Job Responsibilities:
∎ Project Development Support :
∎ Support and provide inputs to the Livelihoods Officer in the implementation of relevant projects, and in coordination with staff of the Social Cohesion and Livelihoods portfolio ensure the budgets, activities, and timelines are in line with IOM project and execution requirements.
∎ Oversee the implementation of Livelihoods activities in the field and ensure the engagement with partners on a regular basis.
∎ Analyse the consequences of new regulations related to the access to Livelihoods and self- reliance to the beneficiaries and follow up the implementation of those regulations in the assigned location to design adequate programming.
∎ Maintain positive relations with the implementing partners and ensure all issues, implementation delays, etc. are addressed in a timely manner, including through providing operational coaching and support to the partners.
∎ Track the progress of activities, ensure the collecting of project indicators and provide on-time internal status reports and external donor reports according to IOM, donor and other applicable timeframes and formats.
∎ Ensure confidentiality and data security controls processes are in place and complied with by Livelihoods staff (including the staff of the implementing partners).
∎ Identify opportunities for project development by providing field specific context analysis, technical sector specific data, potential beneficiary information, including proposing the activities and costing.
∎ Support integration of livelihoods interventions with other core sectors, ensuring close collaboration between field teams to achieve the objective of Social Cohesion.
∎ Design and implement relevant Cash programmes in accordance with standard procedures on beneficiary selection, feedback mechanisms, and IOM financial management requirements
∎ Contribute to the development and regular review of projects aligned to the IOM socio economic development and livelihoods strategy, JRP and humanitarian response, including data tracking of IOM projects coordinated within the Livelihoods and Food security sector (LFSS).
∎ Project Implementation:
∎ Provide technical support to field level implementation, including liaison with government extension services, UN agencies, Consultants/service providers.
∎ Work closely with Technical leads and project managers of assigned Implementing Partners on identification of needs of communities and gaps in livelihoods services in refugees and host communities.
∎ Provide, upon request, technical input into the development (and implementation) of relevant SOPs and technical standards related to Livelihoods through the Food Security and Livelihoods Working Group, the Livelihoods Consortium, and Upazilla level government line departments.
∎ Provide technical support to partners, and Livelihoods services of Government Line departments to develop innovative approaches to increase access to livelihoods services, Income Generation opportunities, and strategies to support poor and special needs groups for targeted communities;
∎ Monitoring, Evaluation and Results-based Reporting:
∎ Support development of M&E plans for livelihoods projects, including relevant tools and their use in data collection and indicator tracking.
∎ Ensure on time, on budget implementation of projects in defined area of operation. This includes meeting donor targets (activity and budget), ensuring donor compliant implementation and ensure implementation quality.
∎ Conduct regular field visits to projects under implementation (Direct or through Partners) to ensure technical quality and adherence to key standards and processes.
∎ Under the guidance of Livelihoods Officer support coordination of donor visits to projects in close cooperation with Implementing Partners.
∎ Research Analysis and Knowledge Products:
∎ Support coordination and implementation of relevant Assessments, Analyses on markets, livelihoods risks and opportunities, to inform proper targeting and sustainability.
∎ Participate in relevant Livelihoods Working Groups consultations and coordination meetings to highlight with and on behalf of the Livelihoods Officer and Unit, the IOM’s specific objectives and achievements.
∎ Provide regular guidance in collaboration with Unit M&E Officer, (and orientation where necessary) to Implementing Partners on quality reporting, M&E and Indicator tracking, including End line surveys to demonstrate results
Additional Requirements:
∎ To be successful in this role the National Livelihoods Officer must have a Minimum of 5 years of experience in socio -economic development, livelihoods programming, project development in humanitarian and development context
∎ Excellent analytical and strategic thinking skill, with proven ability to create and utilize qualitative and quantitative analyses in organizational planning;
∎ Strong report writing skills;
∎ Effective verbal and written communication, multi-tasking, organizational, and prioritization skills;
∎ Experience working in the field
∎ Experience with managing partnerships with local organizations.
∎ Experience engaging with the private sector.
∎ Proven experience in team management.
∎ Experience with managing partnerships with local organizations
∎ Other Skills Requirements
∎ Experience in managing rural livelihoods programming, including Income Generation Activities (IGAs), Farm and Off-farm based initiatives, assets transfers, and the disbursement of micro-Grants
∎ Experience in providing support to vocational/Technical training programs and community-driven interventions is preferred
∎ Desirable qualifications:
∎ Project Management (including budget / contract management).
∎ Project monitoring (including reporting and data management).
∎ Experience working with employability promotion programmes, labour market studies and business development is an asset
∎ Understanding of the rights and protection issues of refugees, children and women - experience
Salary:
∎ Monthly gross salary for this position is BDT 285,426.83
