∎ The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development and international education work to shaping a future worth living around the world.
∎ As a public-benefit Federal Government organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ) implementing development projects. In Bangladesh, GIZ is implementing the technical cooperation projects in the areas of energy, climate change, textile, human rights under the bilateral agreement, signed on 15 July 1972 between the Bangladesh and German Governments.
∎ GIZ Bangladesh now invites applications for the position "Junior Accounting Specialist" for the `Renewable Energy and Energy Efficiency` Cluster
∎ Programme Background: Renewable Energy and Energy Efficiency is one of the priority programme of German Development Cooperation in Bangladesh under the Core Area "Responsibility for our planet - climate and energy". Currently, there are four (4) technical cooperation projects currently under implementation under this programme. New and follow-on projects are expected to be commissioned in the year 2022 and onwards, based on available commitments from German Government. The Programme `Renewable Energy and Energy Efficiency` is supported by the Bangladesh Ministry of Power, Energy, and Mineral Resources (MPEMR). It is working to promote the use of renewable energy, as well as efficient use of energy by building the capacities of relevant stakeholders, promoting the new and customized technologies, developing framework for grid integration and smart grid as well as promoting improved energy access to households
∎ Band: 3A
∎ Contract Duration: Up to December 2023
Job Responsibilities:
∎ A. Responsibilities- Junior Accounting Specialist provides support in:
∎ dealing with all questions from cluster staff / country office arising in the areas of arranging, locating and facilitate payments
∎ managing cash cashbook of projects of cluster and banking transactions with communications with the bank
∎ preparing/organising for the internal control in cluster, performing IC in other projects, monitoring correction of IC findings and archiving the reports in line with GIZ guidelines
∎ receiving the invoices from vendors / cluster staff
∎ ensure archiving vouchers; journals and IC files in accordance to the GIZ guidelines
∎ effectively coordinating with the staff of the finance and admin team at the cluster and country office
∎ deputizing the admin/procurement colleagues as needed
∎ B. Tasks- Junior Accounting Specialist performs the following tasks
∎ 1. Accounting and Financial services-Junior Accounting Specialist is responsible for:
∎ checking the invoices for ensuring the compliance and signing for the arithmetical correctness
∎ archiving and labeling the vouchers, journals and other relevant documents in line with GIZ financial and accounting guidelines
∎ monitoring and settlement of receivables and payables on regular basis
∎ supporting for onsite operation and onsire reporting for the project
∎ 2. Cash and bank management- Junior Accounting Specialist is responsible for:
∎ posting payment vouchers in respective cashbook and bankbook on daily basis
∎ counting cash, preparing cash record sheet, sign and filling on daily basis
∎ preparing fund request to Country Office, follow-up on fund receipt and maintaining the FiMo
∎ performing all banking transactions and communication with the bank
∎ 3. Internal control- Junior Accounting Specialist is responsible to:
∎ check and organise the accounting files as per GIZ guidelines
∎ ensuring the documentation of the audit evidences
∎ supporting for preparation during the external audit and internal control from GIZ HQ/CO
∎ 4. General services for GIZ-assisted projects/ programmes- Junior Accounting Specialist is responsible to:
∎ collect VAT challans with treasury deposit from the vendors in line with vouchers and send to CO for reimbursement from government
∎ prepare the documentation to settle the liability (tax-staff/vendors etc)
∎ provide WHT treasury deposit challan to the consultant and vendors as needed
∎ 5. Other duties/ additional tasks- Junior Accounting Specialist is responsible to:
∎ is responsible for paper filing the financial/internal control documents on regular basis and maintain the confidentiality
∎ is responsible e-filling financial/internal control documents and upload in respective project folder in DMS on regular basis
∎ photocopies and scans documents as needed
∎ participates in meetings/orientation/sharing sessions of Country Office to understand the compliances, needs and ensure smooth supports
∎ support for inventory management of the projects as needed
∎ performs other duties and tasks at the request of management
Additional Requirements:
∎ Chartered Accountancy course completed will get preference
∎ In depth knowledge and practical experiences on accounting software (eg. Winpaccs, SAP)
∎ Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, MS Excel, Power Point)
∎ Excellent understanding on accounting and financial operations (bills & voucher checking, payment processing, planning)
∎ Sound knowledge on Tax and VAT related matters which includes TDS and VDS rates
∎ Excellent interpersonal and communication skills
∎ Excellent command of English and Bangla Languages
∎ German language skills will be an added advantage
∎ Willingness to upskill as required by the tasks to be performed - corresponding measures are agreed with management
