Educational Requirements:
∎ Masters’ Degree in agricultural disciplines/ Development studies/MBA along with professional background in Market development and livelihoods.

Experience Requirements:
∎ At least 5 year(s)

Job Context:
∎ Support internal and external project stakeholders to implement market system development intervention in the field to increase access of Ultra-poor people in the market system. The MSD specialist will provide technical support in the project and work to establish a pro-poor market system in the field.
∎ She/he will provide strategic and technical leadership in order to build the capacity of the project staff and community facilitators. So that they can be able to carry out the activities. The position holder shall lead assessments and activities selection and planning to provide backstopping support to the project team. He/she shall be expected to contribute to analytical thinking to innovative approaches and will facilitate the integration of market systems activities within GPOP operations.
∎ To implement market system development activities effectively and efficiently to improve child well-being aspirations.

Job Responsibilities:
∎ Facilitate capacity building for Village Savings and Loans Associations including
∎ Facilitate market linkages between high-performing S4T/VSLAs with formal financial institutions.
∎ Facilitate the capacity building of the Community Facilitators and the scaling up of the model across GPOP operational areas.
∎ Monitor and evaluate the performance of the Community Facilitators using performance benchmark monitoring tools to improve functionality and service delivery.
∎ Identify business opportunities for producer groups, facilitate writing the business plan, and identify potential private sector partner to be involved in particular business plans
∎ Coordinate and collaborate with key GoB departments to ensure sustainable service delivery to support GPOP supported actors. Keep close collaboration with Department of Agriculture Marketing (DAM) and same goal-oriented and similar-minded I/NGOs, UN agencies,
∎ Ensure equity-based market systems development programming inclusive of women and PWD
∎ Facilitate technical guidance and strategic leadership to private sector actors. This shall include but not limited to agent/community sales agents and small entrepreneurs and build their capacity on-demand creation and door-to-door sales.
∎ Facilitate market assessments for the extremely poor and poor producers in the target communities, map and profile market actors, facilitate competency gap analysis of market actors, and facilitate an enabling environment for the private sector.
∎ Facilitate partnership activities with Livestock and agriculture company to strengthen livestock and agriculture market system activities that include fostering partnerships with community animal health service providers, enhance market linkages with livestock and agriculture farmers.
∎ Support Producer Group to operate collection points for bulk buying and bulk selling.
∎ Develop strategic plan and guide to implement different match-making events among producer groups, buyers, input sellers, and relevant stakeholders.
∎ Designed and guide to implement farmer markets intervention and establish linkage with such existing market/market association.
∎ Monitor the progress of field-level activities, provide regular updates to the senior management team, and partner to deliver high-quality and measurable outcomes.
∎ Develop/introduce the tools for regular monitoring of market dynamics and take action for taking its benefits or protective actions.
∎ Coordinate with partners and develop an in-depth understanding of the activities, support needs, and strengths of each partner with regard to their respective implementation.
∎ Prepare and submit accomplishment reports on a monthly, quarterly, and annual basis. Conduct case studies and operations research, and document lessons learned and best practices for wider sharing.
∎ Ensure a high standard of stewardship in resource allocation, utilization, and management in compliance with WV and donor financial policies and procedures.

Additional Requirements:
∎ Knowledge of poverty dynamics, issues and contributing factors market system development, ultra-poor graduation/livelihood programing.
∎ Understanding of social business, microenterprise, profitability, and profit margin, basic accounting
∎ Demonstrated analytical and problem-solving skills.
∎ Knowledge of resources and tools of market development and livelihood programming.
∎ Proficiency in computer literacy and online tools.
∎ Excellent written and verbal communication skills.
∎ Demonstrated interpersonal and negotiation skills.
∎ Good time management skills and ability to work with minimum supervision.
∎ Have a clear understanding of working relationship with the private sector through partnership and engagement
∎ Practicing innovation/creativity and achieving quality results and service.
∎ At least 5 years of experience in market development and livelihood program implementation in a complex, international organization preferably in an NGO context.
∎ Experience in developing and implementing standard monitoring, supervision, and follow-up tools.
∎ DFAT funded programs implementing experience
∎ Partner NGO management
∎ Working Experience in Cox’s Bazar
∎ This position is a field-based position and a successful candidate will be expected to ensure 100% compliance with WV Core values, all policies as required, and child protection policy.

Salary: Tk. 80000 - 90000 (Monthly)
