Job Context:
∎ HELVETAS Bangladesh is looking for MEAL Expert/ Specialist to work in the below job context under the supervision of Project Director.
∎ JOB CONTEXT:
∎ Judges the credibility and accuracy of information coming from the field, from external coordination and other relevant sources.
∎ Diverse and complex context analysis at micro and macro level with the ability to communicate complex matters to a diverse audience.
∎ Problems faced are diverse - relating to management of people, budgets and processes.
∎ Problem solving complexity includes people management and strategic management.
∎ Representation and networking with external actors`, including Government ministries, donors and development partners and partners as and when necessary.
∎ Active role in advocacy on issues related to democratic governance, climate resilience.

Job Responsibilities:
∎ Overall lead and coordination of MEAL (monitoring, evaluation, accountability and learning) activities related to the achievement GO4IMPACT project, in close coordination with the Project Director and other component managers
∎ Develop the overall framework for project MEAL systems in collaboration with donor and senior project staff, including requirements, reporting, baseline, and evaluation surveys and feedback loop and learning mechanisms at central and local government levels
∎ Develop and monitor project management plan to systematically analyse and document performance
∎ Facilitate the design of SMART objectives, logic models, monitoring frameworks, and evaluation plans during annual work-planning process
∎ Ensure the alignment of MEAL activities with the program goals
∎ Contribute to the development of annual work plans to identify project targets and ensure inclusion of MEAL activities
∎ Develop digital tools and provide guidance to PIU staff, Regional Coordinators, partners and beneficiaries with regards to monitoring of activities, outputs, outcomes and impact
∎ Assure the sound use of the M&E system in all components of the programme
∎ Support component and regional managers in monitoring, analysing and reporting
∎ Develop evidence from program experience to support policy recommendations
∎ Ensure collection of disaggregated data

Additional Requirements:
∎ 8 years of experience in the relevant field with reputed national and international NGOs.
∎ Good understanding on democratic local governance, climate change, IWRM and solid waste management engaging private sector.
∎ Proven experience developing MEAL frameworks and data collection tools that provide information on capacity development progress of partners
∎ Proven experience developing and facilitating learning cycles, feedback loops and regular learning and review events, both internally and for external stakeholders and partners
∎ Proven experience developing and implementing monitoring and evaluation tools/ framework ensuring meaningful data collection to monitor the project’s impact on disadvantaged groups such as women, youth and the Poor
∎ Skills on operating MSWord, Excel, PowerPoint, SPSS, KOBO, ODK or others
∎ Able to conduct project baseline and end survey and analyse and report on results
∎ Experience managing subcontractors for data collections and similar tasks.
∎ Good knowledge and experience on data management and report writing.
∎ Good communication, facilitation, organizing and report writing skills.
∎ Must have experience in implementing capacity development activities
∎ Must have an understanding and experience of ensuring inclusion and focus on disadvantaged groups (poor, women, youth, etc.)
