Education:
∎ Bachelor of Law (LLB), Master of Law (LLM)
∎ Education: Bachelor’s degree in law (LLB) or equivalent. A master’s degree in law (LLM) or specialization in human rights, refugee law, or international law is preferred. Bar Council Certificate is an asset.

∎ Experience: At least 3-5 years of experience in legal practice, with a focus on human rights, refugee law, or legal aid. Experience working with vulnerable populations, particularly refugees, is highly desirable.
∎ Proven experience as a Legal Officer in community level
∎ Excellent knowledge and understanding of local law and procedures
∎ Full comprehension of the influences of the external environment of a corporation
∎ Demonstrated ability to create legal defensive or proactive strategies
∎ High degree of professional ethics and integrity
∎ Sound judgment and ability to analyse situations and information
∎ Outstanding communication skills
∎ Languages: Proficiency in English and Bengali. Knowledge of Chittagonian dialects is an advantage.
∎ Analytical skills – legal counsels must be highly analytical and able to examine the facts related to cases and contracts in order to develop a compelling legal argument in both criminal and civil matters.
∎ Persuasion – in order to successfully represent their client’s stance and legal standing, legal counsels need excellent persuasion skills.
∎ Judgment and reason – this role require sound judgment and exceptional reasoning skills. A legal Officer needs to examine the evidence at hand and make decisions related to legal strategies and options.
∎ Negotiation – legal counsels need strong negotiation skills, which can help with negotiating contracts, arriving at settlements in civil cases, and coming to an agreement about the terms of a plea deal.
∎ Research skills – while preparing for a case or providing advice, a legal counsel frequently needs to conduct extensive research to learn about related cases and previous judgments that may have a bearing on the case at hand
∎ Communication skills – a legal counsel needs to effectively communicate both verbally (with clients, judges, or juries) and in written documents (such as legal summaries and statements).

Responsibilities & Context:
∎ Give accurate and timely counsel to executives in a variety of legal topics (Dowry, dower, domestic violence’s & child marriage etc.)
∎ Provide legal support to the survivors referred by the IRC personnel on relevant legal issues.
∎ Ensure women, girls and child friendly environment in legal support.
∎ Ensure Legal counselling assistance to the safe shelter and safe space-based survivors.
∎ Ensure plan of legal sessions and conduct the session in the Rohingya camps and host community.
∎ Specify internal governance policies and regularly monitor compliance.
∎ Apply effective risk management techniques and offer proactive advice on possible legal issues.
∎ Ensure compliance with the internal controls, statutory regulations and other formalities.
∎ Handle risks in legal support delivery process and decision making as and when required
∎ Draft legal documents such as contracts, statements, agreements of panel lawyers and others.
∎ Handle litigation and make a good and professional coordination with the donor (IOM).
∎ Keeping up with current changes on all relevant areas of laws and contributing to the enhancement of the knowledge base of the Company.
∎ Provide legal assistance (counselling/mediation/court case/bail etc.) to the GBV survivors.
∎ Maintain administrative rules and procedures, manage plan
∎ Organize meeting, workshop and training and prioritize tasks.
∎ Deal with complex matters with multiple stakeholders and forces
∎ Communicate with the panel lawyers, local police stations and District legal aid committee as per project donor’s requirement.
∎ Filing FIR & GD at the local police station according to need of legal interventions.
∎ Refer the emergency cases to the panel lawyers for filing case in the court.
∎ Prepare weekly, monthly and quarterly report as per need of protection project.
∎ Sharing updates of cases with the case worker & safe space supervisor of IOM.
∎ Maintain documentation of cases, legal counselling and mediations.
∎ Legal officer will perform any other tasks assigned by the legal coordinator & YPSA management.
∎ Young Power in Social Action (YPSA) , established in 1985 (International Youth Year) is an organization for sustainable development working in Dhaka Division, Sylhet Division, Chattogram Division including Chittagong Hill Trat. YPSA has been   implementing a project titled “Multi sector recovery and empowerment support for crises affected communities in Cox's Bazar Activity” since 2020.  The project is technical supported by International Rescue Committee (IRC) and funded by USAID’s Bureau for Humanitarian Assistance (BHA)

∎ Job Purpose of Legal officer:
∎ The Legal Officer will be responsible for providing legal support, advice, and representation to the host community in Cox's Bazar. The role involves working closely with humanitarian organizations, local authorities, and community leaders to ensure that the rights of vulnerable populations are protected and that they have access to justice.

∎ Ensure legal counselling, mediation and all sorts of legal support (OCC support, communication with Police department & Stakeholder) to the GBV survivors with close collaboration of IRC, law enforcing agencies. Improve knowledge of community people on common legal issues in the work areas through day-to-day activities and to remove legal barriers from the life of survivors ensuring proper judgments of the cases.
