Educational Requirements:
∎ Master's degree in Accounting or Business Administration, Chartered Accountant (or similar) with experience of Grant funded project management.

Experience Requirements:
∎ At least 6 year(s)

Job Context:
∎ Provide overall leadership, oversight and management support for all aspects of financial management (Both general & grants finance and Supply chain management) in World Vision Bangladesh Rohingya Crisis Response. He/She will ensure grants budgets are appropriate ,grants financial reports are accurate and timely and also need to ensure that Response complies with donor requirements; Manager will assist with overall program budgeting and ensure operational plan is funded properly.
∎ This position is seen as a strategic partner, member of the Senior Management Team of the Response, with a focus on ensuring accountability, stewardship, coordinating planning and budgeting processes, providing accurate financial data, analysis and advice, Supply Chain Management as well as developing financial strategy that best serves the Response strategic and program objectives. Responsible for the Finance staff capacity strengthening, the development and implementation of sound internal controls, risk management, and utilization and safe guarding of assets according to WV approved policies and procedures.

Job Responsibilities:
∎ Contribute to the development of Response strategic direction and priorities
∎ Design and manage systems, policies and procedures that provide appropriate levels of security and control of WV assets, resources and operations
∎ Ensure compliance with grant donor requirements along with audit requirements
∎ Develop and implement grants tracking/monitoring system/tools
∎ Monitor and ensure that grants budget is appropriately spent, and that pooled PNS is used strategically throughout the life of the Response
∎ Monitor response project funds through Project Budget & Actuals Database (PBAS) and communicate changes to projects, operations and finance director as needed.
∎ Manage appropriate financial systems, controls and ensure they are in place to avoid significant finance audit risk ratings
∎ Establish appropriate internal controls, policies & procedures, which enable operations to respond in a timely manner
∎ Review alignment of budgets between Response Master Budget, sectors, grants, MyPBAS and Support Offices
∎ Control of Response budget, cash flow and project funding, by providing timely and relevant information to budget managers, in collaboration with the Operations and Programs
∎ Implement appropriate financial systems and controls to avoid significant audit risk rating for response grants.
∎ Ensure grants adequate preparation for both external and WV Global Center audits.
∎ Develop tools and institute procedures which will facilitate response management in monitoring and in the following up of audit recommendations implementation by projects management.
∎ Participate in the response purchase committee to ensure grants & financial compliance.
∎ Lead the Response Supply Chain Management team in Rohingya Rohingya Crisis Response Project.
∎ Manage work efforts across planning, strategic sourcing, categories management, warehousing, logistics management including internal customer alignment and satisfaction, supplier relationship management, contract management, risk management, program management and human resource management in the emergency response context.
∎ Manage establishment, tracking and reporting of benefits and key internal and supplier performance metrics
∎ Development and compliance of SCM policies and procedures.
∎ Obtain quality supplies at reasonable prices for major centralized procurements.
∎ Comply with WV's Supply Chain standards and procedures in terms of purchasing supplies to ensure efficient accountability.
∎ Vendor identification and quality improvement for best-centralized supplies.
∎ Maintain the response grants risk profile, complete with risk library and risk register in line with Enterprise Risk Management framework. Report and advise leadership on risk reduction and mitigation strategies.
∎ Ensure partnership Finance policies and procedures are understood by Senior Management, Operations, technical staff, communities, local partners, as appropriate.
∎ Ensure adequate cost efficiency and effectiveness measures are in place and are being followed. control of Response budget, cash flow and project funding, by providing timely and relevant information to budget managers, in collaboration with the Operations and Programs
∎ Monitor grant spending to ensure grants are appropriately spent, and that pooled PNS is used strategically throughout the life of the Response
∎ Monitor monthly basis the Block Parties Screening (BPS) compliance of all Grants Project 'before the fact' in accordance with WVI policies and in any inconsistency raise the issue and inform to management.
∎ Ensure timely preparation and submission of all monthly, quarterly and annual projects/grants financial reports to response leadership, WV Financial Reporting database and donors/Support Offices. Respond to respective queries in relation to these reports from donors, support offices and internal Response and WVB management.
∎ Review budget comparison reports to ensure adherence to restrictions on line item flexibility and stated restrictions on accepted costs.
∎ Correspond with WV Support Offices, donors and management regarding project income, expenditure and reporting. Ensure that project income is sufficiently committed on PBAS at all times including the approval of carry forwards.
∎ In collaboration with grants officers/accountants, review all grants related financial transactions to ensure that they are within the approved scope of project activities and donor requirements and that they are in compliance with the donors' and WVI financial policies and procedures; keep the management informed on all major compliance issues/challenges while taking the necessary corrective steps.
∎ Review and advice on the project proposal/budget preparation in regard to compliance issues for all prospective sources of funding.
∎ Ensure that all LDRs/Time Sheets for all response staff are properly and timely prepared, reviewed & approved and salary and benefit have been allocated to the respective grants projects based on the LDRs/Time Sheets.
∎ Prepare and maintain the Grant Tracking Table (GTT) while ensuring that the same is regularly shared with program and operations as appropriate.
∎ Strategic leadership for the team members for effective & efficient management.
∎ Participate in finance and grants management team meetings and represent grants finance unit.
∎ Supervise the work of finance and grants finance officers/accountants.
∎ Adhere to WV key policy documents - mission, core values, and covenant of partnership.
∎ Develop good network with partner agencies
∎ Provide strong and positive leadership to the Finance and Grant Finance department ensuring competent and motivated staff are hired and retained, providing efficient delivery of services
∎ Conduct in conjunction with Implementing partner, pre, and post-award surveys and financial reviews of prospective and existing grantees to determine the adequacy of their accounting systems and internal controls, their financial status and their financial capability to implement grants.
∎ Facilitate program/response non-finance staff in understanding and interpretation of financial statements and policies.
∎ Appraise performance of finance and grant finance officers/accountants and other supervisees to identify performance gaps and devise ways of upgrading their competencies in line with P&C manual.

∎ Experience working with communities and local governments, INGOs, donors (Particularly USAID, UN, DFAT, EU etc.) and other key internal and external stakeholders
∎ Strong competency in proposal & report writing, monitoring and budgeting skills.
∎ Demonstrated cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina. Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.
