Job Context:
∎ GK was created in 1972 with two visions. Firstly, "the fate of the poor decides the fate of the country". Secondly, the "development of the country depends on the development of women". Since 2017, Gonoshasthaya Kendra (GK) and UNHCR have entered into a partnership to respond to the Rohingya crisis in Cox Bazar.
∎ Human Resources Officer set the tone for the entire Human Resources department. HR Officer is responsible for coordinating all administrative activities related to an organization`s personnel. Their duties include developing recruitment strategies, implementing systems for managing staff benefits, employee relations to payroll to compliance issues, and behavior, and onboarding new employees. Duties and responsibilities of a Human Resources Officer include:
Job Responsibilities:
∎ Review and update HR (Human Resources) policies as per local laws and best practices in the international NGO community. Ensure that staff are made aware of these policies and interpret them as necessary or requested by staff.
∎ Provide advice to staff and supervisors on various HR policies and best practices.
∎ Manage the staffing selection process, including recruiting, interviewing, selection, reference checking, hiring, and onboarding.
∎ Ensure job descriptions are reviewed and up to date and compliant with all local, national, and country regulations.
∎ Negotiate salaries with approval from the Project Team Lead
∎ Develop and coordinate orientation schedules for all new staff
∎ Prepare and update employment agreements ensuring that they are in keeping with local law and GK's practices.
∎ provide day-to-day administration of staff benefits and answer queries from staff regarding benefits
∎ Update employee status for payroll purposes & ensure all organizational HR policies are applied consistently.
∎ Compile payroll details every month and the changes thereof and liaise with the Finance office and/or accounting firm (if applicable)
∎ Work closely with employee supervisors for Staff Performance Evaluation and take necessary actions (salary increase, promotions, reassignments, and separation of employees).
∎ Ensure effective administration of the performance management processes including appraisals after the probation period, and performance improvement plan (PIP) mid-year and end-of-year appraisals.
∎ Investigate employee issues and conflicts and bring them to resolution.
∎ Ensure the organization's compliance with local, national, and Country regulations.
∎ Draft and process staff and consultant contracts, including rate negotiation.
∎ Maintain HR database and Personnel files-up-to date.
∎ Maintain up-to-date employee records in both electronic and hard copy files and ensure the files are complete and all required documentation is maintained in a confidential and secure manner
∎ Provide backstopping support to staff on the HR system including; updating staff records, timely approval of staff leaves, and timely submission of monthly timesheets
∎ Handle employee grievances and coordinate all exit procedures for staff leaving GK project.
∎ Develop and implement employee wellness and work-life balance programs for staff.
∎ Assume other responsibilities as assigned

∎ Special Note:
∎ Carry out any additional assignment in accordance with her/his position entrusted by the management of GK from time to time and mutually agreed upon;
∎ Management may, at any point in time, modify this job description as it is deemed necessary in Gonoshasthaya Kendra's interests in consultation with the incumbent and UNHCR.
∎ This position has the possibility of extension depending on the availability of funding and performance.

∎ Strong writing skills in English & Bangla.
∎ Good organizational and communication skills.
∎ Ability to cope with stress working in the camp environment.
∎ Flexibility to perform other tasks and take initiative when required.
