Educational Requirements:
∎ Bachelor degree in Civil engineering with having minimum 5 years working experience or Diploma in Civil Engineering

∎ At least 10 year(s)

Job Context:
∎ This position will facilitate process for implementing all general Civil construction projects by following necessary government and sectoral standards and assigned to the team in the working area according to the program and project design. This position will assist and support the Food Security & Livelihood (FSL) Sector Lead.
∎ The Infrastructure Development Manager will have co-responsibility of managing Shelter and NFI sectoral activities including DRR initiatives for Bangladesh Refugees Crisis Response (BRCR) in Cox’s Bazar. Under the leadership of Sector Lead, s/he will be responsible for technical aspects and administrative oversight of the program, and will serve as the secondary sector contact person to the respective sector/cluster, donors, and local government entities.
∎ The Infrastructure Development Manager is expected to have strong leadership qualities, technical and management expertise, technical contribution in proposal writing capacity especially for DRR project proposal. She/he also provides strategic leadership and periodical supervision of construction sites for ensuring work quality, security, standards, workmanship and regular reporting to the lead and donor as applicable. Will guide the team to implement infrastructural work in camp/host level through cash for work modality by following all sorts of Govt. and ISCG standards and coordination with respective stakes.

Job Responsibilities:
∎ Prepare or guide the team to prepare appropriate Civil design and BOQ of any Civil construction works and study, observe and understood it properly. Talk to users/requestors for clarification of their expectation.
∎ Facilitate to conduct environmental assessment and technical assessment before designing.
∎ Lead for preparing tender document of all construction works and initiate for floating tendering through SCM department.
∎ Proposal collection, compilation and evaluation and prepare the CBA
∎ Call for bid Analysis Committee and present all the proposals
∎ Work with SCM team for communicating contractors for any negotiation and for resolving any issue during vendor selection process.
∎ Support to issue Work Order to the successful contractors.
∎ Maintain appropriate communication and liaison with construction team along with sectors for their construction work progress.
∎ Issue letter to contractors for timely completion if there is indication of late.
∎ Document all reasons of delayed work in coordination with sectors and construction engr. Team.
∎ Compile all documents and process it for payment.
∎ Coordinate with finance for payment release.
∎ Support the contractors for releasing the security money.
∎ Lead to establish an effective system for construction materials delivery and consumption tracking mechanism and reporting.
∎ Ensure funding tracking appropriately for approved project and reporting.
∎ Maintain coordination, rapport and participate in respective UN sectors/cluster meetings.
∎ Facilitate for technical team capacity building.
∎ Any other task assigned by the management.
∎ Maintain an overview of the country shelter programme, construction and site management of the response context, with a view to strategically in developing new projects in current sites and / or in surrounding response area
∎ Give technical advice to sector leads, field staff on potential involvement in new shelter interventions, new infrastructures and internal shelter as well as construction capacity for implementation.
∎ Provide technical support to the shelter and Civil construction in all project sites, including the evaluation and impact analysis of current projects and the writing of donor proposals and reports.
∎ Ensure programme planning is informed by technical standards & operational viability to meet humanitarian needs
∎ Maintain an oversight of shelter and construction supplies ordered for the shelter and construction projects, supporting the construction and logistics staff in the coordination and quality control of construction supplies.
∎ Provide input to Supply chain to expedite procurement process in related to construction materials and supplies.
∎ Keen to support Supply chain manager to oversee the importing materials and customs clearance
∎ Coordinate with Support Services for provision of funds, staff, equipment, vehicles & supplies to ensure rapid program implementation
∎ Provide input to Supply chain to expedite procurement process in related to construction materials and supplies.
∎ Participate at networks or task groups on specific shelter and construction related humanitarian aid issues and actively
∎ Represent World Vision, at coordination, sector and bilateral meetings, working groups, with national and / or local government departments and any other relevant meetings or events, facilitating supportive synergies and overall progress in the shelter sector.
∎ Support FSL sector Lead with oversight and tracking of the program budgets.
∎ Work with the Sector Lead to review monthly budget reports, together with Finance team.
∎ Review and remedial action on budget reports to address underspent and misallocation

Additional Requirements:
∎ Conduct environmental impact assessment
∎ Ability to manage malty Civil Construction project management.
∎ Design (and calculate: hydraulic) pipeline system
∎ Advanced skills and experiences on AutoCAD and Civil Engineering software
∎ Ability to train and increase capacity of engineers
∎ Excellent English communication skills (oral and written)
∎ Thorough knowledge of MS office
