Responsibilities & Context:
Lead and support the formulation, revision, and appraisal of Development Project Proposals (DPP) and Technical Assistance Project Proposals (TAPP) in accordance with the guidelines of the Planning Commission of Bangladesh.
Oversee and review technical, financial, economic, environmental, and social feasibility studies for proposed public investments.
Develop master work breakdown structures (WBS), procurement plans, and operational milestones aligned with national development frameworks (such as the 5-Year Plan and Perspective Plan).
Advise executing agencies on contract management, claims assessment, time-extension requests, and dispute settlement under standard FIDIC / CPTU conditions of contract.
Advise on the planning, rehabilitation, and modernization of healthcare facilities (e.g., District Hospitals, Upazila Health Complexes, specialized institutes).
upport the implementation of Operational Plans (OPs) under the Health Sector Program, focusing on service delivery improvements, supply chain management, and capacity development of health personnel.
Prepare Expressions of Interest (EOI), Requests for Proposals (RFP), and Bidding Documents in strict compliance with the Public Procurement Act , Public Procurement Rules, and Multilateral Development Bank (World Bank, ADB, JICA) procurement frameworks
Serve on or advise Tender/Proposal Evaluation Committees (TEC/PEC) to conduct objective technical and financial evaluations.
Assist the Project Director (PD) and ministry officials in contract negotiations, drafting service contracts, and final award procedures.
