of data produced
∎ Data aggregation products and analysis produced to meet requirements for quarterly & annual progress reports
∎ Prepare and submit schedule reports timely
∎ Support the operation in the analysis of processed data and information and perform data quality and consistency control.
∎ Train field staff on the use of data collection forms, how to enter data and how to analyze it. Also, train field staff on the protection of sensitive data, including both hardcopies and electronic data.
∎ Capacity gaps related to M & E identified and appropriate and appropriate training/supervision plan developed and conducted;
∎ Completion of a baseline/mid-term/end line survey by a third-party service provider is done;
∎ In project regular learning assessment with the frequency of quarterly/semi-annual/annual established
∎ Prepare consolidated progress reports for the management including identification of problems, causes of potential bottlenecks in implementation and provide specific recommendation independently
∎ Organizational learning, strengths and challenges are properly documented,
∎ Quarterly review meetings and semi-annual learning events completed;
∎ Organizational capacity of project team strengthened
∎ Ensure community is undertaking community-led monitoring and using information to track progress of community development plans
∎ Apply learning from M&E information and share key information with community / partners
Additional Requirements:
∎ Must have knowledge and skills of project implementation
∎ Familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, Core Humanitarian standards
∎ Oral and written communication skills in English and Bengali
∎ Oral communication skills in Chittagonian and/or Rohingya
∎ Ability to work in a team
∎ Work under pressure and can take additional responsibilities
∎ Intermediate level of computer literacy using of Microsoft Office Microsoft Word, Excel, MS Power Point, SPSS & other database program.
∎ Proven skill in quantitative and report writing
∎ At least two years hands on experience in monitoring and evaluation of development / emergency projects
