Job Context:
∎ The project focused on a comprehensive Initiative focused on empowering and engaging young people in Bangladesh. It aims to address various aspects of youth development, including, building, employment, entrepreneurship, civic engagement, and social inclusion as stated in project documents.
∎ The Learner Mobilizer’s will work under direct supervision of the Area Manager - USAID Bijoyee Activity and the primary responsibility of this positon is identifying and admitting eligible candidates for training programs. This involves mapping, inspiring, motivating, and sharing information with young people at the grassroots level, to create and encourage interest and ensure participation in the program. The Learner Mobilizer will work closely with community leaders and stakeholders (including guardians) to identify potential candidates and develop strategies for engaging and communicating with them.

Job Responsibilities:
∎ Strategic: (10%)
∎ BYLC’s Strategies and project goals, policies, plans, and guidelines are properly maintained
∎ Support to enhance on to establish strategies for organizational and institutional development, growth, and sustainability
∎ Initiatives to enhance BYLC’s image and leadership role nationally and globally
∎ Follow institutional and program regulatory and adherence of country laws and regulations
∎ Promote and practice BYLC Values (Integrity, Respect Towards Others, Empathy, Excellence in everything We Do, Continuous Development and Practice Adapting Leadership) at all times
∎ Ensure Safeguard and protection of life and dignity of all associated personnel of BYLC as well as the assets and property.
∎ Operational: (80%)
∎ Create a database and maintain relationships with community leaders and stakeholders (including guardians).
∎ Collaboration of working relations with all inter-departments to bring program participants to the training.
∎ Must understand the NEET and EET youth-related issues in respective project areas.
∎ To ensure the appropriate trainee enrollment for BYLC Soft Skills Training in a timely manner by following gender, PWD and marginalized group’s ratio.
∎ To contribute and conduct social mapping to find appropriate and potential students/trainees for BYLC Soft Skills Training particularly by following gender, PWD and marginalized group’s ratio.
∎ To contribute and regular communication with Organization Name existing students/trainee, parents, community people, other stakeholders and strategic partners to ensure their involvement for student/trainee retention, new student/trainee enrollment and promote BYLC’s programme through awareness events, various meetings, day observations/celebrations, Individual or group discussions, distribution of BCC & IEC materials and others.
∎ To arrange motivational sessions with influential persons from parents’ group and community/employer group for ensuring children and youth especially girls/PWD/marginalized groups’ participation in Organization Name programmes and send them to decent jobs through skills training programmes.
∎ To strengthen Child/Youth Council Committee’s (C/YCM) in General and Training institute for ensuring active participation in all aspects of training activity to improve the programme quality.
∎ To contribute and maintain liaison with local Government and Administration GO/ NGOs/CSOs/CBOs /Club/Association/ Educational Institutions/Media to build strategic partnership with them for cost effective mobilization activity, cultural event/mass awareness event, advocacy campaign, local level resource mobilization.
∎ To contribute and activate systematic feedback mechanisms from the direct and indirect beneficiaries of the programme and report to Area Manager, Hub Coordinator and other competent authority.
∎ To monitor the day-to-day activity of social inclusion in the region and supervise the activities of facilitators using the monitoring tools and to take initiative to develop the capacity of facilitators.
∎ To prepare necessary reports through cross checking on data quality and ensure timely submission.
∎ Assist to conduct Entrepreneurial Skills development training and its follow-up actions (as a part of Business incubation support).
∎ To contribute and maintain the MIS (online & offline), ERP and related software and overall documentation with case studies.
∎ To carry out any other relevant tasks assigned by the supervisor as and when necessary.
∎ People Management and Relationship Building: (10%)
∎ Manage and ensure different initiatives for the capacity building of team members.
∎ Maintain functional relationships with local government, community people, other partner organizations, with local stakeholders and beneficiaries and other relevant stakeholders for smooth operation of the project.
∎ Ensure a strong network with other youth organizations, NGOs, government agencies, private sectors, and relevant stakeholders to advocate for promotional events and engagement with private sector agencies.
∎ To assist in conducting a gender-friendly assessment by following the Organization Name’s Child Protection Policy, Gender Policy and Prevention of Sexual harassment policy, and other relevant guidelines and disseminate the report to the competent authority to address the issue.

Additional Requirements:
∎ Age 22 to 30 years
∎ Experience working with youth organizations, project field management, and training in an NGO/ development organization
∎ Experience in training, learning, and development management for USAID-funded projects will give an advantage.
∎ Experiences in the youth development sector including liaison with GOB and NGOs.
∎ Experience in mobilizing youth, coordination, and field implementation.
∎ Experience in managing and working with local volunteers, and community outreach in the local area.
∎ Connection with local community, youth-led organizations and local government in Dhaka North Savar, Manikganj and Gazipur
∎ Excellent writing and speaking skills in both Bangla and English.
∎ Oral and written language skills in Bengali and English.
∎ Excellent skills in G Suite (including Gmail, Google Calendar, and Google Drive), presentation, advanced MS Excel, and PowerPoint presentations.
∎ Capable of managing MIS (online & offline), ERP-related software, and overall documentation process.
∎ Self-motivated and self-driven individuals can promote community engagement.
∎ Good presentation/facilitation skills (psychosocial counseling, child/staff protection & safeguarding, inclusiveness, discrimination, events reporting, meetings, workshops, seminars etc.)
∎ Excellent interpersonal skills, and ability to work effectively with colleagues and partners in a cross-cultural, multi-disciplinary environment.
∎ Willingness to work flexible hours is a critical requirement for this role.
∎ Should be dedicated to daily task completion.
∎ Solid organizational skills with the ability to juggle multiple tasks, work independently, set priorities, effectively manage time and staff, and meet deadlines.
∎ Interpersonal, problem-solving, and communication skills.
