Job Context:
∎ HI has been operating in Bangladesh since 1997, implementing emergency and development actions aimed at improving the protection, quality of life, and the promotion of rights of vulnerable individuals, including people with disabilities. HI`s current operations are centered Northern (Kurigram) and Southern parts (Cox Bazar). Currently, HI`s major operation is located in FDMN ( Forcibly Displaced Myanmar National/Rohingya refugee in a) camp in Cox Bazar with 3 field offices; Cox, Ukhiya, and Teknaf. HI- Bangladesh country strategy/startup ( 2021-2023) with one of the great focuses to create an operational balance between developmental and emergency operation; hence while maintaining the current emergency operation in Cox Bazar; HI is also extensively working to further expand the program to others part of the country including host community of Cox`s Bazar. HI, current operation in Bangladesh mainly includes disability-inclusive extreme poverty graduation project, Inclusive Sports and Education, Health and Rehabilitation, Protection and MHPSS, Inclusive Humanitarian Responses, Inclusive Education, and Atlas Logistic (H2H logistic support), etc. and operation is currently funded by BPRM, UNHCR, WFP, UNICEF, ECHO, HI Federation.
∎ Number of staff: Around 274 National staff and 06 international staff
∎ HI is currently looking for a Livelihood Officer for its socio-economic Empowerment of Extreme Poor and Poor People Living in the Flood-prone District of Bangladesh, Kurigram project.
∎ The Overall Goal of the project is 1. Persons with disabilities and their households in rural Bangladesh are economically empowered and exercise their rights on an equal basis with others. 2. Households including persons with disabilities in Kurigram districts graduate out of extreme poverty and out of poverty, have better access to services, and are less vulnerable to shocks and natural disasters.
∎ Under this project Livelihood Officer will ensure inclusive (Disability, Gender, and Age) livelihood interventions on daily basis and assigned a job in direct supervision with the Base Manager & Functional coordination with the Operation Manager & Livelihood Manager- Dhaka for the smooth-running of the project in compliance with HI’s internal regulations. The livelihood Officer will build the capacities of the project team and targeted vulnerable populations and how ensure their full and meaningful participation in the self-reliance activities. Project tools, guidelines, and training materials will be enriched so that people with disabilities, older people, youth, girls, and women are equally benefiting from the actions.

Job Responsibilities:
∎ 1. PERSONALISED SUPPORT TO BENEFICIARIES DURING THE POVERTY GRADUATION PROCESS:
∎ Support identification of people with disabilities through a household baseline survey and using the Washington Group questionnaire
∎ Conduct personalized livelihood assessments for target beneficiaries, including household/business plans, and ensure regular updates to plans, based on the progress towards graduation of the household.
∎ Facilitate the development of risk funds and oversee the provision of customized time-bound stipends, through identification of vulnerable households and facilitation of cash transfer process
∎ Facilitate the development of income and oversee the provision of income generation, through the identification of vulnerable households and support to facilitation of their small business planning
∎ Provide ongoing graduation support to beneficiary households through coaching and household or workplace visits, including on disaster resilience
∎ Support skill development of beneficiary households, through the identification of training needs, planning, organization, and facilitation of training, and/or identification of external training providers
∎ Oversee the process of selection of assets by beneficiary households, participate in asset procurement, ensure asset delivery, and complete documentation
∎ Ensure respect for HI technical policies, methods, and approaches in order to ensure quality during project implementation, in linkage with the Technical Unit
∎ Follow-up receiving support and skills development training from the projects is expected to relatively improve this situation to the extent that they will be able to diversify their families’ income sources and engage themselves in productive activities.
∎ 2. BUILD LINKAGES WITH THE LOCAL COMMUNITY, DISABLED PEOPLES' ORGANISATIONS, SHGs, AND OTHER LOCAL STAKEHOLDERS
∎ Ensure effective cooperation, coordination, and representation of the project with local stakeholders in the working area
∎ Facilitate analysis of market opportunities through meetings with service providers, businesses, and business associations and support beneficiaries to better access markets for purchasing and product/service selling
∎ Support OPDs in conducting advocacy with governmental authorities and facilitating access of people with disabilities to existing governmental safety nets or other services
∎ Support OPDs to enhance the sustainability of SHGs through Court-yard meetings with the help of Community Livelihood workers & OPDs at the community level, established business plan and implementation
∎ Oversee community awareness sessions conducted by Community Livelihood Workers
∎ Project tools, guidelines, and training materials will be reviewed so that people with disabilities, older people, and women/girls are equally benefiting from the skills development initiatives.
∎ Follow-up of beneficiaries and accompaniment of SHGs
∎ Continue referral for health, rehab, social protection, and access to disability cards, disability allowances, and disability-specific services.
∎ Local-level advocacy to voice rights for people with disabilities, in particular re-activating government disability rights and protection act committee.
∎ HI, the team will also build the capacity of the OPDs so that they can continue the follow-up of beneficiaries after the project ends.
∎ The local government will be engaged to ensure OPDs accountability and transparency.
