∎ Job Location : Head Quarter, Dhaka

Job Responsibilities:
∎ The Safety, Security and Admin Manager shall work through the management division and the regional offices, ensure that all GoB licensing and regulatory requirements for clinic operations complied with regulation and timeline.
∎ This role shall be responsible for coordinating with SHN appointed consultant to obtain GoB approval for a variety of regulatory approval/licenses required for SHN Clinics. The job holder will primarily responsible for establishing network and relation with the City Corporation/Municipality, DGDA, DGFP, DGHS, MoH&FP,DOE, FSCD, Narcotics and other GoB offices (as per requirement) to ensure timely renewal of licenses to operate SHN clinic operations.
∎ Conduct personnel, facility (offices and residences) and operational threat and risk assessments for the project. Make recommendations for security enhancements and modifications and ensure that approved recommendations are implemented.
∎ Provide Leadership, Strategic Guidance, and Management for Special Security Requirements. Assess and understand the probable security treat for SHN operation across the country and plan to mitigate those issues Maintaining a strong relationship with law enforcement authorities and prosecutors to protect SHN from security threat. These include but are not limited to: event security; special programs and projects such as security for staff traveling in and around Bangladesh; support for regional assessments and/or project movements in risk areas; surges in the threat level; and any situation that might threaten the safety of staff and operations.
∎ Supervising Administrative functions across the Network: Develop smooth channel of administrative functions including lease rent negotiation, track the lease rest, utility service management, transportation & logistics management, office supplies etc. Ensure Asset Management tasks with effective tracking of location and reporting.
∎ Conduct Incident and Situation Reporting. Provide timely and regular reports to the senior management team to keep them abreast of the secu¬rity status and risks. This is especially important after any incident affecting SHN operations or staff. Provide effective security and safety management services for all clinic operations and its employees by utilizing excellent workplace security and safety measures through necessarily prescribed guideline.
∎ Manage and Continuously Upgrade the Surjer Hashi Security Management Program. Lead SHN crisis and incident management preparations and response in coordination with the SHN Sr. Management Team. In this regard: ensure a fail-safe emergency communications system; establish duties and responsibilities for new positions, if needed; design systems that foster fast, deliberate, and coordinated team responses; conduct scenario training and test exercises; and ensure continuity.
∎ Build and Enhance Security Relationships. Continue rigorous liaising and networking. The objectives are to be well-informed of risks and best practices, build strategic and tactical alliances that support project goals, cultivate the flow of timely and actionable information, and continue to establish SHN’s leadership in the security community.
∎ Produce and Update SHN Security Policies and Standard Operating Procedures. Update, as appropriate, the SHN Emergency Action Plan (EAP) and corresponding business continuity plans based on technical input provided by the security specialist. Maximize safety and security effectiveness by coordinating proper safety and security protocol in all areas of SHN establishment across the country and handle all incidents with discretion.
∎ Strengthen SHN Staff Security Skills and Habits. Design and implement a robust training program to inculcate SHN staff to perform their respective parts in the workplace safety and security platform and to educate them in the appropriate safeguarding concepts and skills. This includes regular briefings, specialized training as required, and periodic drills at each clinic office. Specialized training will be tailored for location and threat level, but should include at the minimum basic first aid, security preparedness, and incident response.

Additional Requirements:
∎ Age at least 38 years
∎ At least 10 years experience in security management and oversight in Bangladesh Retired Defence personnel will be given preference
∎ Proven effectiveness for implementing security platforms for civilian operations in conflict zones, to include successful crisis management experience and management of private security providers;
∎ Ability to train and explain the acceptance model to staff and other relevant stakeholders;
∎ Proven problem solver in high risk environments; Demonstrated proficiency in acceptance based risk mitigation strategies with multi stakeholder management
∎ Familiarity with tracking systems desired;
∎ Must be able to provide pragmatic risk assessments, supporting the development of tactical plans for the conduct of secured movement, as well as venue risk management requirements;
∎ Ability to write and verbally communicate efficiently and effectively; and
∎ Education Requirements: Graduation in any discipline is preferred
∎ Language Skills: Fluency in English and Bengali required.
