Job Context:
∎ Under the direct supervision of HAD and close coordination with the relevant units, the Liaison Officer will be responsible for assisting with the smooth and timely implementation of HEKS/EPER`s activities in Cox`s Bazar.
∎ Starting date: 01 February 2022
∎ Contract duration: 6 months (renewable)
∎ Reports to: Humanitarian Aid Delegate (HAD)
∎ Coordinates with: Coordinators, Managers, Officers and Partners.

Job Responsibilities:
∎ Communications & Fundraising Resources, Coordination and Advocacy :
∎ Identify and maintain a relationship with relevant key local stakeholders (RRRC, DC, CiC, UNO, etc.).
∎ Assist with the program teams in obtaining necessary Government clearance and permissions.
∎ Promote the participation of relevant actors and other key stakeholders in events organized, led or coordinated by HEKS/EPER such as strategic meetings, workshops, or training as necessary. Organize and/or facilitate those events as needed.
∎ Undertake continuous research/analysis on the changing of Government policies and priorities and advise HEKS/EPER Program/Project Managers for the development of relevant project implementation strategies.
∎ Advise on protocol matters regarding all communications, correspondences between HEKS/EPER and the local authorities. Draft and manage those correspondences as necessary.
∎ Prepare and disseminate relevant information package and reports about HEKS/EPER's activities targeting local stakeholders with a view of fostering their understanding, acceptance, and ownership of those activities.
∎ Develop FD's guided by the HAD and AFC.
∎ Prepare online photo and video databases (photos, video footage, stories, quotes, programme updates, reports, interviews).
∎ Gather and draft fundraising materials to share with HQ.
∎ Coordinate the collection of materials to produce donor's or any other external report.
∎ Attend humanitarian coordination meetings and collaborate closely with information counterparts from humanitarian organizations, UN agencies and NGOs to ensure that all relevant humanitarian information is obtained.
∎ Safety and Security: Share any security information with the HAD.
∎ Provide timely incident report to the HAD as needed.
∎ General: Deliver high quality results in line with the terms of reference agreed in advance - to do this in a way which maintains the reputation of the Humanitarian Department.
∎ Comply with HEKS/EPER policies and practice with respect to code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
∎ Proactively support HEKS commitments to gender equality, child protection and disability sensitivity: i) Implement all work-related activities with a gender, disability and child protection lens, considering the different needs, concerns and ideas of our staff and beneficiaries ii)Ensure the incorporation of gender equity principles in all policies and activities iii) Encourage the participation of all genders in meeting and on committees iv)Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Additional Requirements:
∎ University degree in information technology, demography, statistics, social sciences or any related field with 5 years of experience.
∎ Knowledge of the humanitarian community, specifically with regards to inter-agency coordination.
∎ Practical experience in liaison and protocols with government entities.
∎ Knowledge of structures and functions of national and international organization.
∎ Prior knowledge of Bangladeshi/Cox's bazar humanitarian contexts is a value added.
∎ Organized, proactive, autonomous, rigorous, analytical, sense of human relations, diplomacy, communication skills.
∎ Strong computer skills.
∎ Fluent English skills (written, spoken and reading).
∎ Willingness to accept frequent field visits.
∎ Flexibility and Stress-management.