∎ 3. Ensure the linkage between rehabilitation and livelihood by collaborating closely with Rehabilitation Officers and capacity building of project staff on disability inclusion
∎ Contribute to rehabilitation assessments and plans in collaboration with the Rehabilitation Officer, based on the household/ business plans of the person with a disability.
∎ Collaborate closely with the Rehabilitation Officer at every step of the poverty graduation process
∎ Monitor the linkage between the rehabilitation progress of the person with a disability and graduation targets in terms of their inclusion in employment.
∎ Contribute to rehabilitation assessments and plans in collaboration with the Rehabilitation Officer, based on the household/ business plans of the person with a disability.
∎ Collaborate & monitor closely with the Rehabilitation Officer at every step of the skills development process
∎ 4. Build linkages and capacity with vocational training institutes to actively engaged the beneficiaries in skills development training programs and link them with the Job Market.
∎ Contribute to conducting accessibility assessment of a person with a disability business and household accessible and making skills development training materials and venue accessible
∎ Build the capacities of the project team on disability issues targeting vulnerable populations and how to ensure their dignified participation in the skill development training methodology and facilitation skills.
∎ Orient project staff on the identification of persons with disabilities, using the Washington Group Questionnaire and Making sure the Washington Short Set Questionnaire will be administered to identify people with impairments.
∎ Support to construct physical accessibility in the training centers and work tools modification to reasonability accommodate persons with disabilities in the skill-development program.
∎ Personalized support to an individual person with a disability to choose and participate in their suitable skill-training options.
∎ Facilitate mapping of the livelihood services providers and wage employers in the project locations and set up linkages with beneficiary households for creating wage employment.
∎ Support to facilitate trainees for practicing follow one by one method on workplace competency at training venue or workplace and follow up this practice their learned skills in the workplace are inclusive
∎ Build up Strong Coordination & Collaboration with vocational Training institutes like UCEP, TTC, Youth Development, Social Welfare, Women affairs, etc.
∎ 5. Build up Strong Coordination & Collaboration with Local Government Institutions & hence increased the sustainability of the SHGs, and beneficiaries in the community :
∎ Increase Coordination & Linkages with Local Government institutions like Agriculture, Livestock, Fisheries, DRR Youth Development, Social Welfare, Women affairs, Union Parishad, Upazila Parishad to promote access to rights and entitlements of persons with disabilities safety nets, other livelihood opportunities, or poverty graduation initiatives with the active participation of OPDs & SHGs leaders.
∎ Strengthening the PPI platform & increasing linkages with the LSP/PPI Stakeholders & engaged the LSP with the different Producer Groups/SHGs/OPDs to increase the technical knowledge in Agriculture/Livestock & other Livelihood sectors.
∎ 6. CAPACITY BUILDING OF COMMUNITY LIVELIHOOD WORKERS ON DISABILITY-INCLUSIVE LIVELIHOODS AND POVERTY GRADUATION:
∎ Capacity building of community workers on theoretical and practical skills related to disability-inclusive livelihoods and poverty graduation, including data collection via active involvement in delivering training, workshops, and provision of continuous on-the-job support.
∎ Contribution to annual appraisals of community livelihood workers
∎ 7. Contribute to the monitoring, data collection, and documentation processes of the project related to skills development
∎ Support to ensure indicators tracking related to the progress of beneficiaries towards disability inclusion.
∎ Contribute to the development and roll-out of monitoring tools, data collection, and report writing.
∎ Conduct and maintain beneficiary files related to livelihood assessments and household business plans.
∎ Participate in monthly coordination meetings for ensuring better coordination for smooth project implementation.
∎ Support to conduct rapid baseline and ending assessments for collecting data and measuring the progress of the beneficiaries including participation in lesson learning workshops.
∎ Participate in Knowledge Management and biannual learning sharing/knowledge management reports will be produced by the project team based on monitoring findings, collected stories/case studies/good practices, and consultation with local stakeholders.
∎ Any other tasks as assigned by the Line manager and Functional manager

Additional Requirements:
∎ Age at least 25 years
∎ Minimum Bachelor, preferably Master's or equivalent degree in Social Work, Social Science, Rural Livelihoods, or any relevant disciplines, OR B.Sc in agriculture, engineering preferably with relevant certification or in any relevant disciplines.
∎ Preferably 01 years of similar or relevant job experience with any international/national NGO.
∎ Experience in training (material development, training facilitation) and coaching of beneficiaries and on-the-job capacity building of community workers/volunteers.
∎ Skilled in conducting trade-based training, managing training centers, and supervising training assessments in an emergency context will be preferred.
∎ Excellent written and oral communication skills.
∎ Computing skills (MS office package- both in English and Bangla).
∎ Experience in providing practical, results-oriented capacity building to colleagues.
∎ Hardworking, able to take the challenges in any situation with a positive approach.
∎ Professionally must be decent, honest, and loyal.
∎ Willing to travel anywhere in Bangladesh when required.
