Job Context:
∎ Community Development Association (CDA), Dinajpur based NGDO, accountable to facilitate to ensure access to Land Rights among the rural land less poor men & women including ethnic communities in the Northern Region of Bangladesh. CDA has been implementing "Sustainable Organization for Land Rights and Agrarian Reform (SOLAR) an integrated long term program requires the following experienced & qualified men & women candidates having skills on Preparing planning, Monitoring & Evaluation, MIS, GIS with excellent command in English, report writing and speaking as well as able to pickup ideas from the field level staying with the Rural poor and contribute to achieve the ESCR, Civil & Political Rights.

∎ Job Location: CDA as a whole

Job Responsibilities:
∎ PLANNING
∎ Develop Annual plan of CDA as an organisation & its program in a participatory manner in conjunction with respective coordinator / desk heads/ other staff.
∎ Develop format to assess / survey the village context to initial planning / as baseline.
∎ Provide input / Training to front line staff to organise POs plan upon the contextual needs.
∎ Strengthening a planning desk through consultancy report.
∎ Assist to develop plan for projects in a participatory manner in conjunction with respective coordinator / desk heads/ other staff.
∎ Preparation of action plans for the PMES department/ each staff.
∎ Review the plans in a timely manner.
∎ Assist the department staff to prepare their individual work plans to match the departmental priorities.
∎ MONITORING
∎ Developing monitoring indicators and log frames for new projects and programs.
∎ Establish targets for the indicators in a participatory manner.
∎ Assist & Develop indicators & tools for the POs.
∎ Provide training to front line staff for POs monitoring.
∎ Organise & strengthening monitoring desk and to the institutional system.
∎ Develop & maintain monitoring systems to measure the inputs and outputs for projects and program versus the log frames and targets.
∎ Select the most appropriate tools and methodologies to collect and analyse the necessary data.
∎ Analyse and report on progress versus targets, in particular highlighting gaps to the relevant department head.
∎ Monitor the progress versus annual plan, work plan, strategic plan for all program and projects of CDA.
∎ EVALUATION
∎ Evaluate the impact of CDA's programs and projects upon the social, cultural, ecological, and environmental and human rights, institutional values in both CDA and POs.
∎ Contribute to the development of indicators and log frames for new projects and programs.
∎ Establish targets for the objectives, outcomes and impacts of projects and programs in a participatory manner.
∎ Develop & maintain evaluation systems to measure the progress versus objectives, outcomes and impacts for projects and program versus the log frames and targets
∎ Select the most appropriate tools and methodologies to collect and evaluate the necessary data.
∎ Assist & Develop the TOR for Evaluation by external team.
∎ Setup and strengthen internal Evaluation desk.
∎ Provide training/ consultancy to the organizational/ pos upon evaluation.
∎ Analyse and report on progress versus targets, in particular highlighting gaps to the relevant department heads/ Desks/ others.
∎ GENERAL ACTIVITIES.
∎ Setup the priorities for the PMES department using the output and findings of the department members in conjunction with the direction set by the POC, strategic plan and project / program objectives.
∎ Visit the POs & samitees including all level of institution and assess the strength to pickup issues
∎ Assist the department members to select the most appropriate tools and methodologies to conduct their work
∎ STAFF SUPERVISION
∎ Provide coaching and feedback to facilitates reports as to increase their capacity.
∎ Administer Management and Human Resources Management communication systems to the respective department and integration.
∎ TRAINING, WORKSHOPS & MEETINGS
∎ Identity own training needs in conjunction with immediate Authority/ ED.
∎ Identify training needs of PMES department staff.
∎ Assist with the development of PMES related training curriculum, modules & materials.
∎ Planning, organising & conducting specific trainings and workshops to the PMES department.
∎ Attend regular and special trainings, workshops and meetings as scheduled at organisational level.
∎ REPORTING
∎ Submit monthly & other regular reports and narrative Report as per schedule to ED.
∎ Submit special reports as per required
∎ SPECIAL ASSIGNMENTS
∎ Engage with any other emergency or special work of the organisation as required by the ED.
