Job Context:
∎ JOB PURPOSE: The purpose of the position of Manager,MEL is to support the regional MEL Team to ensure implementation of interventions with quality and as per donor requirement and BRAC standard. This position will be responsible to establish proper implementation of MEL system in the program. He/she will facilitate qualitative and quantitative monitoring & Evaluation process and address scheduled reporting of project implementation in relation with project design to BRAC and USAID standard and policies. He/she Assist in developing intervention specific performance monitoring plan, review the progress of intervention periodically and provide instant feedback to program as well as MEL for further enhancement, learning documentation, collaboration and adaptive management. This position is responsible to lead conduct Routine Quality Process Monitoring (RQPM), Learning Utilization Assessment (LUA), Annual Survey, Data Quality Assessment (DQA), Post Distribution Monitoring (PDM), Due-diligence, Capacity Assessment and others survey and research of BAMA project attached with MEL Team. He/she is responsible to build Coordination with Partners and Technical staffs. This position is also responsible to support BRAC BAMA project MEL Functionalities and support to build capacity of MEL Tools of region-based project staff and partner using Utilization Based Approach. He/she will lead in conduction of baseline, mid- term evaluation and final evaluation at project head office level. He/she will responsible for all MEL Tasks as per guidance by MEL Advisor.
∎ SAFEGUARDING RESPONSIBILITIES
∎ Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.

Job Responsibilities:
∎ Support creation and establishment of effective Monitoring and Evaluation system in the program in collaboration with MEL team for continuous quality improvement during implementation
∎ Provide technical support to the MEL Team to conduct LUA, data quality assessments (DQAs), Annual survey, RQPM, PDM, due diligence
∎ Prepare MEL guideline for the projectteam to implement monitoring event as per project Monitoring, Evaluation and Learning plan
∎ Support team to improve partners' capacity on MEL and reporting as well as to measure progress of partners' capacity.
∎ Meet up donor requirements through scheduled reporting
∎ Develop monitoring and others data collection tools and support end of project evaluations aligned with external consultancy firm
∎ Lead in coordination with the MEL Advisor on monitoring activities and quality review
∎ Develop the MEL capacity and provide guidance to MEL project team.
∎ Track achievements of output and outcomes through routine monitoring activities and annual survey.
∎ Implement Utilization Focused Approach in MEL for taking decisions in improving program quality.
∎ Guide, motivate and provide technical and leadership support to the MEL team to conduct periodic survey and small studies to ensure project strategies and approach that will support in achieving project objectives
∎ Oversee and promote BAMA MIS for effective use for program development and decision making

Additional Requirements:
∎ Working knowledge of USAID, MEL guidance and policy
∎ Excellent coordination skills and coordinate with multiple stakeholders for data collection, data verification, reporting and dissemination.
∎ Excellent communication and people management skills.
∎ Strong proposal development and writing skills.
∎ Proficient in Microsoft Office Microsoft Word, Excel, MS Power Point, SPSS, KOBO Collect & another database program.
∎ Harmonize goals, objectives and design and apply different types of frameworks used for programme planning and MEL
∎ Excellent analytical ability and ability to visit field frequently
∎ 5 years of relevant work experience. At least 3 years of proven experience managing MEL or research on donor-funded projects.
